HomeMy WebLinkAboutPLAN COMMISSION - 02/16/1983 - HAMPTON FARMS LANDSCAPE PLAN Minutes ELK GROVE VILLAGE PLAN COMMISSION Date: Wednesday, February 16, 1983 Location: Council Chamber EGV Municipal Building 901 Wellington Avenue The meeting was called to order by Chairman Glass at 8:25 p.m. Members Present: Members Absent: John Glass, Chairman Leah Cummins, Secretary Clark Fulton Frederick Geinosky George Mullen David Paliganoff Orrin Stangeland Staff Present: Joe Gdowski, Foreman, Land & Forestry Jon Wildenberg, Administrative Assistant Two Public Hearings were scheduled by Chairman. Glass: 1. March 16, 1983 - 8 p.m. Regarding the petition for a Text Amendment to the Zoning Ordinance as it pertains to required stacking spaces for Nursery Schools. 2. April 20, 1983 - 8 p.m. The annexation and rezoning petition submitted concerning a ten acre parcel of land at the southeast corner of Meacham and Biesterfield Roads. Hampton Farms Landscape Plans Joseph Luciani, Vice President, Centex Homes Midwest, presented proposed landscape plans for the Hampton Farms development in accordance with Ordinance No. 1292-A. Discussion centered around the Foreman of Land and Forestry's comments regarding the suitability of various plant material species and the requirements for sodding areas. A number of recommendations regarding plant material suitability and sodding require- ments were forwarded by Joseph Gdowski, Foreman of Land and Forestry. Chairman Glass commented that the landscape plans could be accepted conditioned upon receipt of a letter from Centex Homes Midwest indicating agreement with recommended substitutions. Paliganoff's motion to approve the landscape plans, conditioned upon receipt of such a letter, was seconded by Mullen; whereupon the motion was approved by unanimous voice vote. Plan Commission Minutes - 2 - February 16, 1983 Nerge Road Center - Screening Plan Charles Byrum, Legal Counsel representing developers of the Nerge Road Center, presented a brief history of conditions as well as a screening plan for consideration by the Plan Commission. The screening plan is designed to screen the business area along the south side of Nerge Road from multi-family units located on the north side of Nerge Road (P.ohlwing Grove Apartments) . Gdowski noted that the plan called for plantings limited to a one foot wide arable land area. He noted that survival of plants in this narrow of an area would be very questionable. Paliganoff observed that the Nerge Road right-of-way width,.when coupled with the distance of the nearest residential building to Nerge Road, would seem to provide adequate screening in this particular case. Glass added that the south Nerge Road parkway would be adequate for additional trees to serve as screening supplementing the distance separation previously noted by Paliganoff. Byrum indicated that his clients would be willing to enter into a maintenance arrangement and also abide by the Village Foreman of Land and Forestry's recommendations concerning space and species, should additional parkway trees be recommended by the Plan Commission. Mullen moved that screening for this location be in the form of additional parkway trees spaced at a distance less than required by the Subdivision Control Ordinance and in agreement with the Foreman of Land and Forestry's recommendations for space and species. Fulton seconded the motion; whereupon it was approved by unanimous voice vote. Approval of Minutes Fulton's motion to approve the minutes of February 2, 1983 was seconded by Stangeland; whereupon it was approved by unanimous voice vote.
