(Devon Avenue Corridor) Docket 88-6 Rezoning of four properties along Devon Avenue. Docket 88-7 Amendment to the Official Map and the Comprehensive Plan. The Village Attorney, George Knickerbocker, and the Planner contracted by the Village for this project, Rolf Campbell, presented the petitions on behalf of the Village President and Board of Trustees. The Village's concern about the property arose due to high traffic volume on Devon Avenue, multiple curb cuts and adjacent residential property (to the north) . Trustee Petri stressed that the changes would make this the highest and best use of the land, maximize profit for the sale of the property, create the highest tax return, require screening from residential properties, and minimize curb cuts. He also stated the Village will be installing watermain through the property this year. Rolf Campbell explained the purpose of a Comprehensive Plan, an official map and a zoning ordinance. He presented two conceptual plans, I one with a frontage road shown and one with limited curb cuts. The B-4 I Plan Commission Minutes April 6, 1988 -2- zoning district would have a minimum lot size of 78,000 sg. ft. , a building height limit of two stories or 35 feet, a minimum lot width of 200 feet, a front yard of 50 feet, and a side yard of 75 feet if adjacent to residential property and 25 feet if adjacent to non- residential property. The properties already annexed to the Village which would be rezoned would be the VFW Hall, the Putt-Putt mini- golf course, the Union Hall and the Dohrer-Rizzi property. Plan Commission members inquired about specific permitted or prohibited uses, a strip zoning concern, flooding, the location and width of the possible frontage road, timing of the Village extension of watermain, and parking. It was explained by Rolf Campbell that as currently written, a six foot high undulating berm would be required as part of screening. i Members of the audience sought points -of clarification, recounted flood stories and possible ramifications on sale of the property.
