In the absence of Chairman Glass, Acting Chairman Mullen called the
meeting to order at 8:20 p.m.
ITEM A
IDOT Maintenance Facility request for Special Use Permit.
(Docket 90-11)
Jim Klafeta, Maintenance Bureau Chief for IDOT, and Charles Gouveia,
Landscape Architect for IDOT, were present.
The Plan Commission reviewed the proposed screening plan submitted by
IDOT. The Superintendent of Land and Forestry recommended that the Poplar
trees be replaced by Pine trees along the back yards of the residential
homes . That recommendation was made on the basis that the Poplar trees
lose their leaves in the winter, thus negating their sight and sound
screening effectiveness for a part of the year. The IDOT representative
agreed to replace the Poplar trees with Australian Pines.
The Plan Commission then reviewed the fence and gate plan for the
south access drive noting that the gate would be 150 feet from the
centerline of Martha. The Plan Commission asked that the fence be moved to
a point 100 feet from the centerline of Martha. That would help prevent
teens from parking on the street at night. The IDOT representative agreed
to move the fence 50 feet to the east to station 599 on the drawing.
One of the Itasca Meadows residents stated that the residents of
Itasca Meadows do not want trucks on Martha past the first entrance.
Commissioner Glass noted that the facility already exists and that the

Village could not stop IDOT' s operations or prevent IDOT from using the
south access road. Acting Chairman Mullen noted that the Plan Commission
has no jurisdiction over Martha Street. The road is maintained by the
Township.
Commissioner Glass stated regardless of whether the Plan Commission
recommends to grant the Special Use permit, IDOT will use that entrance and
facility. He suggested that the Itasca Meadows residents contact the
Governor's Office for recourse.
From the audience, Walter Haas requested that the Village not annex
the IDOT site. Commissioner Glass replied that the Commission is examining
the request for a Special Use permit, not annexation. Commissioner Ayers
said the Village will require screening between the residences and the
facility. This would not be required if the property remained
unincorporated.
Commissioner Geinosky asked if R-3 Special Use zoning would set a
precedent. It was learned that Elk Grove Village operates two public works
maintenance facilities in R-3 zoned areas with Special Use Permits. It was
therefore the consensus of the Plan Commission that the R-3 zoning would
not set a precedent and is appropriate.
Commissioner Meyers asked if the ramp and access off of I-290 would be
screened. Gouveia said the west side of the yard would have a fence with
very few plantings.
Commissioner Glass made a motion to recommend that the Village Board
grant a Special Use Permit to allow a governmental facility in an R-3
district and the following from Alan Boffice's memo of June 28, 1990: 1)
access control fencing along the perimeter of the parcels; 2) outdoor
storage of material on both paved and unpaved surface; 3) inadequate
parking lot lighting with respect to Village Codes; and 4) possible
inacessibility of the structure by the handicapped.
Commissioner Glass further recommended that the granting of the
Special Use permit be subject to the following conditions:
1. IDOT replacing their proposed Robusta Poplars with Pinus
Nigra (Austrialian Pines) along the residential properties;
and
2. IDOT relocating the fence along the south access driveway 50
feet closer to Martha from Station 598 + 50 to Station 599.
The gate would be 100 feet from the centerline of Martha.
Commissioner Geinosky seconded the motion for approval . Upon a voice
VOTE, 5 AYES (Glass, Geinosky, Mullen, Feichter, and Paliganoff) , and 2
NAYS (Meyers and Ayers) . The motion carried.
Haas questioned the statement that Les Bacon made that was included in

the Plan Commission minutes of the August 1, 1990. Haas disagreed with
Bacon and said the sewer and water lines do not run under Biesterfield, i

east of Martha. Thus, water and sewer hook-up would not be readily
available for Itasca Meadows residents.
Gouveia said sewer and water encasement runs north to south from the
embankment under Biesterfield Road, perpendicular to the garage facility on
the site.
Commissioner Feichter moved to adjourn the meeting. Commissioner Glass
seconded the motion. Acting Chairman Mullen adjourned the meeting at 9:15
p.m.
