REGULAR VILLAGE BOARD MEETING
January 9, 2018
1. CALL TO ORDER- 7:29 PM
PRESENT: Mayor Craig B. Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter,Jeffrey C. Franke,

ABSENT: Trustee James P. Petri
A Quorum was present.

2. PLEDGE OF ALLEGIANCE

3.APPROVAL OF MINUTES OF DECEMBER 12, 2017- Motion to approve the Minutes of the
Regular Village Board Meeting held on December 12, 2017 as submitted and dispense with the
reading.

4. MAYOR&BOARD OF TRUSTEES' REPORT -
Mayor Johnson - Mayor Johnson attended the following meetings:
• December 14 -Tollway Customer Service Planning Meeting
• December 21 - Tollway Board Meeting
• January 4 - Meeting with Leona's (Approval of new liquor license.)
Happy New Year to everyone. Today is National Law Enforcement Appreciation Day and Mayor Johnson
thanked the Police Chief, Fire Chief and Directors for the services that their departments provide to the
community throughout the year.
Aldi picked up their permits and will be moving into the former location of Food 4 Less on Meacham
Road. Ross Dress for Less is moving in at that location and then there will be approximately 10,000
square feet left for another tenant at that shopping center.
The 2025 Plan is moving along well. The Busse Farm Development will begin this year. They are moving
along on purchasing the property and should have the rest of the property purchased by mid-January.
False statements that are made on Facebook about the people that serve the community will not be
tolerated. For instance,the ISO ratings are how towns are rated for the level of service that the Fire
Department provides to the community. The lower the number, the better the service. An individual
stated on Facebook that the water pressure is so poor because of our ISO rating. Our ISO rating is a Level
2,which is practically the best that you can be. The highest Level is a 1 and there are very few towns that
are at a Level 1. Comments were made about paying more for insurance and the value of homes are at
risk. Our Fire Department is the best there is bar none. From an insurance standpoint, if you have a
rating of 4 or higher,you get the best home rates out there. There are no worse rates if you are a 4, 3, 2 or
1. On the business side, each point higher will give you a little better rate but the best rate that you get
starts at Level 2. Therefore, if you are a 2 or a 1, the rates are the same. So the businesses are not paying
more for their insurance as this person stated. Facebook is a great source of information but when
people lie or say things to demean others it is wrong. Mayor stated that if the need arises to take legal
action, it will be done and any proceeds will go to local charities in the Village. Use Facebook to express
your comments and ideas but do not cross the line or you can be held accountable for your actions.
Presentation:
Mayor Johnson asked Police Chief Walsh and Des Plaines Police Chief Kushner to join him at the podium.
Chief Kushner as Vice President of the Illinois Association of Chiefs of Police presented Chief Walsh with
an award designating Chief Walsh as a Certified Police Chief through the Association's Police Chief

Certification Program. To be eligible, one must meet the criteria for experience, education, professional
membership, and community involvement. Candidates must successfully complete all phases of the
assessment process to be granted the distinction of a Certified Police Chief in Illinois. Chief Walsh is
among the select few Police Chiefs who have been able to meet the stringent requirements of the program
since its inception in 1998. Congratulations to Chief Walsh on his accomplishments.
TRUSTEE REPORTS:
Trustee Prochno -
The Lioness Club held their annual House Decorating Contest and there were 16 homes that entered the
contest this year. Out of the 16 entrees, there were five (5) winners that will receive their plaques at the
next board meeting. The information was posted on the electronic signs for everyone to drive by to view
the homes during the holiday season.
The Winter Farmers Market is held the first and third Saturday of the month from 8:00 AM to 1:00 PM at
the Christus Victor Lutheran Church. The next one is scheduled for January 20; followed by February 3
and 17, March 3 and 17, and April 7 and 21.
Trustee Feichter-
The Community Character Coalition will hold its 3rd annual Carnival of Exceptional Character on
Saturday, February 24, from 5:00 PM to 7:30 PM at the Pavilion. Everyone is invited to attend.
Trustee Czarnik-
No Report.
Trustee Lissner-
Thank you to everyone at the Village that works outside during this cold weather to keep things running.
We appreciate all of the Village departments but also the utility companies (gas, cable, electric) as well as
the letter carriers.
Alexian Brothers has been very crowded with a number of flu cases and it was mentioned that the flu
epidemic is so bad that three other hospitals were filled to capacity and not accepting patients.
Trustee Franke -
The Citizens Police Academy will start on February 7, 2018 and run for 8 weeks. Residents can get
information by calling 847-357-4152 or visit the website at elkgrove.org.
The Citizens Fire Academy will start in April and run for 6 weeks. Information will be posted under the
Fire Department section on the website and details will be provided at a future board meeting.
Trustee Petri-
Absent- No report was provided.
S.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the
December 31, 2017 Accounts Payable Warrant in the amount of$7,155,106.19.

