MINUTES
REGULAR VILLAGE BOARD MEETING
December 12, 2017
1. CALL TO ORDER- 7:19 PM
PRESENT: Mayor Craig B. Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter,Jeffrey C. Franke,

2. PLEDGE OF ALLEGIANCE

3.APPROVAL OF MINUTES OF NOVEMBER 14, 2017- Motion to approve the Minutes of the
Regular Village Board Meeting held on November 14, 2017 as submitted and dispense with the
reading.

4. MAYOR&BOARD OF TRUSTEES' REPORT -
Mayor Johnson - Mayor Johnson attended the following meetings:
• November 16 - Suburban O'Hare Commission Meeting- SOC worked with the consultant and put
together the final Runway Rotation Plan to be presented to the ONCC. They adopted Option A for the
Runway Rotation Plan for the next three years until they build the last runway. This was the plan in
place for the second half of last summer when Elk Grove had minimal impact. We are very thankful
that the plan distributes the noise evenly throughout the region.
• November 16 - The Village hosted the Elk Grove Chamber "After Hours" event at Village Hall.
• November 24 - 20th Annual Tree Lighting Ceremony-A special thank you to staff and the volunteers
that helped to make this a successful event.
• November 29 - Tollway Board Meeting- Discussed preliminary budget.
• November 30 - Ribbon Cutting for Maman Corporation.
• December 6 - DARE Graduation at Link School.
Mayor Johnson mentioned that the leaf collection program went very well. Residents have inquired
about extending the program later in the Fall. It is a state law that leaves can only be accepted through
the first of December. There were dumpsters available at various locations in the Village for residents to
deposit leaves. Public Works crews had to empty many plastic bags that were in the dumpster to prepare
the leaves for storage. The Village will monitor the weather each Fall and if a special pickup is needed,
the public will be notified in advance. The only downfall is the same equipment is used for leaf pick up
and snow plowing. Mayor Johnson thanked Public Works for handling the special leaf pickup.
Christus Victor Church is hosting a Farmers Market this Saturday and they are having a raffle with
proceeds going to the PADS program.
Overview of 2017
Mayor Johnson gave a presentation with an overview of 2017 stating that this year was truly a unique
year. An agreement with the International Association of Firefighters, Local 2340,was made to extend
the current contract through May 1, 2024. The paperwork is being finalized and will be signed at a later
board meeting. Last spring the contract was signed,With the Public Works union to extend through
May 1, 2021. The Village is in great shape and we are proud to work with the employees to provide such
quality services to the community.
The Business Park is again at the highest occupancy rate of 97%. The vacancy rate is down to 3.17%,

