HomeMy WebLinkAboutPLAN COMMISSION - 10/07/1987 - NERGE CENTER PETITION FOR SHARED PARKING J • • Minutes ELK GROVE VILLAGE PLAN COMMISSION October 7, 1987 Members Present: Members Absent: John Glass, Chairman Leah Cummins Phil Knudsen Clark Fulton Fred Geinosky David Paliganoff George Mullen Staff Present: Others Present: Earle Kracht, Plan Reviewer Leo Lenaghan Robin Weaver, Administrative Assistant Charles Byrum Docket 87-8: NERGE CENTER PETITION FOR SHARED PARKING Mr. Lenaghan explained that currently there is a Shared Parking Plan granted by the Village which permits shared parking in the Nerge Center between the Mr. Donut business and the Xian Restaurant. A new restaurant is seeking tenancy and rather than amend the Plan to a new restaurant name Mr. Lenaghan would like the Plan Commission to permit shared parking between Mr. Donut and a carry-out only restaurant in the southern most unit of the center. Members of the Commission queried the petitioner about current use of the parking lot, peak hours of business, location of the parking spaces, length of leases and the proposed tenant. Chairman Glass requested information on the users and parking use at other strip shopping centers that the petitioner is involved with in Elk Grove Village. The petitioner described the tenants and stated that parking is not a problem at those locations. Chairman Glass asked Mr. Lenaghan what could be done about the ingress/egress for the adjacent car wash. Alternatives were discussed including traffic dividers and one-way restrictions. A stop sign may help alleviate the problem of cross traffic at a "blind" corner. Robin Weaver advised the members that they may want to consider restricting the business hours of the south carry-out restaurant. Members discussed possible hours and settled on 11:00 A.M. to 1:00 A.M. as permissible hours. Earle Kracht raised the separate issue of the day care center's playground area being located on adjacent property. Mr. Lenaghan agreed to work out a solution with the Village. PLAN COMMISSION MINUTES -2- October 7, 1987 A motion was made by George Mullen and seconded by Dave Paliganoff to recommend approval of an amendment to the shared parking plan to permit shared parking between a donut shop at 1101 Nerge Road and a carry-out restaurant at 1141 Nerge Road, said restaurant to be restricted to having business hours no earlier than 11:00 A.M. nor later than 1 :00 A.M. The motion passed unanimously. (Cummins and Fulton absent.) ADJOURNMENT OF PUBLIC HEARING at 8:50 P.M. TOUHY-HIGGINS PLAT OF SUBDIVISION LOT 4 (bordered on the north by Touhy Avenue and on the south by Higgins Road) Members considered the subdivision request with respect to size of lots, adjacent users and access to the property accommodated by a cross easement agreement. The petitioner's attorney, Charles Byrum, distributed copies of the Cross Easement Agreement for Lots 3 and 4 (new lots 1 and 2) to share an access drive. A separate document provides for easements over all driveways and parking areas to permit cross pedestrian and vehicular traffic. Robin Weaver advised that each agreement should be noted on the plat of subdivision of Lot 4. Members agreed. A motion was made by George Mullen and seconded by Phil Knudsen to recommend approval of the Touhy-Higgins Subdivision subject to staff review for inclusion of both cross easements. The motion was passed unanimously. (Fulton and Cummins absent.) TOUHY-HIGGINS TEXT AMENDMENT A brief explanation was provided by Charles Byrum about the up- coming public hearing on the Touhy-Higgins Text Amendment. Mr. Mc- Lennan's (owner) concept is to have display areas in an industrial building. For display uses, the parking requirements are considered excessive. Therefore, a change is sought in terms of a text amendment to define the amount of parking required. ADJOURNMENT 9:50 P.M. Respectfully submitted, Robin A.
