ELK GROVE VILLAGE PLAN COMMISSION
Wednesday, February 17, 1982
The regularly scheduled meeting of the Plan Commission was called to
order at 8:08 p.m. on Wednesday, February 17, 1982 in the Multi-Purpose
Room of the Municipal Building, 901 Wellington Avenue.

Docket 82-1: Public Hearing
Petition of Warner Amex Cable Communication of
Northwest Suburbs, on behalf of the Alexian
Brothers of America, Inc. , for a Special Use
Permit to place an 8 foot diametor microwave
receiving dish and an electrical equipment
room 15 feet by20 feet by 10 feet on the roof
of Alexian Brothers Medical Center.
The Plan Commission, acting as a Zoning Commission, conducted a
Public Hearing on the petition of Warner Amex Communication of the
Northwest Suburbs to place an 8 foot diameter microwave receiving
disk and an electrical equipment room on the roof of Alexian Brothers
Medical Center.
James Lennon, Attorney for Warner Amex; Thomas Baxter, Vice
President and General Manager, Warner Amex; John Schuske, Project
Manager, Warner Amex; and Mr. Kostak, Architect, were present to
represent the petitioner. Also present was Mr. Fred Henning to
represent the Alexian Brothers Medical Center.
James Lennon began by stating that the equipment room would,
in fact, be 12 feet in height, however, it would increase the roof
height by only 10 feet due to a recess in the roof. Additionally,
the equipment room will be no higher than any existing rooftop structure.
Lennon submitted a site plan and other drawings depicting the
microwave dish in relation to the hospital structure. Lennon added
that the receiving dish and equipment room are needed to transmit
signals from the satellite reception dish in Rolling Meadows to the
Elk Grove Village cable system. [darner Amex feels that the hospital
site is appropriate in that it will serve the needs of the cable
television system while not impinging upon residents in the area.
In response to Fulton, Schuske asserted that the equipment room

would be entered periodically for maintenance purposes only and that
an 8 foot diameter dish is required to obtain a strong signal. Fulton
questioned what would happen if a developer desired to construct a
building in the microwave path. Schuske related that Federal Communica-
tions Commission approval to build in the microwave path would be
necessary and, if allowed, the developer would likely be required to
facilitate the passage of microwaves past his property.
Schuske further commented that the dish would not be a primary
target of lightening and that it could withstand a lightening strike
without interrupting service.
Fulton inquired whether the microwave signals would in any way
pose a danger to patients in the hospital. Schuske answered that the
wattage of microwaves used in the system was very low and would not
affect any patients.
In response to Geinosky, Baxter stated that Warner Amex is
attempting to negotiate a lease with Alexian Brothers for use of
the rooftop space. Henning added that the contract will resolve any
and all insurance matters. Baxter noted that a hospital in Dallas,
Texas has had a rooftop dish and experienced no problems.
Geinosky inquired as to who would be performing maintenance on
the equipment room and receiving dish.. Baxter replied that Warner
Amex personnel would maintain the equipment.
Cummins questioned what impact high velocity winds would have on
the antenna. Schuske replied that the dish would withstand 150 mph
winds.
Schuske further stated that the microwaves would not compete or
interfere with any other hospital use.
Stangeland inquired whether the City of Rolling Meadows had
granted Warner Amex permission to build the transmitting antenna
which P.,ould feed the Elk Grove antenna. Lennon commented that he
foresaw no problems obtaining permission.
In response to Paliganoff, Kostak noted that the equipment room
would take approximately 30 days to construct.
Glass asked if the petitioner had any specific time period in
mind for which the special use permit would be valid. Lennon responded
that Warner Amex would like at least a 15 year permit with an option
for renewal at expiration. Henning added that Alexian Brothers Medical
Center would not like to see a time limit applied to the Special Use
Permit.
It was moved by Cummins and seconded by Mullen that the Plan
Commission approve the Special Use Permit request of Warner Amex
Cable Communication of Northwest Suburbs to place an 8 foot diameter
microwave receiving dish and an electrical equipment room on the roof
of Alexian Brothers Medical Center. Whereupon. Chairman Glass called
for the roll call vote: Fulton - aye; Geinosky - pass; Mullen - aye;
Stangeland - aye; Paliganoff - aye; Glass - aye; Cummins - aye. (It
should be noted that Mr. Geinosky passed on this vote to avoid any
possible conflict of interest due to his membership on the Lay Board
of Counsellors at Alexian Brothers Medical Center.)
The Public Hearing was adjourned at 9:40 p.m.

Organization of the Zoning Ordinance
Paliganoff suggested that a guide cross-referencing sections of
the old ordinance be included in the new ordinance.
Glass added that the accuracy and color of the existing zoning
map need upgrading.
Parking Regulations
Stangeland called a meeting of the Parking Regulations Subcommittee
to be held on March 3, 1982 at 7:15 p.m. in the Multi-Purpose Room of
the Municipal Building, 901 Wellington. The Building Commissioner
was requested to attend. A recommendation will be forwarded on April 7,
1982.
Outside Lighting Requirements in Village Shopping Centers
Glass directed that this item be removed from the Plan Commission
Agenda.
Soil Erosion and Sedimentation Control
Glass established that the Plan Commission meeting of March 17,
1982 will be set aside to review proposed soil erosion and sedimentation
control ordinance language with the Village Engineer.
Sidewalk Requirements
Subdivision Control Ordinance requirements for sidewalks will be
reviewed at the March 3, 1982 meeting.
Thoroughfare Report
Review of the thoroughfare report is deferred until discussions
involving other Comprehensive Plan aspects are completed.
The meeting was adjourned at 10:23 p.m.