which is an all-time low. Elk Grove Village has a diverse, unique Business Park that is doing phenomenal.
We are one of the biggest sales tax producers in the state at$20 million in sales tax. As the business park
fills up, our sales tax revenue is sharply increasing. This year was a record year for reinvestment back
into the Business Park. Almost$300 million was reinvested back into the Business Park from the private
sector.
Elk Grove is the second largest market for data centers in the nation with $175 million investment and
over 600,000 square feet in new data center construction. They are big electricity tax producers and big
water users,which helps our water rates because they need water for cooling and electricity to run their
machines. ComEd is building a new substation in Elk Grove to meet the demands in Elk Grove Village for
the future.
The 85-acre Elk Grove Technology Park,which is planned to include 1 million square feet of high tech
industrial with an estimated investment in the development of over$1 billion. The Enclave and the
Business Accelerator opened up this year to help businesses move to the next level. The Village has ways
to help businesses from government assistance to partnering with people to enhance their business.
The Village has launched an ambitious long-range infrastructure plan,with over$125 million investment
to serve the community into the next generation and beyond entitled Elk Grove 2025. It is being funded
from an ongoing electric tax.
The Public Works facility at 1635 Biesterfield is being redeveloped as a more efficient facility to store
their equipment as well as serve as a salt storage facility. This will also be a temporary Fire Station while
the new Meacham Road Fire Station is being rebuilt. The new Public Works facility at 400 E. Devon is
currently being constructed as a new state of the art facility. The Leicester Road reconstruction with new
sewers and water mains will help the Village stay ahead of the curve and prepare the infrastructure for
the future.
2018 Mid-Summer Classics Concert Series Lineup
Mayor Johnson asked Elk Grove Park District President Ralph Souder and Commissioner Bill O'Malley to
join him at the podium to announce the lineup fort he 10th Annual Mid-Summer Classics Concert Series
and locations:
• July 4- Big& Rich - Rotary Green (near Elk Grove High School);
• July 10 - Richard Marx- Village Green (near the Clock Tower);
• July 17 - "Two for Tuesday" Sister Sledge and Village People - Village Green;
• July 24 - Dionne Warwick-Village Green; and
• July 31 - Bret Michaels -Village Green.
Swearing In
Mayor Johnson asked Fire Chief Rich Mikel to join him at the podium to swear in Sean Rachford as a new
Firefighter/Paramedic with the Village.
TRUSTEE REPORTS:
Trustee Feichter-
The Community Character Coalition collected donations for the "Toys For Tots" campaign from drop
boxes at various locations throughout the Village. The CCC presented the toys to representatives from the
Marine Corps Reserves for distribution to children across the Chicagoland area. The Police Department
had the "Cops and Kids" event coordinated by Sergeant Julian that collected donations to assist twenty-
nine (29) children in Elk Grove Township to purchase holiday gifts.
Trustee Franke -
The Citizens Police Academy will start on February 7, 2018 and run for 8 weeks. Residents can get
information about the program and sign up through the Police Department section on the Village website.
Trustee Prochno -
Attended the VFW annual Christmas Party on Saturday, December 9. The Veterans are extremely grateful
for the community coming together to raise money for the elevator. There will be a groundbreaking
event planned in the spring.
This Saturday is also the Farmers Market at Christus Victor Church on Arlington Heights Road across
from the movie theatre. Several vendors will be there from 7:30 AM to 1:00 PM.

The Elk Grove Lioness Club and the Village of Elk Grove will present the Holiday House Decorating
Contest. To enter, send your first and last name, address and telephone number to
Karen.Landt@gmail.com or call 312-257-1136 to leave a message. All entries are due by Wednesday,
December 20th with the judging on December 21St. The winners will be notified prior to the January
board meeting. The winners will be posted on the electronic signs so residents can enjoy the displays
before the holidays are over.
Trustee Czarnik-
Attended both DARE Graduations at Queen of the Rosary School on November 28th and Adolph Link
School on December 6th.
Trustee Petri -
Attended the Greater O'Hare Holiday Luncheon on December 1St. There was a Business Leaders Forum
meeting at Enclave on December 6th with a presentation on Marketing and Manufacturing.
Trustee Lissner-
It was an honor to attend the DARE Graduations at Link and Queen of the Rosary schools.
5.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the
November 30, 2017 Accounts Payable Warrant in the amount of$2,195,771.33.

6. CONSENT AGENDA
a. Authorization of a request from ZUB LLC to allow a video gaming business at 914 Elk Grove
Town Center.
b. Authorization of a request from the Elk Grove Village Public Library to waive 2018
Alarm License Fees in the amount of$25.
c. Authorization to award payment of$2,000 in dues to the Illinois Municipal League for
Fiscal Year 2018-2019.
d. Authorization of a request from the Elk Grove Village Public Library to waive permit fees
for renovation work associated with the Youth Services' Storytime Room at 1001 Wellington
Avenue in the amount of$3,646.
e. Authorization to award a contract to SHI International of Somerset,NJ to provide 3 years of
support for the Veeam/Exagrid backup solution in the amount of$36,461.
f. Authorization to award a professional services contract to GOVTEMPUSA, LLC of
Northbrook, IL for office support services for the period from January 1, 2018 through
December 31, 2018 in an amount not to exceed $43,680.
g. Authorization to award a professional service contract to the lowest responsive and responsible
bidder Schaefges Brothers, Inc. of Wheeling, IL for the I-290 at Devon Avenue Gateway Sign
project in the amount of$279,365 from the BLF Fund.
h. Authorization to award a professional service contract to Entertainment Management Group of Elk
Grove Village, IL to manage and operate the 2018 Mid-Summer Classics Concert Series for a total
contract amount not to exceed $465,000, of which $50,000 will be reimbursed back to the Village by
the Elk Grove Park District.
i. Authorization of the following:
• To adopt Ordinance 3533 entitled, "AN ORDINANCE AUTHORIZING THE LEVY AND

