6. CONSENT AGENDA
A) Consideration to award a purchase contract to Roscor Corporation of Mount Prospect, IL
for the purchase of three (3) HD EFP camera packages in the total amount of $44,919
from the Cable Television Fund.
(On January 19, the Village received three bids for the purchase of three (3) HD EFP
camera packages.
(Roscor Corporation was found to be the lowest responsive and responsible bidder.
(Roscor Corporation's bid is within the budgeted amount.
(Adequate funds are available in the FY 2009-2010 Cable Television Fund.
(A report from the Cable Production Coordinator, recommending approval, is
attached.)
B) Consideration to adopt Resolution No. 9-10 (attached) approving an agreement between
the Village of Elk Grove Village and Cook County for access to Geographic Information
System (GIS).
(In order to obtain data sharing from Cook County, the Village Board must pass this
Resolution.
(It is the responsibility of each GIS Consortium community to complete this task.
(By completing this requirement, the Village will be able to receive GIS data from
Cook County that will help with the continued development of the Village's GIS.)
C) Consideration to adopt Ordinance No. 3224 (attached) amending Title 8; Chapter 4 of the
Building Activity Code of the Municipal Code of the Village of Elk Grove.
(This Ordinance consolidates all of the fees associated with the Building Code into
one place.

7. REGULAR AGENDA
A) Consideration of Resolution No. 10-10 (attached) amending fees for Plan Review,
Inspection Fees, and Construction Permits.
(The last time the Village amended this fee schedule was in 1992.
(The increases associated with this amended fee schedule reflect not only the
increased cost of providing services over the past eighteen (18) years, but also plan
review, inspection fees, and construction permits which are in place with comparable
communities.
(The newly proposed fees are the lowest of the NWMC communities surveyed.
(The permit fees fund the cost of plan review and various inspectional services
associated with the particular construction project.
(The majority of these costs are personnel related and these costs have increased
considerably in the past eighteen (18) years. The proposed change will generate
approximately $125,000 in additional annual revenue.)
(A report from the Director of Engineering, recommending approval, is attached.)
B) Consideration to adopt Ordinance No. 3225 (attached) amending Chapter 2 of Title 6 of
the Village Code of Elk Grove Village pertaining to Vehicle License Fees and Section 6-
54C. Dog and Cat License Tag Fee.
(The Vehicle License (vehicle sticker) is proposed to be amended upward by $5 for
passenger vehicles (from $20 to $25), $10 for trucks (varies depending on weight), and $3
for senior citizens.
(The Vehicle License fee was last amended eighteen (18) years ago in February
1992. At that time, the passenger vehicle fee was amended from $15 to $20.
(The Senior Citizen fee was last amended thirty-nine (39) years ago in 1972. At that
time, the fee was set at .50 cents. The cost to produce a vehicle sticker is now$3, and that
is the proposed fee for senior citizens.
(The Vehicle License fee is utilized for street maintenance and similar road repairs.
(The proposed change will generate $150,000 in additional revenue on an annual
basis.
(The cost of road salt alone has increased $250,000 per year over the past few years.
(With the amended fee, Elk Grove will continue to have the lowest priced vehicle
sticker of comparable communities.)

a. ZBA Docket #08-12 — Public Hearing to consider a petition for a variation to permit an
existing six-foot (6') tall wood privacy fence extending approximately four feet (4')
beyond a line extended from the nearest front corner of the principal building located on
the adjacent single-family lot at 781 Penrith Avenue, Elk Grove Village; IL
(PH 12-04-08).
b. ZBA Docket #10-1 — Public Hearing to consider a petition for a variation which would
allow the Petitioner to enclose the parking lots of the Sheila Ray Center with a four foot
(4') high ornamental fence within one foot (1') of the property lines along Elk Grove
Boulevard, along the parking lot accessed from the street and along Ridge Avenue. The
property is located at 225 E. Elk Grove Boulevard, Elk Grove Village, IL (PH2-18-10).
c. ZBA Docket #10-2 — Public Hearing to consider a petition for a variation which would
permit the construction of an eight foot (8') high wrought iron, ornamental fence along
the front property line of the lot and an eight foot (8') high black, chainlink fence along
the west side property line to replace an existing six foot (6') chainlink fence with two
foot (2') barbwire extensions. The property is located at 2501 Lunt Avenue, Elk Grove
Village, IL (PH2-25-10).
