The meeting was called to order at 8:20 p.m.
Boyajian: Text Amendment and Rezoning Petitions
(Southwest corner of Biesterfield and Leicester Roads)
John Glass opened by stating that the two issues to be voted
upon are a Text Amendment and a Rezoning from R-3 to 0-T with a
Special Use Permit.
George Mullen asked if under the proposed Text Amendment and
Special Use Permit, any owner of 555 Biesterfield Road may, in the
future, tear down the existing home and construct an office building.
Tom Rettenbacher explained that a Special Use Permit is always tied
to a specific site plan. John Glass added that any Special Use
Permits are looked at on a case by case basis.
Leah stated her support for the proposed Text Amendment and
moved to approve it. George Mullen seconded the motion. Fred
Geinosky once again explained that he was on a Board at Alexian
Brothers Medical Center on a voluntary basis and had no connections
with Dr. Boyajian.
The Plan Commission voted unanimously to approve and recommend
the proposed Text Amendment to the Village Board for approval.
Glass stated that the next issue is the petition for Rezoning
from R-3 to 0-T with a Special Use Permit. Glass added that he does
not see any problem with the rezoning and that the nearby property
owners have no objections.

Glass referred the Plan Commission to possible restrictions
suggested by staff and asked for input on any other possible restrictions.
Tom Rettenbacher added that Dr. Boyajian will need to submit a
final site plan which should include a buffer area in case the addition
ended up being a few feet larger than planned.
Glass suggested that the Special Use Permit should be limited
to one addition plus a garage and that the existing structures on
the property that are committed by Dr. Boyajian to be torn down
would be cleared out within ninety (90) days.
Steve Gross asked if the wording of the Special Use Permit would
make it clear that Dr. Boyajian is the controlling owner of the
premises at 555 Biesterfield Road. The Plan Commission discussed
the wording of the Special Use Permit and agreed on the following:
"To permit Charles Boyajian, M.D. , or a caretaker of his medical
practice to reside on the premises as prescribed by the site plan."
Glass restated the four suggested restrictions:
1. The structure at 555 Biesterfield Road shall remain as a
single building which does not include the garage.
2. Dr. Boyajian will remove the four structures committed to
be torn down within ninety (90) days.
3. A final site plan with a buffer area will be submitted for
review.
4. The Special Use Permit will be worded as stated above.
The motion was made to accept the Rezoning from R-3 to 0-T as
well as the Special Use Permit and recommend it to the Village Board
with the four conditions listed above.
The motion was seconded and carried unanimously.

Conceptual Plans regarding possible hotel site at Oakton and Busse.
Glass explained that this would be a discussion only and no
voting would take place.
Lanny Peterson explained that the Exel Inn is a quality economy
motel which has been very successful in many cities.
Leah Cummins asked why anyone would want to build a motel so
close to four existing motels. Lanny Peterson explained that market
studies were favorable toward the location and that it is a good site
because of the interstate highway. Mr. Peterson added that the motel
would cater primarily to the businessman.
Fred Geinosky inquired about the current occupancy of the
existing motels. Lanny Peterson stated that La Quinta had a 55 percent
occupancy rate and Sixpence held an 80 - 90 percent occupancy rate
which stresses the need for economy lodging. Mr. Peterson expects
a 60 percent occupancy rate during the first year the Exel Inn
would be open. Peterson also added that if he keeps the number of
units at 74, there is a better chance of keeping them occupied.
Glass expressed concern for the lack of restaurants in the area
and asked if there would be a restaurant at the motel. Mr. Peterson
stated that there would be no restaurant at the motel.
Fred Geinosky asked if there would be transportation available
to and from O'Hare. Lanny Peterson claimed that there are no plans

at present for shuttle service from O'Hare but it would ba a major
possibility.
Leah Cummins and Fred Geinosky expressed concern over the
traffic flow and parking patterns at Oakton and Busse.
George Mullen explained that the main objective would be to
convince the Plan Commission that the highest and best use of the
land is for a motel and not a restaurant.
John Glass explained that the Peterson-Rivett Development
Company would receive a fair and open hearing.
Strawberry Hill Shopping Plaza
Discussion took place regarding the fence put up along the
north side of the Strawberry Hill Shopping Plaza.
The meeting was adjourned at 10:18 p.m.
