Chairman Glass called the meeting and public hearing to order at
8:13 p.m.

Chairman Glass read and explained the petitioner's request for a
text amendment to sections 5.54 and 5.64 of the Zoning Ordinance as it
applies to parking regulations for convenience shopping centers in the
B-1 and B-2 zoning districts. The proposed text amendment would
replace the current parking requirement of one parking stall for every
180 square feet of general retail space and one space for every two
employees; to four spaces per thousand square feet of floor area for
B-2 shopping centers.

Chuck Byrum explained that the proposed text amendment would apply
to convenience shopping centers with four or more tenants and would
regulate parking requirements according to the square footage of the
building, as opposed to a per tenant standard.
Chuck Byrum continued by explaining the disadvantages of the
present ordinance:
1. When a tenant moves out of the shopping center, the new
tenant moving in may be in violation of the ordinance
because they generate more traffic. This sometimes
caused vacant space for extended periods of time in
order to find the right tenants to meet the code.
2. Enforcement of the code can become a problem when a
tenant opens a business which is a hybrid use. (Bakery
which also sells coffee and allows patrons to eat
pastries inside the store. )
3. The current code requires that more space be devoted to
parking and less space devoted to sales.
Leo Lenaghan presented and explained a survey of nearby
communities as comparing parking requirements for a typical convenience
shopping center within a B-2 zoning district.
Don O'Hara of Barton Aschman presented a study which was conducted
on parking within existing shopping centers within Elk Grove Village.
The study depicted (graphically) the numbers of cars in parking lots of
Village shopping centers during the course of a day, in comparison with
the actual capacity of the parking lots.
O'Hara continued by explaining the issue of parking generation by
various land uses and discussed the shared parking issue.
O'Hara added that extra spaces in local shopping areas make the
centers look unsuccessful . O'Hara continued by noting that most peaks
in use of parking spaces are due to restaurants and carry-out food
establishments during the lunch hour.
O'Hare concluded by stating that all stores under the same roof
should have shared parking and that free standing buildings should not
be included.
George Mullen asked for further clarification of the graphs and
requested that the square footage of the buildings and types of tenants
be added to the graphs.

Dave Paliganoff questioned whether the proposed text amendment
would apply to only new shopping centers.
Byrum replied that the text amendment would apply to all existing
and new shopping centers.
Paliganoff asked what hardship actually exists and whether current
tenants of the shopping areas are in favor of the text amendment. The
petitioner was then asked to submit letters from tenants contacted.
Byrum. explained that the text amendment will allow vacancies in a
shopping center to be filled more quickly.
Paliganoff asked why parking is the predominate factor in the
success of a shopping center.
Byrum explained that if a developer wanted to build a shopping
center in Elk Grove Village comparable in size to one in a nearby
community, the developer would have to purchase more land in Elk Grove
in order to provide the appropriate number of parking spaces according
to the present code.
Lenaghan added that the economy in general is hurt by consistent
vacancies and noted the "sea of parking" at Rohlwing Grove Shopping
Center.
Fred Geinosky referred to the parking survey and asked how much
the number of parking spaces for a typical convenience center would
change and whether fewer spaces would cause a safety problem because of
increased traffic. Lenaghan stated that the number of required parking
spaces would decrease from 96 to 40.
O'Hara added that parking standards should not be made to handle
absolute peak parking every day.
Geinosky noted that current zoning restricts the types of
businesses allowed in local shopping centers.
O'Hara responded by stating that each tenant's parking
characteristics should be determined because all of them do not have
the same peak times. As a result, shared parking should be considered.
Geinosky stressed the safety factor and noted that he does not
want people to view crowded parking lots as over-development.

John Glass asked staff to research and determine the reasoning for
the existing parking standards , and to look up existing variations on
parking at any of the existing shopping areas.
Glass noted that the Sports Bar in Rohlwing Grove Shopping Center
often fills the parking lot during athletic games. As a result, the
proposed text amendment should have provisions for situations like this.
Following the closing statements by Charles Byrum, Chairman Glass
closed the public hearing at 10:16 p.m. and stated that the petition
will be discussed further on Wednesday, January 18, 1989.

Robert Best responded to staff comments and stated that the
petitioner will comply with all requirements.
Following discussion, a motion was made to recommend approval of
the subdivision subject to staff approval . The vote was unanimous
(Cummins , Fulton, Knudsen absent) .
The Plan Commission extended congratulations and best wishes to
Fire Chief Henrici on his upcoming retirement.
Following discussion of the upcoming agenda, the meeting was
adjourned at 10:52 p.m.
