Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, and Christine K. Prochno ABSENT: Trustee James P. Petri A Quorum was present. Also Present: Village Manager Raymond R. Rummel, Village Attorney George B. Knickerbocker, Village Clerk Loretta M. Murphy 2. PLEDGE OF ALLEGIANCE 3. APPROVAL OF MINUTES OF JANUARY 9, 2018– Motion to approve the Minutes of the Regular Village Board Meeting held on January 9, 2018 as submitted and dispense with the reading. Moved by Trustee Czarnik Seconded by Trustee Lissner VOICE VOTE – Unanimous Approval (5‐0) MOTION CARRIED 4. MAYOR & BOARD OF TRUSTEES' REPORT ‐ Mayor Johnson – Mayor Johnson attended the following meetings:  January 11 – Ribbon Cutting for the opening of the new Public Works facility.  January 11 – Liquor Meeting (Brittany’s Bistro, Elk Grove Town Center)  January 11 – Liquor Meeting (Royals, 654 Meacham Road)  January 16 – DARE Graduation (Stevenson School) Mayor Johnson stated that the new Public Works facility on Biesterfield Road has been refurbished and was finished on time and under budget. The next project is the new Fire Station on Meacham and at the same time, the new James Paul Petri Public Works facility on Devon Avenue. Work will also be starting on the new combined Fire Station on Fargo Avenue. Tonight’s Consent Agenda item 6‐g will approve the Engineering and Planning for a potential project at Biesterfield Road with an I‐290/Route 53 interchange. This is part of another 2025 plan that may not take place until closer to 2025. This agenda item is for the Engineering Phase I for a new way of entering northbound Route 53. There are currently backups during rush hour on Biesterfield Road because of the on/off ramps for Route 53. Staff has been working with engineers to construct a dedicated right turn lane westbound on Biesterfield Road to continue right onto northbound Route 53. This would allow the northbound left turn lane to be removed and expand/lengthen the southbound left turn lanes to assist with traffic flow. The Village has received several compliments on the contents of our newsletter. This is a very useful tool and everyone is encouraged to read the newsletter or check the website for updates in the Village. The newsletter is delivered to all residents and businesses in Elk Grove Village and can be found on the elkgrove.org website. Presentation: Mayor Johnson asked Trustee Prochno, Past President of the Lioness Club Jennifer Rupert and Current President of the Lioness Club Karen Landt to join him at the podium to announce the winners of the 2017 Holiday House Decorating Contest that was coordinated through the Lioness Club. There were five (5) winners this year and three (3) attended the board meeting to receive their award. The winners of the 2017 Holiday House Decorating Contest are:  Retro Christmas ‐ Richy Sandberg, 391 Walnut Lane  Winter Wonderland –Joe Luce, 920 Cass Lane  A Classic Holiday – Bill Beaupre, 11 Cosman  Candyland – David & Megan Frank, 173 Smethwick Lane (not present)  White Christmas – Korine Fiorito, 1028 Hartford Lane (not present) TRUSTEE REPORTS: Page 2 of 4 Trustee Lissner – The last page of the newsletter references how to sign up for the E‐Notification system and Emergency Alerts. If anyone needs assistance signing up, please call 847‐357‐4006. Trustee Czarnik – Visited Rada Auto, 160 Martin with Trustee Lissner as part of the Business Ambassador Program. Trustee Feichter – Meet Chicago Northwest is sponsoring their annual Restaurant Week from February 23, 2018 through March 4, 2018. There are 41 restaurants in the Woodfield area with Jimmy’s Charhouse, Leona’s and Tapalpa participating from Elk Grove Village. Special menus are available at those restaurants during the week with discounted prices. The Community Character Coalition will hold its 3rd annual Carnival of Exceptional Character on Saturday, February 24, from 5:00 PM to 7:30 PM at the Pavilion. Everyone is invited to attend. Trustee Franke – Registration for the Citizens Police Academy is now full. The Citizens Fire Academy will begin on April 4, 2018 and run through May 9, 2018. The Academy will be on Wednesday evenings from 6:00 PM to 9:00 PM. Registration information can be found on the Village website at