COLLECTION OF TAXES FOR THE CORPORATE AND MUNICIPAL PURPOSES OF
THE VILLAGE OF ELK GROVE VILLAGE FOR THE FISCAL YEAR BEGINNING MAY

• To adopt Ordinance 3534 entitled, "AN ORDINANCE ABATING A PORTION OF THE 2017

• To adopt Resolution No. 66-17 entitled, "A RESOLUTION APPROPRIATING FUNDS IN
THE AMOUNT OF $384,302 FOR THE CONSTRUCTION AND CONSTRUCTION
ENGINEERING LOCAL MATCH AND AUTHORIZING THE MAYOR TO EXECUTE A
LOCAL PUBLIC AGENCY AGREEMENT FOR FEDERAL PARTICIPATION BETWEEN
THE VILLAGE OF ELK GROVE VILLAGE AND THE ILLINOIS DEPARTMENT OF
TRANSPORTATION";
• To award a professional service contract to Civiltech Engineering of Itasca, IL for the
construction engineering services for the resurfacing project on JFK Boulevard and Elk Grove
Boulevard in the amount not to exceed $384,302 from the Capital Projects Fund.
k. Authorization to adopt Resolution No. 67-17 entitled, "A RESOLUTION DETERMINING THE
APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL
PROPERTY CLASSIFICATION ORDINANCE AS AMENDED JULY 17, 2013 FOR CERTAIN
REAL ESTATE LOCATED AT 170 LIVELY BOULEVARD, ELK GROVE VILLAGE,
ILLINOIS."
1. Authorization to adopt Resolution No. 68-17 entitled, "A RESOLUTION DETERMINING THE
APPROPRIATENESS FOR CLASS 6B STATUS PURSUANT TO THE COOK COUNTY REAL

n. Authorization to adopt Resolution No. 70-17 entitled, "A RESOLUTION AMENDING EXHIBIT B
OF RESOLUTION NO. 26-15 OF THE COST RECOVERY AGREEMENT BETWEEN THE
VILLAGE OF ELK GROVE VILLAGE AND CASTLE CHEVROLET NORTH, INC."
o. Authorization to adopt Resolution No. 71-17 entitled, "A RESOLUTION APPROVING THE PLAT
OF SUBDIVISION IDENTIFIED AS AEROTRONIC CONTROLS COMPANY AT 2101
ARTHUR AVENUE."
p. Authorization to adopt Resolution No. 72-17 entitled, "A RESOLUTION APPROVING THE PLAT
OF SUBDIVISION IDENTIFIED AS PAL GROUP, INC. AT 2526 PRATT AVENUE."
q. Authorization to adopt Resolution No. 73-17 entitled, "A RESOLUTION AUTHORIZING THE
MAYOR TO EXECUTE A RELEASE OF PROPERTY RESTRICTIONS AGREEMENT
BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND ELK GROVE TOWNSHIP FOR
PROPERTY LOCATED AT 2400 S. ARLINGTON HEIGHTS ROAD, ARLINGTON HEIGHTS,
IL."
Mayor Johnson stated that item "i." is referencing the property tax levy. This is the eleventh year that the
Village is not increasing the general property tax fund. Any increase from the Village,which is minimal, is
due to pension requirements that the Village is-mer dated by the State of Illinois to pass. Thank you to
staff for helping to hold the line on property taxes for the taxpayers of this community.
Mayor asked if the Village Board had any questions or if anyone would like to address the Village Board
on the Consent Agenda items tonight. There were none.

