HomeMy WebLinkAboutPLAN COMMISSION - 04/01/1987 - BOYAJIAN REZONING Minutes ELK GROVE VILLAGE PLAN COMMISSION Date: Wednesday, April 1, 1987 Location: Council Chamber 901 Wellington Avenue Members Present: Members Absent: John Glass, Chairman Clark Fulton Leah Cummins, Secretary David Paliganoff George Mullen Fred Geinosky Philip Knudsen Staff Present: Steve Trudan, Building Inspector Robin Weaver, Administrative Assistant Julie Carius, Administrative Intern Others Present: Dr. Boyajian, owner of subject property Steve Gross, attorney representing Dr. Boyajian Nancy Warren, architect Brother Philip Kennedy, CFA, ABMC Joe Cimino, EGV resident Local citizens The meeting and the public hearing were called to order at 8:15 p.m. Boyajian: Text Amendment and Rezoning, R-3 to O-T (Southwest corner of Biesterfield and Liecester Roads) Steve Gross opened by stating that Dr. Boyajian is an internist affiliated with ABMC who wishes to establish a doctor's office at his current residence. Brother Kennedy expressed his support of Dr. Boyajian's project and added that the offices are currently filled to overflowing at ABMC. Chairman Glass explained that there will be two separate hearings because there are two items which need to be discussed: the Text Amend- ment and the Rezoning with Special Use Permit. Steve Gross explained that the reason for the Text Amendment is to permit a residence in an area zoned Office Transitional. Dr. Boyajian explained that the current structure is a single family dwelling in which the first floor will be a medical office and the second floor will be his living quarters. There will be a distinct separation between the living quarters and the office. Dr. Boyajian stressed that the main concern is to keep the residential appearance of the building. PC Minutes - 2 - April 1, 1987 Boyajian (continued) Chairman Glass questioned the term "caretaker" in the Text Amendment. Glass then opened the second public hearing at 8:35 p.m. to discuss the petition for rezoning from R-3 to O-T with a Special Use Permit. Nancy Warren explained the plans (phases) for Dr. Boyajian's office/residence. Phase I would begin immediately and would include remodeling in the existing home as well as construction of a parking lot and garage. Phase II would begin in approximately 1' - 2 years and would include an addition to both levels while keeping the frontage on Biesterfield the same. Leah Cummins asked about the height of the Phase II remodeling and when Dr. Boyajian plans to move in. Warren stated that the maximum height will be 27 feet at the highest peak. Dr. Boyajian explained that he is currently sharing an office at ARMC while living on the aforementioned premises. Fred Geinosky stated that he is on the ABMC Board and is not compensated for his participation on this Board. Geinosky asked Dr. Boyajian the size of his practice and how many employees and patients that would be at the office at any given time. Dr. Boyajian answered that since December 1, 1985, he has acquired 650 patients and that the average successful internist will eventually have approximately 2,000 patients. Dr. Boyajian added that he currently has one employee and as the practice grows, he will ultimately have three employees (including himself) with eight patients at any one time. Fred Geinosky asked if Dr. Boyajian planned on expanding his practice even further in terms of personnel and space. Dr. Boyajian answered that land is available to expand after Phase II; however, he has no plans to do so. In addition, he does not plan on adding another doctor to his practice except to fill in when he is on vacation. Geinosky inquired whether there would be lab services at the office. Boyajian stated that he will continue to use ABMC lab services except for small scale lab services, such as, a quick blood analyzer and urinalysis equipment. Geinosky asked if State and medical approval would be needed for the residential office unit and if there are similar facilities in the area. Dr. Boyajian claimed that he will need a permit to separate his office from his private living quarters and that he does not know of any similar businesses in the area. Geinosky asked staff if the structure was up to standard. Steve Trudan stated that the Building Code review would take care of the structure itself. Robin Weaver added that there would be no review until the permits were applied for. John Glass called a five minute recess at 9:10 p.m. Phil Knudsen inquired about the plumbing system and the current number of patients and daily work schedule. Dr. Boyajian answered that he plans on switching to municipal water and sewer services and that he currently sees approximately 20 patients daily. His current schedule is Monday afternoons and evenings, and Wednesday and Friday all day. He also plans on adding Tuesdays, Thursdays PC Minutes - 3 - April 1, 1987 Boyajian (continued) and possibly Saturdays to his work schedule once in the new office. David Paliganoff mentioned the wording of the Text Amendment. Gross explained that he would clarify the term "caretaker". Chairman Glass inquired about Dr. Boyajian's corporation. Dr. Boyajian explained that he started this business while in school, which involves leasing computers, pagers, etc. The business is currently stationed at his parents' home in Chicago. Steve Gross added that Dr. Boyajian separates his medical from his business dealings. Chairman Glass asked Dr. Boyajian what he would do if he outgrew the residential portion of his office/home. Dr. Boyajian stated that he would then move into a larger home but maintain the living quarters above his office as a resting area. Dr. Boyajian added that he would not lease or rent out the living quarters. Chairman Glass asked if anyone in the audience would like to comment. Keith Beine of 550 West Biesterfield Road stated that he had no objections and that he supported Dr. Boyajian's proposal. Joe Cimino stated that the plans for the office/home appeared to keep the residential look. His only concern is that the remainder of the property may be expanded which would then cause the surrounding area to lose its residential flavor. John Glass stated that the Plan Commission will take the Text Amendment and Rezoning Petitions under advisement with consideration scheduled for April 15, 1987. The public hearing was closed at 9:31 p.m. Discussion of the upcoming schedule followed and the meeting was adjourned at 10:08 p.m. Respectfully submitted, Julie A.
