Chairman Glass called the meeting to order at 8:13 p.m.

Docket 83-3: Petition of Woodson Development Company for
a Text Amendment to the Zoning Ordinance
decreasing the number of required stacking
spaces at Nursery School facilities from
one per every 200 square feet of building
area to one per every 1100 square feet of
building area.
Exhibits presented as evidence at the March 16, 1983 Public Hearing
were distributed to Commission members and reviewed. it was noted by
Chairman Glass that stacking space surveys of the nursery school
operations in Elk Grove Village had yet to be completed. Wildenberg
indicated that the surveys would be available by the first meeting in
May.
Paliganoff, referring to a memorandum from the Deputy Fire Chief
dated March 11, 1983, questioned representatives of Woodson Development
whether the canopy shown on the original site plan would be removed.
In response, Mr. Waddington indicated that in all likelihood Woodson
Development would eliminate the canopy and rearrange parking, depending
on the requirement for stacking spaces.
Secretary Cummins expressed concern that designated stacking spaces
may block ingress for emergency vehicles. Paliganoff suggested that
consideration be given to incorporating two entrances into the building
in an effort to provide a passage flow of traffic through the site
while maintaining emergency vehicle ingress and egress. Chairman
Glass observed that perhaps a two deep stacking arrangement with a
flow through for a fire Zane may be feasible.
Paliganoff commented that perhaps a substitution of five-minute,
short-term parking spaces for stacking spaces or a mixture of short-
term parking and stacking would be advisable. Chairman Glass noted
that stacking is a more common form of delivery than short-term parking.

Paliganoff further stated that grassy areas shown on the site
plan could be converted to paved parking areas in attempts to meet
village requirements.
Secretary Cummins noted that the duty of the Plan Commission is
to determine the correct number of stacking spaces required of nursery
schools. In order to do so, it is imperative that hard data from the
surveys of Elk Grove nursery schools be brought to the Commission.
Fulton commented that all previous surveys and studies submitted
to the Commission have indicated that five to eight stacking spaces
would be acceptable for an operation the size of Woodson Development's
proposed school. Cummins interjected that one of the studies was
based on a dropoff and pickup time of ten seconds and that this parameter
is totally unreasonable given that parents will be dropping off and
picking up small children.
Geinosky observed that should Woodson Development pave over the
majority of its grassy area, the site plan would still be 18 spaces
short of meeting the current Village requirement. Geinosky added that
the grassy areas should be paved if necessary to meet whatever standard
the Village adopts.
Glass requested the Police Department's opinion on the number of
stacking spaces which should be required at a nursery school development.
Chairman Glass also requested Police Department's input regarding
traffic safety concerns and other pertinent vehicle regulation matters
associated with the Woodson Development. However, Glass asked that
all results of any studies by the Village staff be forwarded to repre-
sentatives of Woodson Development Company and the ABC Foundation of
Learning.
The meeting was adjourned at 10:35 p.m.
