NEW BUSINESS
Item A. Christus Victor Lutheran Church Screening Plan.
Chairman Glass asked if the screening plan pertained to the new
addition. Boffice reported that the screening is required for the
additional 55 new parking spaces.
Commissioner Mullen asked if a berm could be constructed.
Reverend Schindel said that a 6 foot berm is too costly. Chairman
Glass noted that a smaller berm with plantings would meet code.
Commissioner Henrici noted that the Church lot is much higher
above grade than the surrounding residential properties. That fact
creates the need for screening. Henrici asked if the parking lot could
be receded and a berm constructed. The petitioner thought that a
sunken parking lot was inappropriate since the parking lot is already
being used for stormwater retention.
Commissioner Glass noted that the consensus of the Plan Commission
was that screening is needed to block the headlights of vehicles
parking at night. A fence is not needed. A mix of 2 and 3 foot
plantings along with a berm and perhaps a pedestrian walkway would be
sufficient. Chairman Glass suggested that the petitioner speak with
the Village Forester to obtain some ideas on the kind of plantings that
could be used as well as where those plantings should be located.
Commissioner Mullen noted that the kind of plants shown on the
present plan are acceptable; however, the Plan Commission wants an
effective screen as well as an attractive landscape. The Plan
Commission does not want just a line of trees.
The petitioner agreed to revise the screening plan following the
direction of the Plan Commission.

CHAIRMAN'S REPORT
Chairman Glass noted that the owner of the Park and Shop has
decided to petition the ZBA for a variation to the number of parking
spaces needed. Glass noted that the Plan Commission's Finding of Fact
on the rezoning has been held in abeyance pending Nieman 's decision.
The consensus of the Plan Commission was to release the Finding of Fact
prior to the ZBA hearing.
In addition, Chairman Glass noted that a public hearing is
scheduled for October 17, regarding the Community Residence Location
Planning Act. Staff from the Illinois Planning Council have been asked
to provide expert testimony at that meeting.
Commissioner Parker moved and Commissioner Paliganoff seconded a
motion to adjourn. Upon voting, all AYES.
The meeting adjourned at 8:45 p.m.
