HomeMy WebLinkAboutPLAN COMMISSION - 03/03/1982 - PARKING REGULATIONS/SUBDIV CONTROL ORD FOR SIDEWALKS • • Minutes ELK GROVE VILLAGE PLAN COMMISSION Wednesday, March 3, 1982 The regularly scheduled meeting of the Plan Commission was called to order at 8:17 p.m. on Wednesday, March 3, 1982 in the Multi- Purpose Room of the Municipal Building, 901 Wellington Avenue. MEMBERS PRESENT: MEMBERS ABSENT: Glass, John R., Chairman Cummins, Leah, Secretary Fulton, Clark Geinosky, Frederick C. Paliganoff, David J. Mullen, George E. Stangeland, Orrin J. STAFF PRESENT: Bob Callahan, Building Inspector Supervisor Jon Wildenberg, Administrative Assistant Parking Regulations Stangeland reported that research on parking regulations is progressing and that a recommendation from the subcommittee should be forthcoming at the second Plan Commission meeting in April. Subdivision Control Ordinance Requirements for Sidewalks Discussion regarding sidewalk requirements in industrial and commercial areas ensued. Glass suggested that the Commission attempt to establish a stance on the need and requirement for sidewalks in commercial and industrial portions of the Village. The Commission had previously held that sidewalks should be required in all areas. Paliganoff remarked that in the past consideration was given to sending a letter to property owners of areas without sidewalks with the intent of gaining compliance. Glass added that in some situations it may not make any sense to require sidewalks and that this should be an additional consideration. The Village may be faced with handling each case on an individual basis. Fulton noted that perhaps in situa- tions which do not mandate sidewalks at present, the property owner should deposit money or post a bond guaranteeing sidewalk construction at a future date when the need for a sidewalk is clear. Additionally, some type of special assessment district for the development of side- walks in industrial and commercial areas is a possibility. The expansion of O'Hare Airport, and in particular the development of a western access, may increase the reed and potential usage of sidewalks in industrial and commercial areas. The Plan Commission will draft a recommendation at the March 17, 1982 meeting. Plan Commission Minutes - 2 - March 3, 1982 SDK Sidewalk Variation Request The Plan Commission deferred a recommendation concerning the request of Draper and Kramer for a variation of Village sidewalk requirements at their industrial subdivision on Midway Court. Members will visit the site prior to submitting a recommendation to the Judiciary, Planning and Zoning Committee. Thoroughfare Report The Thoroughfare Report will be discussed on April 7, 1982.
