HomeMy WebLinkAboutPLAN COMMISSION - 06/15/1988 - DEVON AVE CORRIDOR MINUTES ELK GROVE VILLAGE PLAN COMMISSION June 15, 1988 Members Present: John Glass, Chairman Leah Cummins Fred Geinosky Clark Fulton George Mullen Dave Paliganoff Members Absent: Phil Knudsen Staff Present: Earle Kracht, Plan Reviewer Robin Weaver, Administrative Assistant Dawn Underhill , Administrative Intern Chairman Glass called the meeting to order at 8: 18 p.m. Devon Avenue Corridor - Dockets 88-5, 88-6, 88-7 Chairman Glass recommended that due to the concerns over the public record on the Devon Avenue Corridor, the Plan Commission should look at its options. He recommended the current petitions be closed, and to start from scratch. Chairman Glass then opened it up to the other commissioners for discussion. All of the commissioners agreed that the hearing discussion should be closed. Leah Cummins expressed some concern about how the hearing was handled. The hearing was flawed according to Ms. Cummins due to: - Public hearing notices - boundaries wrong. - Missing testimony from 4 of the members of the audience. - Witnesses not sworn in. - Identification of each speaker should have appeared, not just the label "citizen. " Fred Geinosky wanted to make it clear to the audience that this was not a stalling measure. He also felt that if this was reopened that the petitioner should be present to directly answer questions. A point on which all commissioners agreed upon, but which Dave Paliganoff also iterated, was that the petitioner should submit flood information and flood maps. In closing on this topic, Chairman Glass stated that it was up to the Village Board to determine whether or not they wanted to resubmit' the petitions. He informed the audience that their written comments -2- would be kept on record. Chairman Glass also noted that this was the most frustrating hearing he had ever been involved in. Chairman Glass told the audience at no time was there a developer or a developer's plan. He advised the audience that if the petitions for the Devon Avenue Corridor should be reopened, that they should attend all meetings and to listen. This way there would be no misstatements . Chairman Glass also added a personal note concerning his home. He made it clear that the park was built before he purchased his home. Where his home was located had nothing to do with lack of concern toward the issue or his attitude toward others. Chairman Glass deeply resented those comments due to their unfairness. Ten minute recess was called. Fence Regulation - Zoning Ordinances Staff Present: Earle Kracht, Robin Weaver, and Dawn Underhill Others Present: 3 newsreporters Earle Kracht pointed out there was a discrepancy between the June 1, 1988 minutes and the draft finding of fact. Language in the finding of fact was clarified. Robin Weaver reminded the commission of the July 6 joint meeting with the Judiciary, Planning, and Zoning Committee. Chairman Glass then presented awards to two commissioners who have served the Village, Dave Paliganoff for 8 years, and George Mullen for 16 years.