6. CONSENT AGENDA
a. Authorization to approve the second quarter financial report ending October 31, 2017.
b. Authorization to purchase off the State of Illinois purchase contract with CDW, Inc. of Vernon Hills, IL to
provide a replacement Cisco Core switch and other internal networking components for the Police
Department's network in an amount not to exceed $80,017.14.
c. Authorization of the following:
• To authorize a professional services contract to the most responsive and responsible vendor Esscoe,

Inc. of Lake Zurich, IL to upgrade the video surveillance equipment in the Police Department's
Interview Rooms and replace the Village Hall's Access Control system in the amount of$70,177 from
the Capital Replacement Fund; and
• To increase the Capital Replacement Fund budget in the amount of$200,000.
d. Authorization to adopt Ordinance No. 3537 entitled, "AN ORDINANCE AMENDING SECTION 6-
3-6-8 AND SECTION 6-3-6-9, PARKING REGULATIONS, OF THE VILLAGE CODE OF THE
VILLAGE OF ELK GROVE VILLAGE."
e. Authorization to adopt Ordinance No. 3538 entitled, "AN ORDINANCE AMENDING POSITION
CLASSIFICATION AND SALARY PLAN OF THE VILLAGE OF ELK GROVE VILLAGE
(DEPUTY FINANCE DIRECTOR-FINANCE DEPARTMENT; ACCOUNTING SUPERVISOR-
FINANCE DEPARTMENT; ASSISTANT FINANCE DIRECTOR-FINANCE DEPARTMENT;
SENIOR ACCOUNTANT-FINANCE DEPARTMENT, POLICE OFFICER-POLICE

AGREEMENT FOR AN APPLICATION SEEKING A COOK COUNTY CLASS 6B PROPERTY
TAX EXEMPTION STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY

k. Authorization to adopt Resolution No. 5-18, entitled, "A RESOLUTION AUTHORIZING THE
MAINTENANCE OF STREETS AND HIGHWAYS BY A MUNICIPALITY UNDER THE
ILLINOIS HIGHWAY CODE AND APPROPRIATING $1,125,000 FROM THE MOTOR FUEL
TAX FUNDS (MFT) FOR THE 2018 STREET MAINTENANCE PROGRAM."
Mayor asked if the Village Board had any questions or if anyone would like to address the Village Board
on the Consent Agenda items tonight. There were none.

7. REGULAR AGENDA- No items under Regular Agenda.
8. PLAN COMMISSION -Village Manager Rummel - No Report.
9. ZONING BOARD OF APPEALS -Village Manager Rummel -There is one item under the Zoning Board

of Appeals that pertains to a decorative wrought iron fence requested at 1441 Touhy Avenue for a
business called T-5. The Zoning Board of Appeals held a public hearing and the Finding of Fact was
distributed with a recommendation of a vote of 5-0 to authorize the variation. The petitioner is present
this evening to answer any questions.
Mayor Johnson asked if the Village Board had any questions regarding the fence variation. There were
none.
Motion to instruct the Village Attorney to prepare the necessary documents for 1441 Touhy
Avenue.

The Mayor stated that the petitioner does not need to be present at the next meeting and to go ahead and
apply for the permits.
10.YOUTH COMMITTEE - Trustee Franke -The Youth Committee Scholarship Applications have been
distributed to the schools and are now available on the Village website. The deadline to submit an
application is May 4, 2018.
11. BUSINESS LEADERS FORUM - Trustee Lissner- The Steering Committee meeting is scheduled for
Wednesday, January 17 at the Enclave location on Turner Avenue. The Ambassador program is starting
up and the first meeting is scheduled with ROCA USA on January 22.
12. CABLE TELEVISION COMMITTEE - Trustee Lissner- The Franchise Agreement is up for renewal and
more details will follow as information becomes available. Xfinity is sending letters out that can increase
the speed on your internet connection.
13. HEALTH & COMMUNITY SERVICES - Trustee Czarnik- The Elk Grove Village Employees along with
local organizations participated in the Adopt-A-Family program. This year there were 13 families that
benefited from the generous donations. Thank you to all that participated. The next blood drive will be
on Saturday,January 13 from 8:00 a.m. to 12:00 p.m. on the lower level of the Municipal Complex.
14. INFORMATION COMMITTEE - Trustee Lissner-
Enclave offers free sessions on the third Wednesday of every month. The topic of the December 20th
meeting was on "Selling" and was very thorough and informative. Entrepreneurs and anyone interested
in opening up a business are encouraged to attend one of these sessions. The topic for the upcoming one
on January 17 is "How Entrepreneurs Undermine Their Judgement Calls", and on February 21st, the topic
is "Founders and Funders Meet Freud". The Wednesday, March 21St session is entitled "From Gut Feel to
Getting Real". More information can be found on at enclaveforentrepreneurs.com or call 847-264-4513.
Information is on the electronic signs and in the next newsletter regarding the Village Hall being an
"Internet Purchase Exchange" location for people to exchange items that are purchased over the internet.
There is a sign for a parking spot in front of the Municipal Complex but also a sign inside the Village Hall
near the Police Information Center. This information was brought up at a Coffee with the Board and the
Police Department implemented the idea. Mayor Johnson thanked the resident for bringing the idea to
the Board.
15. RECYCLING &WASTE COMMITTEE - Trustee Feichter- The Village Hall has a bin in Community
Development for residents to recycle unwanted strands of holiday lights.
16. PARADE COMMITTEE - Trustee Czarnik- Rich Keyworth, a long time Parade member,has resigned
from the Committee and we appreciate his help for the many years that he has served on the Committee.
Gary Spragg will be joining the Committee. Gary has been a Village resident for 19 years and is anxious to
join the Committee. We ask for Village Board approval this evening to appoint Gary Spragg to the Parade
Committee.

