The meeting and the public hearing were called to order at 8: 10 p.m.
Higgins/Elmhurst, Rogers Industrial Park Rezoning Petition

Chairman Glass opened the meeting and public hearing by stating
that Rogers Industrial Park has petitioned the Village for annexation
and rezoning from I-1 to I-2. Chairman Glass added that the petitioner
failed to post the public hearing notice on the property. As a result,
the Plan Commission will hear the testimony but will not close the hearing.
Chairman Glass stated that the public hearing will recess after the
testimony is given and those present have a chance to ask questions.
The public hearing will reconvene on Wednesday, June 3 at 9:00 p.m.
for anyone who has additional questions.
Steve Malato introduced the witnesses who would be giving testimony:
William Schmitz, Gary Schraw, and Alvin Skoog. Steve Malato stated
that the property in question is currently vacant and zoned I-1. The
petitioner wishes to constrict an industrial warehouse on the property
and rezone it to I-2 in order to establish continuity of zoning. (The

majority of the land surrounding the property is zoned I-2. ) Pfalato
also explained that the existing Rogers Industrial Park engages in
warehousing and light manufacturing. William Schmitz explained the
physical aspects of Rogers Industrial Park. Schmitz added that there
is no traffic problem at the Industrial Park and he does not project
any traffic problems in conjunction with the I-2 zoning.
Gary Schraw presented the architectural drawings of the proposed
building as Exhibit H. This building will be one story, cover 60,000
square feet, and provide 140 parking stalls.
Malato submitted the final engineering site plan as Exhibit I.
Alvin Skoog pointed out and explained the water and sewage features
on the site plan. Skoog noted that fire hydrants will be installed
every 300 feet along the back of the building.
George Mullen asked if the triangular piece of non-annexed property
adjacent to the parcel in question will be annexed by Rogers Industrial
Park. Steve Malato explained that he attempted to locate the owners
of the property but was unable to. Malato presented a tax map as
Exhibit J.
Mullen asked if any tenants are currently interested in the
proposed property. William Schmitz answered that various tenants
have expressed interest in 20,000 square feet of the property. Mullen
requested some numbers in terms of the economic impact for Elk Grove.
Steve Malato stated that he will gather this information and present
it on June 3rd.
Philip Knudsen questioned how the number of parking spaces (140)
was determined. Gary Schraw explained that it was based on a 10% office/
90% warehouse calculation. Knudsen also questioned the landscaping and
garbage facilities.
Gary Schraw confirmed that landscaping will be done on Higgins
and Elmhurst Roads as well as along the east and south property lines.
Schraw added that garbage receptacles will be located in the loading
dock areas and they should not interfere with traffic.
Fred Geinosky asked how many employees would be working at the
proposed site. William Schmitz explained that he will research this
and present a figure on June 3rd. Geinosky asked Schmitz to describe
the semi traffic around the proposed site and state whether or not it
is currently a problem. Schmitz responded that there is access to the
Industrial Park off Old Higgins Road and two outlets off Route 83.
Schmitz added that use of the Old Higgins Road entrance will be
encouraged. Currently, there is no problem with semi traffic.
Geinosky questioned whether any variations will be requested.
Steve Malato stated that there would not be any variation requests.
Leah Cummins asked for the percentage of occupancy of the established
buildings within Rogers Industrial Park. William Schmitz replied
that 99% of the space is occupied. Schmitz added that in order to
respond to the expansion needs of the current tenants, Rogers is
seeking the annexation of the proposed property.
John Glass expressed his concern for the upkeep of the unowned
triangular piece of property. Steve Malato stated that he would
reaccess this problem.

William Weisjohn expressed concern about the traffic along
Touhy Avenue. Chairman Glass explained that Touhy Avenue is a State
road ; therefore, he should contact the Illinois Department of
Transportation.
Valdez questioned the sewage and water flow out of Rogers
Industrial Park and the possible chemicals which might be spilling
into the ground. Alvin Skoog explained that the water and sewage
flow would not adversely affect the mobile home park.
Leah Cummins suggested that Valdez check with the Illinois
Environmental Protection Agency about toxic chemicals within the
Industrial Park.
Malato concluded the testimony by claiming that this particular
development plan will have one of the lowest impacts on traffic
because most of the traffic will be in and out throughout the course
of the day.
Steve Malato summarized by stating that the annexation will:
1. Increase the tax base for the Village.
2. It will not imposition local government services.
3. Increased employment opportunities for Elk Grove.
4. The warehouse will not diminish the value of the surrounding
property.
5. The proposed I-2 zoning will assist the Village in the orderly
division of zoning.
Chairman Glass recessed the hearing until June 3, 1987 at 9:00 p.m.
Discussion of possible new business followed. The meeting was adjourned
at 9.25 p.m.
