The new plan includes a green chain-link fence with four foot high shrubs on top of a six foot high berm in a 30 foot wide buffer area. Daly explained that he was having trouble with closing on the western 7.5 acres but that he did have the ability to landscape the westerly 30 foot border of that parcel. He described several changes that have been made in the plans. The proposed large store on the west side of the shopping center will not be a hardware store but may be either a health club or a small department store. He said the Jewell Osco store should open early this summer. The berm between the Parcel E homes and the shopping center will be 30 feet wide rather than 35 feet due to a contractual problem with the current owner, William Swiatek. Daly said that the berm would not be sodded because of the distance from a water source and the slope of the berm; instead, hydro-seed would be used. I Plan Commission Minutes - 2 - January 7, 1987 Elk Crossing: Screening Plan (continued) Jim Dixon explained the communication problems that had created confusion and caused the changes in the screening plan. He stated that the Association would accept hydro-seed and preferred the chain- link fence to a stockade one in order to prevent people cutting through their yards. A stockade fence would also cause maintenance problems in the future. Leah Cummins stated that she would prefer deciduous trees along the berm in order to screen the second story bedrooms from the shopping center. Several residents of the Parcel E homes agreed that they wanted trees also. Daly stated that he would add trees to the screening plan as indicated on the original plan. Tom Rettenbacher raised the issue of screening for other sides of the property and the loading spaces. He wanted to be sure that everyone was aware that more than just the west border must be screened. He also raised a concern about the maintenance agreement. Chairman Glass explained that the maintenance agreement was a private matter between the developer and the Association and would not involve the Village. if the screening was not maintained, the property owner would still be held responsible. (9:25 p.m. : five minute recess. ) Morganfield: Plat of Resubdivision (Von Braun and Volkamer Trails) The Plan Commission reviewed the plat showing 20 lots located at I Von Braun and Volkamer Trails. The proposed development includes 1,800 - 2,200 square foot single-family homes. Chairman Glass raised several concerns about the plat and requested that the developer be present at the next meeting to answer questions. i The meeting was adjourned at 9:55 p.m. i Res ectfully submitted, .o� A J n M.