www.elkgrove.org. This is a great opportunity to learn more about the Fire Department and its operations. There is a CERT (Community Emergency Response Team) training program being offered at the Hoffman Estates Police Department on Wednesday, March 7, if anyone is interested in becoming a certified CERT member. For more information, please call the Hoffman Estates Police Department at 847‐843‐4839. The CERT members assist at many community events but are also trained to assist the Village should a major emergency arise. Trustee Prochno – The winter Elk Grove Farmers Market is still going on at the Christus Victor Lutheran Church located at 1045 S. Arlington Heights Road. The Markets are held the first and third Saturday of the month from 8:00 AM to 1:00 PM. The remaining dates are February 3 and 17, March 3 and 17, and April 7 and 21. A $1 off coupon can be found in the Elk Grove Journal to use towards a purchase at the Farmers Market. Trustee Petri – Absent ‐ No report was provided. 5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the January 9, 2018 Accounts Payable Warrant in the amount of $3,085,970.96. Moved by Trustee Czarnik Seconded by Trustee Feichter AYES: Trustees Feichter, Franke, Lissner, Prochno, Czarnik NAYS: None MOTION CARRIED – Unanimous Approval (5‐0) Mayor Johnson noted that there is a correction on Consent Agenda item 6‐n. The number should read Resolution No. 8‐18 not 8‐17 as originally printed. 6. CONSENT AGENDA a. Authorization of a request from 12U Elk Grove Travelers Baseball to waive fees for a temporary Class D Liquor License for their Trivia Nite fundraiser at the Lutheran Church of the Holy Spirit, 150 Lions Drive. b. Authorization of a request from Amita Health to waive permit fees in the amount of $9,612.25 for office expansion work at 800 Biesterfield Road. c. Authorization to award a contract to E-Vergent of Racine, WI to replace the wireless backbone between the Village Hall and the Fleet Garage in an amount not to exceed $26,784. d. Authorization to award a construction contract to the most responsive and responsible bidder Bernardoni Electric Inc. of Elgin, IL for the electric service relocation as part of the Meacham Fire Station reconstruction in the amount of $53,570 from the Capital Projects Fund. e. Authorization to award a professional services contract to Tyler Technologies of Yarmouth, ME for support and maintenance of our business software applications in the amount of $58,245.52. f. Authorization to award a professional service contract to C.C. Cartage, Inc. of Lake Zurich, IL to provide hauling and disposal of excavated materials in the amount of $200,028. g. Authorization to award a professional service contract with Civiltech Engineering, Inc. for the I-290/IL Route 53 & Biesterfield Interchange Improvement Phase I Engineering Tier One in the amount of $176,219 from the Capital Projects Fund. Authorization to increase a professional service contract to Nicholas & Associates of Mount Prospect, IL to administer Change Order #1 in a construction contract with RB Construction, Inc. of Villa Park, IL in the General Trades package for the construction of a sound wall at the James Paul Petri Public Works Facility (450 E Devon Avenue) in an amount not to exceed $420,111 from the Capital Projects Fund. i. Authorization to award a professional service contract with Civiltech Engineering of Itasca, IL to provide the necessary construction engineering services for various drainage improvements throughout the Business Park for the 2018 construction season in the amount of $439,425.00 from the Water/Sewer Fund. j. Authorization to award a construction contract to the lowest responsive and responsible bidder Swallow Construction Corporation of Downers Grove, IL for the Ditch Improvements - Tonne Road to Busse Road in the amount of $2,198,119.00 from the Water/Sewer Fund. k. Authorization of the following:  To award a purchase contract to Pierce Fire Apparatus of Appleton, WI for the purchase of a Pierce Ascendant Aerial Ladder Quint Fire Truck in an amount of $1,008,520 from the Capital Replacement Fund; and  To increase the FY18 Capital Replacement Fund budget in the amount of $1,025,000 for the purchase and any associated equipment. REGULAR AGENDA – No items under Regular Agenda. 