Trustee Czarnik stated that Mr. Spragg won the Corvette in the VFW drawing for the elevator. The Parade
Grand Marshal this year is lifetime resident Kitty Weiner. She has been active in the Elk Grove Rotary
Club as well as a member of the Community Character Coalition, but many know her as being
instrumental in coordinating the fundraiser for the elevator at the VFW. We thank Kitty for the many
years of service to Elk Grove Village and look forward to her kicking off the Hometown Parade riding in
Gary Spragg's Corvette on Saturday, June 16, 2018, at 2:00 PM. The theme will be "Music Through The

Ages". The next meeting will be Monday, February 5, at 5:30 PM in Room E at the Charles J. Zettek
Municipal Building.
17. PERSONNEL COMMITTEE - Trustee Franke - No Report.
18.JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Prochno - No Report.
19. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Czarnik- The Committee met on December 13th
to review the proposed 2018 Street Maintenance Program which includes resurfacing 5.8 miles of streets
and the rehabilitation of curb, sidewalk and handicap ramps. The 2018 MFT program has an estimated
cost of$965,000. The Village has also reserved $160,000 for roadway patching and concrete work on
various streets throughout the Village. The Business Park has an estimated cost of$725,000 and will be
utilizing funds from the Elk Grove 2025 Program, the Busse-Elmhurst TIF and the Business Leaders
Forum accounts. The Committee also discussed the development of a multi-year street rehabilitation
program in order to identify an anticipated funding level. A meeting will be scheduled in mid-February to
further discuss that program.
20.AIRPORT UPDATE- Mayor Johnson - There is nothing new to report on the Runway Rotation
Program.
21. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - The concert lineup is as
follows:
• July 4 - Big&Rich - Rotary Green (near Elk Grove High School) followed by fireworks;
• July 10 - Richard Marx- Village Green (near the Clock Tower);
• July 17 - "Two for Tuesday" Sister Sledge and Village People -Village Green;
• July 24- Dionne Warwick-Village Green; and
• July 31 - Bret Michaels -Village Green.
22. SPECIAL EVENTS - Mayor Johnson - The next event will be on Memorial Day.
23. LIQUOR COMMISSION - Mayor Johnson - No Report.
24. REPORT FROM VILLAGE MANAGER- No Report.
25. REPORT FROM VILLAGE CLERK- Elk Grove Village will be an Early Voting location for the
Gubernatorial Election on March 20, 2018. Mail in ballot applications are now available on the
CookCountyClerk.com website. Early Voting will begin on March 5th.
26. UNFINISHED BUSINESS - No Report.
27. NEW BUSINESS - Trustee Prochno noted that the Board approved the Pace contract tonight for the
upcoming year and although the expenses went up, the Board held the fares at the current rate at what
they were previously. We are taking care of our elderly residents, our students and those that are not
able to drive and holding the fare at$1.30 for adults and $.65 for seniors,juniors and disabled residents is
a great service to our community.
Trustee Feichter mentioned that the Community Character Coalition had their meeting this morning and
the Police Department gave a report on the Cops for Kids program. The program assisted 27 kids this
year and each child received $100 to purchase holiday gifts at Walmart for their family.
28. PUBLIC COMMENT- 8:20 PM - Mayor Johnson asked if anyone would like to address the Village
Board this evening. There were no additional comments for the Board.
