ELK GROVE VILLAGE PLAN COMMISSION
Wednesday, January 20, 1982
The regularly scheduled meeting of the Plan Commission was called to
order at 8:14 p.m. on Wednesday, January 20, 1982 in the Multi-Purpose
Room of the Municipal Building, 901 Wellington Avenue.

Open Meetings Act
Chairman Glass opened the meeting by noting a memo from Village
Manager Charles A. Willis regarding the State of Illinois Open Meetings
Act effective January 1, 1982. Glass directed Staff to distribute a
copy of the memo to all Plan Commission members.
Parking Regulations Subcommittee
Stangeland, Chairman of the Parking Regulations Subcommittee, called
a meeting to be held on February 3, 1982 at 7:00 p.m. in the Multi-
Purpose Room of the Municipal Building, 901 Wellington Avenue.
Organization of the Zoning Ordinance Subcommittee
Geinosky, Chairman of the Organization of the Zoning Ordinance
Subcommittee, presented the committee's recommendation for reorganization
of the Zoning Ordinance. He stated that the Zoning Ordinance is difficult
to read and that information is hard to locate. The point of the
reorganization is to make the ordinance easier to read. No changes in
content will be recommended. Geinosky further commented that increased
readability will aid attorneys, residents and other users of the ordinance.
Glass added that eventually the reorganization recommendation would
be included in the same public hearing along with recommended changes to
the Comprehensive Plan (if any) . All recommendations rendered this
evening should be considered as starting points from which the Village
Board; Judiciary, Planning and Zoning Committee; Village Attorney and
Staff will review before any final actions may be considered.

The recommended organizational changes have been outlined and are
attached as a four-page supplement to these minutes. Additional comments
and questions were forwarded at the meeting (please refer to the
supplement) :

(Page 2) Article 2 (Rules and Definitions) Section 2.1 (Rules)
The text of "rules of interpretation"
on pages 4 and 61 of current ordinance
is the same. Recommendation is to
move "rules" to front of ordinance
and not duplicate.
Section 2.2 (Definitions)
Definitions used throughout the
current ordinance begin on page 61
and are hard to find at that location.
Recommendation is to place definitions
toward beginning of ordinance. Also
recommended that this section include
definition of each use district.
(Page 2) Article 3 (Establishment and Interpretation of Zoning Districts)
This article is essentially the same as
Article 2 of the current ordinance with the
exception that "rules of interpretation"
has been removed and placed in Article 2 of
the recommended ordinance.
(Page 2) Article 4 (General Regulations)
Some titles in this article have been shortened.
This article is essentially the same as Article
3 in the current ordinance, with the exception
that a Section 4.10: Dimensions, Bulk and Area,
has been added as a general cross-reference.
(Page 2) Article 5 (Planned Development)
Same as Article 4 of current ordinance.
(Page 3) Article 6 (Residence Districts)
Article 7 (Business Districts)
Article 8 (Office Districts)
Article 9 (Industrial Districts)
It is recommended that each of the major
zoning districts be made an article. It is
also recommended that permitted uses,
prohibited uses, special uses—and conditional
uses be delineated for each district.

Paliganoff suggested that all pages should be of a similar type-
face and that a historical chronology of all amendments to the Zoning
Ordinance be included.
Geinosky noted that the primary reorganization feature recommended
is that of creating a separate article for all major zoning districts.
Secondly, it must be determined whether or not permitted, prohibited,
special and conditional uses may be listed under each district classifi-
cation.
Minutes of the Organization of the Zoning Ordinance Subcommittee
meetings are attached to and made a part of the minutes of the Plan
Commission.
The meeting was adjourned at 9:50 p.m.

5. Restructure Zoning Districts into separate "Articles " for
Residence, Business , Office, Industrial.
6 . Add Exhibits to Table of Contents .

DISCUSSION
Agreement was made to review the- Elk Grove Village Zoning Ordinance
as to the organization of its contents. The zoning ordinances of
neighboring villages will be reviewed for possible suggestions to
improve the organization of the Elk Grove Village Zoning Ordinance.

DISCUSSION
A list of proposed changes to the organization of the
Elk Grove Village Zoning Ordinance was reviewed and
discussed in detail. The recommendations that were
agreed upon will be presented to the Plan Commission
at its next regularly scheduled meeting on January 20 ,
1982. The Building Commissioner will also be invited
to the meeting to comment on the proposed changes . '