8. PLAN COMMISSION ‐ Village Manager Rummel – No Report. 9. ZONING BOARD OF APPEALS ‐ Village Manager Rummel – No Report. 10. YOUTH COMMITTEE ‐ Trustee Franke – The Youth Committee met with the Police Department and the Park District to secure the dates for the Splash Parties this summer. The Splash Party dates are Friday, July 6 and Friday, August 3. The Elk Grove Park District Foundation has added an additional scholarship this year so there are now four (4) scholarships available through the Youth Committee. Applications have been distributed to St. Viator, Conant and Elk Grove High School and are on the Village website. The deadline to submit an application is May 4, 2018. 11. BUSINESS LEADERS FORUM ‐ Trustee Lissner – The Steering Committee met Wednesday, January 17, at the Enclave location. The Ambassador program visited RADA Auto, located at 160 Martin and yesterday we had a meeting with Roca Tile USA, located at 1330 Mark Street. The Forum will do a presentation at Enclave on February 14 entitled “Building the Manufacturing Talent Pipeline”. Please call Josh Grodzin at 847‐357‐4005 for more information. 12. HEALTH & COMMUNITY SERVICES ‐ Trustee Czarnik – A Caring Place is a respite program available from 9:30 AM to 3:00 PM on Mondays, Wednesdays, and Thursdays at Christus Victor Church. This is a great socialization program for adults. The program is organized and supervised by trained and caring staff. Please call 847‐437‐2666 x24 for more information. 14. INFORMATION COMMITTEE ‐ Trustee Lissner – Enclave offers free sessions on the third Wednesday of the month. The topics for the upcoming sessions are February 21st “Founders and Funders Meet Freud” and on March 21st “From Gut Feel to Getting Real”. More information can be found at enclaveforentrepreneurs.com or call 847‐264‐4513. The next Coffee with the Board will be on Saturday, February 3, from 9:00 AM – 11:00 AM at the Village Hall. 15. RECYCLING & WASTE COMMITTEE – Trustee Feichter – The Village Hall has bins in the Community Development Department for residents to recycle unwanted strands of holiday lights and batteries. Prescription medications can also be dropped off for disposal at the Fire Administration counter located on the lower level of the municipal building. A presentation will be given to the students at Clearmont School on Wednesday at 10:00 AM to demonstrate the right way to recycle. 16. PARADE COMMITTEE ‐ Trustee Czarnik – The Hometown Parade will be on Saturday, June 16, at 2:00 PM. The theme will be Music Through the Ages. Lifetime resident, Kitty Weiner, will be the Parade Grand Marshal and will be leading the parade. The next meeting will be on Monday, February 5, at 5:30 PM in Room E at the Charles J. Zettek Municipal Building. 17. PERSONNEL COMMITTEE ‐ Trustee Franke – No Report. 18. JUDICIARY, PLANNING AND ZONING COMMITTEE ‐ Trustee Prochno – No Report. 19. CAPITAL IMPROVEMENTS COMMITTEE ‐ Trustee Czarnik – No Report. 20. AIRPORT UPDATE – Mayor Johnson – No Report. 21. MID‐SUMMER CLASSICS CONCERT SERIES UPDATE ‐ Mayor Johnson – The concert lineup is as follows:  July 4 – Big & Rich ‐ Rotary Green (near Elk Grove High School) followed by fireworks;  July 10 – Richard Marx ‐ Village Green (near the Clock Tower);  July 17 – “Two for Tuesday” Sister Sledge and Village People ‐ Village Green;  July 24 – Dionne Warwick ‐ Village Green; and  July 31 – Bret Michaels ‐ Village Green. 22. SPECIAL EVENTS ‐ Mayor Johnson – The next event will be the Memorial Day Ceremony held inside the Pavilion at 10:45 AM. The first Memorial Day Ceremony was in 1998 so this is the 21st year. 23. LIQUOR COMMISSION ‐ Mayor Johnson ‐ No Report. 24. REPORT FROM VILLAGE MANAGER ‐ No Report. 25. REPORT FROM VILLAGE CLERK – The Elk Grove Village Hall will be an Early Voting site beginning on March 5, 2018. 26. UNFINISHED BUSINESS – No Report. 27. NEW BUSINESS – Trustee Czarnik mentioned that the Frank J. Czarnik Memorial Scholarship Applications are now available. Six (6) $1,000 scholarship awards will be available this year. 28. PUBLIC COMMENT – 7:55 PM – Mayor Johnson asked if anyone would like to address the Village Board this evening. There were no additional comments for the Board. 29.