11. BUSINESS LEADERS FORUM - Trustee Petri -The zoning regulations are being reviewed and staff is
working with the consultant to have them updated after January 2018.
12. CABLE TELEVISION COMMITTEE - Trustee Lissner- No Report.
13. HEALTH &COMMUNITY SERVICES - Trustee Czarnik- No Report.
14. INFORMATION COMMITTEE - Trustee Lissner-Attended the JAWA meeting to review the
agreement to renew the contract with the City of Chicago. A special meeting will be held on January 11,
2018 to vote on the agreement and then the Village Board will vote on the agreement at a board meeting.
Enclave offers free meetings on the third Wednesday of every month. The topic of the December 20th

The Villager newsletter came out on November 10th and is available for viewing on the Village website.
Copies can also be obtained at the Village Hall, Library and the Park District.
PLAN COMMISSION - Continued
Mayor Johnson asked the Village Board for permission to revert back to the Plan Commission for the
Village Manager to address an item with the petitioner present. Village Manager Rummel stated that the
Village Board received a Finding of Fact from the Plan Commission with a unanimous recommendation to
allow for rezoning at 1551 Busse from I-2 Industrial to B-3 General Business District for the purpose of
converting the old Hardee's/Arby's restaurant into two strip shopping malls that will include tenants
such as Starbucks and Potbelly with more to follow.
Mayor Johnson asked if there were any questions for the petitioner this evening. There were none.
Motion to have the Attorney prepare the necessary documents for item 8-a under the Plan
Commission authorizing the rezoning at 1551 Busse Road.

Mayor Johnson stated that this item will be on the January 9 Consent Agenda and that the petitioner does
not need to return for the next meeting. This item was unanimously approved by the Plan Commission
and also the Village Board this evening. The Mayor thanked the petitioner for working with the Plan
Commission.
15. RECYCLING &WASTE COMMITTEE -Trustee Feichter-An educational video has been created
through EGTV to teach students the importance of recycling and the proper way to recycle certain items
in Elk Grove Village. Trustee Feichter showed a brief video clip of the recycling information that has been
provided to the local schools. This presentation is also available on the website through EGTV On
Demand.
16. PARADE COMMITTEE -Trustee Czarnik- The kickoff for the 2018 Hometown Parade will be at 2:00
PM on Saturday,June 16, 2018. The theme will be "Music Through The Ages". The next meeting will be
on Monday, February 5, at 5:30 PM in Room E at the Charles J. Zettek Municipal Building.
17. PERSONNEL COMMITTEE - Trustee Franke - No Report.
18.JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Prochno - The Committee met at 4:00
PM to discuss two issues on the agenda.
Item 18-a. Training Program for Fostering Dogs-An issue came up in the community about a foster
dog attacking a resident's pet and a question was raised if the fostering pets programs in the community

have guidelines, rules, and training for foster families. Staff put together information on organizations
within our community that foster animals and looked into their teaching and training practices. The
programs were found to be very comprehensive. The Committee also looked into the idea of restricting
certain species that tend to be mean and found that State Law does not allow any community to regulate
the species. The Committee found that if the programs are followed, they are as safe as having your own
pet. The recommendation of the Committee is to not make any changes in the program at this time. It
was asked if anyone on the Board had questions. There were none.
Item 18-c. Recreational Vehicles in Residential Areas-An item was brought up on an Ordinance that
has been in place since 2004 regarding the size of recreational vehicles left in front driveways and side
yards. The Ordinance states that trailers that have single axels can be up to 25' long and a trailer with a
double-axel can only be up to 20' long. It was recommended that the Ordinance be amended to eliminate
the double-axel reference and amend the ordinance to read all recreational vehicles must be under 25'
long. It was asked if anyone on the Board had questions. There were none.
Item 18-b.Telecommunication Facilities - This item is the only item remaining under the JPZ that will
be discussed during the first quarter of 2018.
19. CAPITAL IMPROVEMENTS COMMITTEE -Trustee Czarnik- The street improvements have been
completed. A Capital Improvements Committee meeting has been called for tomorrow, December 13, at
9:30 AM at the Public Works facility on Landmeier to discuss the MFT street program.
20.AIRPORT UPDATE - Mayor Johnson -This item was previously discussed.
21. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson- The concert lineup was
announced.
22. SPECIAL EVENTS - Mayor Johnson - The next event will be on Memorial Day.
23. LIQUOR COMMISSION - Mayor Johnson - No Report.
24. REPORT FROM VILLAGE MANAGER- No Report.
25. REPORT FROM VILLAGE CLERK- No Report.
26. UNFINISHED BUSINESS - No Report.
27. NEW BUSINESS -There are no items for New Business.
28. PUBLIC COMMENT- 8:37 PM - Mayor Johnson asked if anyone would like to address the Village
Board this evening. There were no additional comments for the Board.

Year.
