The meeting and the public hearing were called to order at 8:10 p.m.
Brentwood Baptist Church Petition for
Rezoning: R-3 to A-2 (P.H. 6-17-87)

James R. Hines, Pastor of .Brentwood Baptist Church
John T. Gay, Deacon at Brentwood Baptist Church

Audience, approximately 6 residents living near subject property
Charles Hervas affirmed that the property was posted ten (10) days
prior to the public hearing and that Brentwood Baptist Church is the
legal owner of said property. John Glass explained that proof of
ownership must be presented as evidence.
John Gay presented an overview of the proposal for the senior
congregate housing which will include 24 living units within a complete
retirement environment under the auspices of the church. Gay explained
that there will be four 3-bedroom units, nine 2-bedroom units, and
eleven 1-bedroom units.
John Schraw submitted the architectural drawings and explained
that the building will remain one story and the major changes will
include replacing the roof, windows and some of the brick.
John Glass inquired about the parking area and the status of
the Commonwealth Edison easement. Gay explained that two (2) parking
spaces will be provided per apartment for a total of 48.

Hervas answered that Brentwood is currently negotiating with
Commonwealth Edison concerning the easement. He added that they
plan to maintain a portion of it. Glass informed Hervas that a
site plan had to be submitted for the record. A question was then
raised by the Plan Commission concerning a ten foot easement along
the back property line.
Philip Knudsen asked if the existing building meets all of the
requirements for a setback for A-2 zoning. Hervas stated that this
would have to be researched.
Clark Fulton questioned whether or not prospective renters have
to be members of Brentwood Baptist Church. Hines answered that
renters will be members and friends of the congregation. Hines added
that full occupancy is expected within three (3) years. Hines also
mentioned that the apartments will be developed as each tenant commits
to moving in.
Fred Geinosky asked if the site plan has been reviewed by staff.
Hines stated that it had not.
Leah Cummins inquired about the cost of each unit. Hines recited
the following prices: $50,000 - 1 bedroom; $60,000 - 2 bedrooms; and
$70,000 - 3 bedrooms.
George Mullen raised the concern of subsidization. Hines
explained that there will be a monthly maintenance fee of approximately
$300 in addition to the initial cost of the apartment; therefore,
there will be no subsidization.
Mullen questioned whether there would be any substantial rehabili-
tation costs. Schraw explained that most rehabilitation will be
primarily cosmetic. Gay added that mechanical engineers looked at
the building and have found the electrical systems to be in order,
other than the fact that outlets will need to be rearranged with
additional ones installed. Hines inserted that finances are available
to cover the rehabilitation costs.
Mullen asked who originally suggested A-2 zoning and whether or
not this would be considered spot zoning. Hervas replied that A-2
zoning was suggested by the Village and that there is A-2 zoning
nearby. Therefore, it would not be considered spot zoning.
David Paliganoff asked if the apartments will be sold like
condominiums. Hervas explained that the church will maintain the
title to each unit and that each apartment will go back to the
church as the tenants move. Hervas noted that the original invest-
ment will be returned to the tenant or beneficiary when the tenant
moves. In essence, the total cost of living in one apartment will
be the monthly maintenance fee of $300 plus the interest on the
initial investment for the unit.
Paliganoff requested that a copy of this agreement be presented
as an exhibit. Glass reiterated the necessity of being clear on the

type of ownership that will be offered for the apartments. Hervas
stated that he would speak with a real estate attorney to get the
proper documents drawn up.
Paliganoff inquired as to when the Church plans to complete
the renovation and allow occupancy. Hines declared that he plans
to have the building ready for occupancy by late fall of 1987.
Glass questioned how Brentwood Baptist Church got involved
with the purchase of the building. Hines explained that the initial
contact came from Manav Seva Mandir, Inc.
Glass opened the floor for questions from the audience. Questions
were raised concerning parking and whether any building additions
would be added. Hines explained that they do not plan on adding on.
Also, there will be ample parking for residents and guests.
Chairman Glass recessed the public hearing at 9:28 p.m. and
stated that the Plan Commission will take the matter under advisement
and will reconvene on July 8. Glass added that the following require-
ments must be met:
1. Submit a set of site plans and architectural plans
for staff review and comments.
2. Provide proof of ownership.
3. Produce a document explaining the terms and conditions
of investing in an apartment on said property.
Northwest Point Subdivision

Dan Perlman explained that Northwest Point is seeking approval
of a plat of subdivision which will divide the property into ten (10)
lots. All requirements of the Building and Engineering Departments
have been met with the exception of item No. 3 of the Village
Engineer's report.
Chairman Glass asked what would be done with Lot 10 since it is
too small to be buildable. Healy explained that Lot 10, in addition
to any other common areas, will be maintained by the association.
Following further discussion, a motion was made to recommend
approval of the subdivision, subject to resolving item No. 3 of the
Engineer's report. The motion was seconded and the vote for approval
was unanimous.
