The meeting and the continuation of the public hearing on Docket 87-11
were called to order by Chairman Glass at 8:13 P.M.
Special Use Permit for a Restaurant in I-2
(South of 1401 Busse Road, north of Greenleaf Avenue.)

Mr. Vincent Palmieri, the attorney for the petitioner, explained the
revised site plan for a restaurant as a Special Use on property south of
1401 Busse Road (north of Greenleaf Avenue) . No variations were requested.
Mr. Palmieri stated that a restaurant was the best use of the property
based on the large number of workers in the area, the need for food
establishments and benefit to the community by taxes.
Members queried the petitioner about construction schedules, parking,
business hours, estimated time customers would stay at the restaurant
and use of the rear access easement.
The public hearing was closed at 9:20 P.M.
A motion was made by Leah Cummins, seconded by George Mullen and
passed unanimously to recommend approval of a Special Use Permit for a
restaurant for this property subject to staff approval of a preliminary
site plan.

Special Use Permit for a Nursing Home in A-2: Manor Healthcare
The public hearing on Docket 88-2, a petition for a Special Use
Permit for a Nursing Home in A-2, Multi-Family was called to order
by Chairman Glass at 9:37 P.M.

David Zajicek, attorney for Manor Healthcare explained that the
petition was for a Special Use Permit for a nursing home in A-2 Mu1t-
Family Zoning District on a 7.0 acre site on Nerge Road east of
Plum Grove Road. Previously, a Special Use Permit for a congregate
senior care facility was issued and has since expired. The land
surrounding the subject property is zoned: 1) R-3 to the north
(Windemere Subdivision); 2) R-3 Special Use to the east (Trinity
Baptist Church); and 3) B-2 in Roselle to the south and west.
It was explained by Mr. Zajicek that Manor Healthcare is: listed
on the New York Stock Exchange; it has 145 nursing home facilities and
one acute care hospital totaling 19,000 beds in 28 states; it has
sixteen facilities in Illinois with nine of those in the Chicago area,
and two more currently under construction; the facilities are named
Monticello or Americana; and that 50% of the users stay on a short
term basis of 67-100 days for rehabilitation, typically after hip
replacements or strokes.
A nursing home must be licensed by the State in order to operate.
Manor Healthcare has petitioned the Illinois Health Facility Planning
Board for the required Certificate of Need.
The architect, Rick Burton, described the site plan, the parking,
the landscaping and screening and the specialized portion of the
building designed for persons with Alzheimers disease. That area will
have thirty of the total one hundred-twenty beds and a separate
secured patio/garden area.
The petitioner's attorney responded to each of the written comments
made by staff and agreed to adhere to all Village codes, ordinances and
requirements.
Members examined the need for a facility, the location, impact on
municipal services, possible expansion, State licensure and control,
length of stay, occupancy rates and estimated cost of services. The
attorney responded that the need for the facility and its location
approval are made by the State; that in a larger facility in Hinsdale

there was approximately one ambulance call per month; expansion at
that site is a definite possibility; the occupancy rates at the
Rolling Meadows and Arlington Heights facilities are 95-98%; and the
estimated cost would be $90/day for a private room, $72-80/day for
a semi-private room and $2400/month ($80/day) for an Alzheimer room.
The public hearing was adjourned at 11 :20 P.M. Further discussion
was scheduled for February 17, 1988 at 8:00 P.M.
