HomeMy WebLinkAboutPLAN COMMISSION - 05/18/1983 - FIRST ARLINGTON BANK FOR ANNEX AND REZONING 0 Minutes ELK GROVE VILLAGE PLAN COMMISSION Date: Wednesday, May 18, 1983 Location: Multi-Purpose Room EGV Municipal Building 901 Wellington Avenue The regularly scheduled meeting of the Plan Commission was called to order by Chairman Glass at 8:17 p.m. Members Present: Members Absent: John Glass, Chairman Orrin Stangeland Leah Cummins, Secretary George Mullen Frederick Geinosky Clark Fulton David Paliganoff Staff Present: Thomas Rettenbacher, Building Commissioner Jon Wildenberg, Administrative Assistant Docket 83-4: Petition of the First Arlington Bank for the annexation and rezoning of a 10.22 acre parcel at the southeast corner of Meacham and Biester- field Roads from R-5 (Cook County Zoning Ordinance) to A-2 Special Use and B-3 Automotive Oriented Business District in the Village of Elk Grove Village. (Public Hearing held 4-20-83) Charles Byrum, Attorney, and Tony Ryan, Architect, for the Meacham 1 Venture were on hand to explain changes made on the site plan submitted and dated May 17, 1983. Those changes included: movement of a commercial building 20 feet north; indication of a 15 foot separation between residential buildings and all paved areas; increased separation of driveways entering onto Biesterfield Road from 4 feet to 30 feet; indication that 60 feet of right-of-way will be dedicated to Cook County on Meacham Road; and additional notes regarding dimension and depth of a detention pond to meet Metropolitan Sanitary District requirements. Ryan indicated that open space calculations, although not indicated on the plan, are available and would be added to the plan. In closing, Byrum noted that the property owner to the south of this parcel (a Mr. Schriner) had indicated to him that he would have no problem accepting a commercial building setback from his property of just 30 feet. Glass began comments on the plan by expressing concern over the 18 foot isle width on the south edge of the commercial parcel . Rettenbacher observed that the isle width would have to be 24 feet if parking was to be at 900 angles. Rettenbacher also commented that no loading space was provided for the second commercial building and that two parking spaces may be lost along Biesterfield Road to provide for proper, line of site. In addition, no screening between residential and commercial properties was indicated on the plan. Mullen stated that he could not recommend acceptance of the excessive variations noted on the plan to the Village Board. Many of the variations (e.g. : reduced side yards, reduced open space, increased dwelling units and bedrooms) attack the very heart of the Elk Grove Village zoning Ordinance. Mullen would recommend B-3 and A-2 zoning for the ten acre parcel but did not consider the variations to be good planning. Paliganoff, Fulton, Geinosky and Cummins all voiced agreement with Mullen's statement. Glass voiced agreement with Mullen's statement with one acception: that being consideration of accepting the Biesterfield Road right-of-way dedication in lieu of a ten percent land donation. Byrum indicated that the land will be extremely difficult to develop given that a 50 foot right-of-way for Biesterfield Road must be dedicated. He reiterated that his clients must have the variations to make the parcel feasible and attractive to sell . Mullen moved to deny the requested variations with the exception of accepting the Biesterfield Road right-of-way dedication in lieu of a ten percent land donation. In addition, to recommend that B-3 and A-2 Special Use zoning classifications would be acceptable for the ten acre parcel . The motion was seconded by Cummins, whereupon the Plan Commission voted as follows: AYE: Paliganoff, Fulton, Geinosky, Mullen, Glass, Cummins; NAY: none; ABSENT: Stangeland. Glass directed that a recommendation be forwarded to the Village Board. Gullo International Contemporary Park Subdivision (6.33 acres, 11 lots, northeast corner of Lively Boulevard and Landmeier Road) Cummins indicated that no recommendation could be forthcoming from the Plan Commission until a natural resource opinion from the North Cook County Soil & Water Conservation District was received. Mr. Gullo stated he could procure such a report for the next meeting. Glass directed that the plat of subdivision be placed on the June 1, 1983 meeting.
