ZETTEK MUNICIPAL BUILDING,901 WELLINGTON AVENUE ON TUESDAY JANUARY 26, 2010 Mayor Craig B. Johnson called the meeting to order at 7:20 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik, Patton L. Feichter, Samuel L. Lissner, James P. Petri, Chris Prochno Absent: Trustee Jeffrey C. Franke Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Judith M. Keegan A quorum was present. 2. PLEDGE OF ALLEGIANCE /INVOCATION Pastor Curt Hansen, Elk Grove Baptist Church delivered the invocation. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on January 12, 2010 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES Mayor Johnson extended condolences on behalf of himself, the Village Board and the entire community to Trustee Feichter on the recent loss of his mother. Trustee Prochno thanked the Elk Grove Village Fire Department for recently coming to the rescue of her father. The Fire Department responded quickly and professionally to a 9-1-1 call from Trustee Prochno for assistance. Trustee Prochno also complimented Alexian Brothers Hospital for their professional and caring services. Trustee Feichter attended a special Mayors' meeting on behalf of Mayor Johnson with the Woodfield Chicago Northwest Convention & Visitors Bureau on January 14, 2010. People from the State of Illinois Tourism Board were present to discuss local tourism marketing. Trustee Feichter found it interesting that Joliet Prison is emerging as a major tourist destination and they are trying to develop it to become similar to Alcatraz in San Francisco, California. There were approximately ten thousand visitors to the prison last year and they would like to build on that to increase the number of future visitors. It was discussed that trade show business is down and will probably continue to stay down in the near future. There was emphasis on building destination marketing and tourism to make up for the losses suffered from the loss of trade shows. Massive amounts of work are being done electronically through emails, twitter and the internet to promote tourism. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the January 26, 2010 Accounts Payable Warrant in the amount of$532,103.31 . CONSENT AGENDA It was moved and seconded that the Consent Agenda of the January 26, 2010 Regular Village Board Meeting be approved as presented. (Mayor Johnson asked for comments or questions from the Village Board, staff or members of the audience. There were none) Motion to approve Consent Agenda items "A B C and D" PP g > A. Elk Grove Park District/Waive Fees— Authorization to waive permit fees for the Villages annual Alarm License fee for the period of January 1, 2010 through December 31; 2010 in the amount of$175. B. Queen of the Rosary/Waive Fees—Authorization to waive the temporary Class A Liquor License fee and a Food Caterer License fee for a Trivia Night to be held on Saturday; February 20, 2010 in the amount of$3,000. C. Class 613/80 Martin Lane— Adopt Resolution No. 6-10 entitled"A RESOLUTION DETERMINING THE APPROPRIATENESS FOR CLASS 613 STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED FEBRUARY 15, 2006 FOR CERTAIN REAL ESTATE LOCATED AT 80 MARTIN LANE, ELK GROVE VILLAGE. ILLINOIS." D. Busse Woods Trail Overpass—Authorization of the following: • Adopt Resolution No. 7-10 entitled "A RESOLUTION APPROPRIATING FUNDS IN THE AMOUNT OF $255,958 FOR THE PREPARATION OF A PROJECT DEVELOPMENT REPORT FOR PHASE ONE ENGINEERING OF THE BUSSE WOODS TRAIL OVERPASS AT IL ROUTE 72 (PROJECT NO. TCSP-IL09(021) section 09-00058-00-BT)." • Adopt Resolution No. 8-10 entitled "A RESOLUTION AUTHORIZING THE MAYOR AND VILLAGE CLERK TO EXECUTE A JOINT AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND ILLINOIS DEPARTMENT OF TRANSPORTATION FOR PHASE ONE ENGINEERING OF THE BUSSE WOODS TRAIL OVERPASS AT IL ROUTE 72 (PROJECT NO. TCSP-IL09(021) SECTION 09-00058-00- BT. • Increase the budget expenditures within the Capital Projects Fund in the amount of$225,958. • Increase the grant revenues in the Capital Projects Fund in the amount of $180,566. • Award a professional services contract to TransSystems of Schaumburg, IL for the Phase One Engineering Agreement for the Busse Woods Trail Overpass in an amount not to exceed $225,958 from the Capital Projects Fund. REGULAR AGENDA None 2 VBM 1-26-2010 BOARDS AND COMMISSIONS 8. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI Item b. —Environmental Evaluation of Facilities is being worked on. Item c. —The power has been connected for the Biesterfield Road/Leicester Road Water Feature and we just need to wait for a warm Spring day to get it up and running. 9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER Item a. —No-Idle-Zone Ordinance - Mike Cavallim, Director of Health& Community Services has begun meeting with the High School regarding the signage program and should hopefully have more information at the next meeting. 10. PERSONNEL COMMITTEE - CHAIRMAN FRANKS No Report 11. RECYCLING & WASTE COMMITTEE—CHAIRMAN FEICHTER Christmas lights and cords are still being accepted at Village Hall through February 15, 2010 for recycling. Christmas trees can still be put out for garbage pick-up. A Recycling Newsletter was distributed to the Village Board. Trustee Feichter asked that everyone review it and make any suggestions so that they can move forward and get it out to residents. 12. INFORMATION COMMITTEE - TRUSTEE PROCHNO The Information Committee met on January 14, 2010 to discuss the Village's new website. A staff presentation will hopefully be made at the next Committee of the Whole meeting. "I Love Elk Grove Village'' pins are on sale at the Finance Counter at Village Hall for $5.00 each. 13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION TRUSTEES LISSNER/PETRI Item 6. C. was a Class 6B for Sunrise Electronics. Sunrise is expanding and spending $700,000 and will have up to an additional twenty (20) employees. 14. YOUTH COMMITTEE - TRUSTEE FRANKE Trustee Prochno advised that the Youth Committee met on January 21, 2010 to discuss the 2010 scholarships. There will be three (3) $1000.00 Youth Committee Scholarships being awarded again this year. Applications will be available mid-February and they can be picked up at Elk Grove High School, Conant High School, the Park District Administration Building at 499 Biesterfield Road and Village Hall. To qualify you must be a high school senior student residing in Elk Grove Village and answer a short essay question asking how you have impacted your community in a positive way. There was discussion about future changes in the requirements by adding community service to the Park District or to the Village to show the applicant's commitment to the community but there were no firm conclusions so this year's procedures will be the same as in past years. 15. PARADE COMMITTEE - TRUSTEE CZARNIK The parade will be Saturday, June 19, 2010 at 6:00 p.m. Star-Spangled Salute to America is the theme. The Grand Marshals are our Village service people currently serving in the five (5) branches of the United States Armed Forces. The next meeting of the Parade Committee will be Monday, February 1, 2010 at 5:30 p.m. in the lower level conference rooms of the Charles J. Zettek Municipal Complex. 3 vBM 1-26-2010 16. PLAN COMMISSION - VILLAGE MANAGER No Report 17. ZONING BOARD OF APPEALS - VILLAGE MANAGER No Report 18. REPORTS OF OTHER BOARDS, COMMISSIONS & COMMITTEES a. CABLE TV COMMITTEE - TRUSTEES PETRI/LISSNER No Report b. HEALTH & COMMUNITY SERVICES BOARD -TRUSTEE CZARNIK On Monday, December 21, 2009 the Community Services Department distributed the items collected for the Christmas Adopt-A-Family program. A total of eighteen (18) families were adopted by community families and organizations and received gifts and food for a holiday meal. The remaining forty-five (45) needy families using the Elk Grove Food Pantry were the recipients of groceries and Wal-Mart gift cards. The money for the gift cards was donated by a local business owner. The Blood Drive that was held on January 23, 2010 was a great success. There were 55 participants, the largest group to donate ever. Trustee Czarnik thanked everyone for their generous response and encouraged everyone to keep it up. The next Blood Drive will be sometime in April. Community Spirit Award—If you would like to acknowledge a good deed, nominate someone for the Community Spirit Award. Forms can be picked up at Village Hall, the Library, the Pavilion or Jarosch Bakery. C. LIQUOR COMMISSION - MAYOR JOHNSON No Report. However, a meeting will be called in the near future. A sting was conducted recently and a couple of local establishments did not pass. d. SPECIAL EVENTS COMMITTEE—MAYOR JOHNSON No Report e. TOUR OF ELK GROVE UPDATE—MAYOR JOHNSON Alexian Brothers Tour of Elk Grove will be July 30, July 31 and August 1, 2010. 19. REPORT FROM THE VILLAGE CLERK Early voting is still being conducted at the Village Hall in Room F through this Thursday, January 28, 2010 from 9:00 a.m. until 5:00 p.m. The primary election will be held on Tuesday; February 2, 2010. Polling locations will be open from 6:00 a.m. until 7:00 p.m. There have been some precinct and polling location changes. You can contact the Village Clerk's Office at 847/357-4040 with any questions or visit the Cook County Clerk's website at www.voterinfonet.com. 20. NEW BUSINESS Motion to approve a 5:00 p.m. start for the March 9, 2010 Village Board Meeting. MOVED: Trustee Czarnik SECONDED: Trustee Feichter AYES: Trustees Feichter, Lissner, Petri, Prochno, Czarnik NAYS: None ABSENT: Trustee Franke MOTION CARRIED Trustee Feichter commended Trustee Prochno for being involved in a fundraising activity this past weekend for Haiti. She worked with her family business and a lot of other people to raise funds for the Haitian people. AUDIENCE— 7:40 p.m. Retired Village employee, Paul Petzold stated that this is the Exceptional Community with exceptional employees. Mayor Johnson told Mr. Petzold to let him know if he would like to serve on any Boards or Committees. 23.
