HomeMy WebLinkAboutPLAN COMMISSION - 06/16/1982 - BENNETT AND KAHNWEILER i Minutes ELK GROVE VILLAGE PLAN COMMISSION Wednesday, June 16, 1982 The regularly scheduled meeting of the Plan Commission was called to order at 8: 10 p.m. on Wednesday, June 16, 1982 in the Multi-Purpose Room of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: MEMBERS ABSENT: Glass, John R. , Chairman Fulton, Clark Cummins, Leah, Secretary Geinosky, Frederick C. Mullen, George E. Paliganoff, David J. Stangeland, Orrin J. STAFF PRESENT: Thomas F. Rettenbacher, Building Commissioner Jon P. Wildenberg, Administrative Assistant Public Hearing: Docket 82-4 Petition of Bennett and Kahnweiler Associates and the LaSalle National Bank to rezone approximately 1. 1 acre of land located beginning 340 feet west of the intersection of King Street and Lee Street from 0-P (Office Park) to I-1 (Restricted Industrial District) . The Plan Commission, acting as a zoning commission, commenced Public Hearing proceedings to hear the petition of Bennett and Kahn- weiler Associates and the LaSalle National Bank to rezone a 1.1 acre parcel located at the west boundary of the Illinois Bell Telephone (IBT) property at Lee and King Streets from 0-P (Office Park) to I-1 (Restricted Industrial District) . Barry Comin, attorney for the petitioner, was present to discuss the background behind the rezoning petition. Comin stated the petition was filed to accommodate an eventual resubdivision of land which will allow construction of a parking lot by Bennett & Kahnweiler for Illinois Bell. After the parking lot has been constructed, Illinois Bell will transfer land to Bennett & Kahnweiler for the extension of an aligned King Street into the Northwest Point Office Park Complex. Discussion and questions followed which established that the parking lot would conform to all Village Ordinances and that all buildings on resubdivided properties would meet setback requirements. Chairman Glass adjourned the Public Hearing at 8:25 p.m. Secretary Cummins moved that the Plan Commission recommend approval of the Bennett & Kahnweiler rezoning petition to the Village Board. The motion was seconded by Stangeland. The motion was approved by a unanimous vote. Meacham Road Right-of-Way Plat of Dedication A plat of roadway dedication involving 60 feet of right-of-way on the west side of Meacham Road fronting the Village of Elk Grove Plan Commission Minutes - 2 - June 16, 1982 Meacham Road Right-of-Way Plat of Dedication (continued) Fire Station was reviewed and considered by the Plan Commission. The right-of-way is dedicated by the Village of Elk Grove for the Cook County improvement project on Meacham Road. Stangeland's motion to approve the plat was seconded by Paliganoff. A unanimous voice vote followed. Chairman Glass and Secretary Cummins signed the plat. Biesterfield Road Right-of-Way Dedication A plat of roadway dedication involving 60 feet of right-of-way on the north side of Biesterfield Road adjacent to the Alexian Brothers Medical Center property was reviewed and considered by the Plan Commission. The right-of-way is dedicated by Alexian Brothers for the Cook County Highway Department improvement to Biesterfield Road. Cummins' motion to approve the plat was seconded by Paliganoff. A unanimous voice vote in favor of the motion followed. Chairman Glass and Secretary Cummins signed the plat. Docket 82-3: Petition of the First Arlington National Bank and John Gullo for rezoning of Lots 1 and 2 in the Gullo International Office and Industrial Center Subdivision from Office Transitional (0-T) to Restricted Industrial District (I-1) Mullen began discussion of the above petition by stating that the petitioner had not presented adequate testimony and evidence to display undue hardship as a result of his current zoning; therefore, he (Mullen) was inclined to look upon the petition unfavorably. Stangeland added that many questions regarding the operation of future industrial buildings (should the rezoning be approved) have not been satisfactorily answered (i.e. , noise, hours of operation, and location of truck docks) . Paliganoff noted that no specific client, industry or tenant had been mentioned by the petitioner to occupy any new industrial building sites. Paliganoff asked Mr. Gullo if there were any firms he was certain that would occuply the new buildings. Mr. Gullo responded that a screw manufacturer, Mecom, would be a likely tenant. Paliganoff followed with questions regarding the need of this business for heavy trucks and late shifts. Mr. Gullo replied that to his knowledge neither would be required. Paliganoff inquired if there were any other strong tenant prospects. Mr. Gullo replied that there were other prospects, but he did not provide any further amplification. Cummins expressed concern for homeowners who would abut the industrial district. Glass mentioned that a rezoning to I-1 would eliminate the buffer between residential and industrial properties. Paliganoff inquired as to the number of years Mr. Gullo has owned the subject property. Mr. Gullo replied that he has owned the property Plan Commission Minutes - 3 - June 16, 1982 Docket 82-3 (dontinued) for eight to ten years. In addition, the property is zoned I-1 on the Comprehensive Plan and he has not intended to develop the property as 0-T. Cummins moved to recommend to the Village Board that the petition for rezoning be denied. The motion was seconded by Mullen, whereupon the following votes were cast: Paliganoff (aye) , Stangeland (aye) , Mullen (aye) , Cummins (aye) , Glass (aye) . (Fulton and Geinosky absent.) The motion was approved 5 - 0. Discussion with the Village Attorney followed regarding various items on the Plan Commission agenda.
