HomeMy WebLinkAboutPLAN COMMISSION - 04/07/1982 - PLAN COMMISSION Minutes ELK GROVE VILLAGE PLAN COMMISSION Wednesday, April 7, 1982 The regularly scheduled meeting of the Plan Commission was called to order at 8:12 p.m. on Wednesday, April 7, 1982 in the Multi-Purpose Room of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: Glass, John R. , Chairman Cummins, Leah, Secretary Mullen, George E. Fulton, Clark Paliganoff, David J. Geinosky, Frederick C. Stangeland, Orrin J. (arrived 9:00 p.m.) STAFF PRESENT: Jon Wildenberg, Administrative Assistant Parking Regulations Subcommittee Stangeland reported that the subcommittee is nearing a final recommendation. Glass tentatively scheduled that recommendation to be presented at the May 5, 1982 Plan Commission meeting. Conditional Business Use Subcommittee Discussion regarding the Conditional Business Use Subcommittee recommendation, forwarded at the February 3, 1982 Plan Commission meeting, ensued. (The recommendation states that the Village consider the rezoning of areas along Higgins Road, Busse Road, Elmhurst Road and Rohlwing Road to various business classifications.) Glass expressed concern over including Rohlwing Road on the list of roadways to be recommended for rezoning consideration. Mullen explained that Rohlwing Road was included for consideration due to the fact that homes, both existing and future, do not or will not front on the roadway. Glass explained that the east side of Rohlwing Road (generally north of Nerge) is unincorporated and undeveloped at this time, and that any use for this area would be located directly across from residential units. Since no plans have been submitted to the Village for development of this area, Glass recommended that Rohlwing Road be dropped from the list to be considered for rezoning at this time. Rohlwing Road should remain residential and be looked at for conditional business use at a later date. Cummins voiced agreement with the recommendation of Glass. Geinosky moved that the Plan Commission recommendation to the Village Board include consideration to rezone areas along Higgins Road, Busse Road and Elmhurst Road to various Business Use classifica- tions (B-1, B-2 and B-3) . The motion was seconded by Fulton., whereupon the secretary called the role: Fulton (aye) , Geinosky (aye) , Mullen (aye) , Plan Commission Minutes - 2 - April 7, 1982 Conditional Business Use (continued) Paliganoff (aye) , Glass (aye) , Cummins (aye) , Stangeland (aye) . The motion passed unanimously. Beisner Road Plat of Dedication The Plan Commission reviewed a plat of roadway dedication regarding Beisner Road. The 45 foot wide land dedication runs from the centerline of Biesterfield Road northward to the southern edge of Glouchester Drive and is dedicated by the Alexian Brothers Medical Center. Mullen motioned to approve the plat and was seconded by Cummins. A unanimous vote approving the plat was voiced. The Chairman and Secretary then signed the plat. Meacham Road Plat of Dedication A plat of roadway dedication submitted by Centex Homes Midwest, Inc. was considered. The land dedication includes a 60 foot wide strip which runs from Biesterfield Road northward approximately 1352 feet adjacent to Section 23. Cummins' motion to approve the plat was seconded by Mullen. A unanimous vote approving the plat was voiced. The Chairman and Secretary then signed the plat. School Property - Change of Use Cummins requested Chairman Glass to place the question of uses for vacated Village schools on the Plan Commission agenda. Chairman Glass directed that "School Property - Change of Use" be added to the Plan Commission Agenda. Upcoming Meeting Wednesday, April 21, 1982 7:30 p.m. Begin Regularly Scheduled Meeting. 8:00 p.m. Public Hearing - Text and Definitional Amendments to the Zoning Ordinance.
