Chairman Glass called the meeting and the public hearing to order at
8:10 P.M.
Docket 87-11 South of 1401 Busse - Special Use for a Restaurant
Anthony Troiano, owner of the property south of 1401 Busse Road,
and his attorney Vincent Palmieri presented their request for a
Special Use Permit for a restaurant in an I-2 district, by describing
the proposed restaurant as serving basically sandwiches and basically
only breakfast and lunch meals. They estimated the structure to be
2900 square feet in size and indicated that plans were only preliminary
at this point.
The petitioner responded to staff comments concerning rear access
to the site from the Lee Tool Co. ( a previously recorded easement) ,
number of parking spaces, entrance/exit on Busse Road and water
detention. Through questioning by Plan Commission members the petition-
er revealed that the hours would probably be 6 A.M. to 6 P.M. (or an
earlier closing) , it would have 5-8 employees, that delivery would be
offered and that there was no intent to sell alcohol.
John Glass emphasized his concern with the parking lot configuration
in relation to the entrance/exit and location of curb cut on Busse Road.
Phil Knudsen noted the potential maneuvering problem with parking spaces
shown on the east of the building.
Fred Geinosky spelled out his complete dissatisfaction with the
petitioner's request. He observed that the presentation was incomplete,
placed the burden of review on the Village, that no facts were presented,
that no review of zoning was made, that no case for a restaurant as the
highest and best use was made, no mention as to the market or prior
personal experience, and, in general, that the petitioner was unprepared.
At 9:20 P.M. the public hearing was continued until February 3, 1988.

Docket 87-13 O'Hare International Autobody Rezoning

The petition to rezone a 0.6 acre parcel from I-2 to B-3 at
2450 Elmhurst Road was presented. The business currently operates as
a wholesale repair shop. Rezoning to B-3 would permit retail repair
business.
Members discussed the impact on traffic, ingress/egress, number
of employees, anticipated business growth, location and number of
parking spaces, repair operations and scheduling of service. It was
determined that employee parking is on leased land adjacent to this
lot and that additional parking based on a business use would be
required.
Phil Knudsen raised a concern about "spot zoning" and determined
that the lot does not meet the minimum frontage requirement of 150 feet.
Its frontage is 110 feet. Tom Rettenbacher explained that he had no
problem with the B-3 zoning in that area. He further stated that the
petitioner should review his options: 1) seek a variation in the
required frontage through the Zoning Board of Appeals and Village
Board; 2) request a Text Amendment to B-3; and/or 3) withdraw the
current petition.
The petitioner agreed to review his project and to inform the
Plan Commission of his decision.
The Public Hearing was adjourned at 10:57 P.M.
