Chairman Glass called the meeting to order at 8:05 p.m.
ITEM A.
IDOT Maintenance Facility Annexation (Docket 90-111
Chairman Glass stated for the record that the public hearing notice
was published in the July 17, 1990 Daily Herald. He also wanted the record
to reflect that all the property owners located within 300 feet of the IDOT
Maintenance Facility were notified.
John Milano, Assistant Chief Council for IDOT served as the
petitioner. No formal statement was made.
Les Bacon, Operations Engineer for IDOT, was sworn in as a witness by '
Commissioner Geinosky.
Chairman Glass asked why the IDOT Maintenance Facility is interested
in annexing to Elk Grove Village. Bacon stated that IDOT wanted sewer and
water from the Village. He also said it would be easier to install the
water and sewer lines while the existing road construction is underway.
The facility currently has well water. The cost of annexation, commission
hearings, and legal difficulties are viewed as drawbacks by IDOT, but they
want the water and sewer hookup.
Commissioner Meyers questioned what the benefit to Elk Grove Village
would be if the facility was annexed. Bacon stated that IDOT was complying
with the Village's request to oversize pipes to provide an adequate supply
of water to the facility.

Commissioner Henrici stated the purpose of this hearing is to decide
the issue of a special use permit for the facility, not annexation. By
annexing, the facility would have an adequate water supply including water
needed for fire suppression. Bacon said that two or three hydrants would
be located at the site. The water mains would run under Biesterfield in
oversized eight inch pipes.
Commissioner Henrici said that the special use permit is for a
governmental building. He viewed the IDOT facility as being a construction
type use. Henrici stated it would be better to rezone that area as a
buffer to residential .
Chairman Glass asked if the buildings are enclosed within the
boundaries of the ramp. Bacon stated that a parcel of 5 acres is enclosed
within the ramp area. The back parcel , also 5 acres, contains outdoor
storage. IDOT will use that area to store barrier walls. Loading and
unloading of barrier walls is predominately a daytime operation.
Commissioner Henrici questioned what improvements would be made to
Biesterfield and to Martha Lane. Bacon said IDOT is widening and improving
Martha from Biesterfield to the most southerly access driveway to IDOT' s
south storage area. The road structure will be able to hold IDOT's
vehicles.
Commissioner Geinosky read into the record Alan Boffice's memo dated
June 28, 1990, regarding the IDOT Maintenance Facility Annexation. Bacon
said that IDOT will meet the Village's requirements.
The fourth comment of the memo related to the conditions needed for a
special use permit to be issued. Boffice stated that access control
fencing would be necessary next to the right of way. This would need to be
specified in the special use permit.
The fifth comment of the memo stated that handicapped parking stalls
must be provided and marked. Bacon said that the site would have
handicapped stalls. No variances would be needed.
Commissioner Geinosky asked if there has been any problems in the past
with people entering the facility. Bacon said only one incident has
occurred in the past two years. The facility has been in operation for the
past 14 years. Bacon also stated that with improved ramps, the entrance
has been moved 200 feet south. Approximately two to three homes will
experience more truck traffic.
Commissioner Ayers asked if there would be additional overall
traffic. Bacon said there would not be additional traffic because IDOT is
maintaining a constant number of road miles from that facility.
Commissioner Paliganoff questioned how many people the IDOT facility
employs. Bacon stated that the facility currently employs 30 people in the
summer. There are only 26 employees; four employees are hired on a
temporary basis for winter snow plowing operations. The facility contains
30 personal vehicles during the day. They are gone at night. The facility
stores 15 IDOT trucks and sour IDOT pickup trucks. The facility is

responsible for maintaining 12 snow routes on I-290 and 53. Each truck is
out of the yard for 2-2 1/2 hours.
Commissioner Mullen asked what the future plans are for the IDOT
facility. Bacon responded by stating that IDOT wants to put in a new salt
dome within 2 years. IDOT is interested in water and sewer hookup because
they cannot clean the trucks properly, drink the water, and don' t have
enough water to fight a fire.
The hearing was opened to those in the audience. Dave Kniep, 984
Martha, stated that some of the issues discussed were vague. He said that
IDOT was making two access roads. Kniep complained that the ramp took his
land. He suggested taking the concrete barriers and moving them to the
north side.
Kniep stated that trucks are hauling concrete at night. They bring in
the concrete in April and haul it out in November. Kniep said this has
destroyed the residential value of the neighborhood's homes.
Bacon responded by stating IDOT is restoring Martha to the back access
road. Concrete barrier walls are stored in the back area.
Ed Russell , 229 Diane Lane, said the Village residents were led to
believe that the IDOT maintenance yard would close when the Interchange was
developed. Chairman Glass said he was never under the assumption that the
IDOT facility would close.
Bacon said at no time has he ever heard anything about closing the
IDOT facility.
Pat Cusack, 1506 Martha, said he lives along the second access road.
He said the trucks would come in and out both day and night. Cusack
questioned if the Village annexes the IDOT land, does it mean the Village
has to police that land? Chairman Glass responded by stating the Village
is responsible for patrolling the land if annexed.
Cusack next asked whether IDOT would consider putting up gates to
prevent teenagers from getting into the maintenance area. Bacon stated he
would have to check with IDOT and its planners and that he would get back
to the Plan Commision regarding gates.
Chairman Glass called a recess for the meeting at 8:52 p.m. to explain
the fence question. An engineering map presented by Boffice was used to
illustrate the location of the possible fence. The discussion during the
recess centered on the southerly access road 1,000 feet south of
Biesterfield. Cusack wants the road fenced off so as not to allow cars in
that area when the IDOT facility is not open.
Chairman Glass called the meeting back into session at 9:00 p.m.
Walter Haas, 1023 Lincoln, questioned the purpose of the hearing. He
wanted to know whether it was for annexation or for a special use permit.
Chairman Glass explained that annexation was the final step. The hearing

is for a request for a special use permit in a residential area for a
government facility. The question being asked is should the property be
given a special use permit if the Village annexes the IDOT property.
The letter written to Gary Parrin, Assistant Village Manager of Elk
Grove Village, from John Milano, Assistant Chief Council to IDOT of 6-11-90
was read into the record at the request of Haas.
Bacon was asked about IDOT' s operation by Haas. Bacon said that
normal operating hours are from 7 :30 a.m. to 4:00 p.m. Sometimes the
facility must open up 1-1/2 or 2 hours early or stay open 2 hours later.
Bacon was not aware of any normal nighttime operation. At one time, on one
day, the facility ran a 24 hour continuous operation just prior to the
reconstruction of the Dan Ryan Expressway.
Bacon stated that the IDOT facility responds to special operations and
weather conditions. The facility will have nightime operations during
nightime snow storms. IDOT is charged with this responsibility under the
law.
Commissioner Mullen questioned what the process would be to fight a
fire at the IDOT facility. Commissioner Henrici said that the Fire
Department would have to shuttle water in or in a pumper.
Commissioner Mullen asked if the IDOT facility has a sewer now. Bacon
said the site is using a septic system; therefore, if the facility doesn't
annex, it could still operate.
Ken Kane, 1029 Lincoln, asked what annexation was. Chairman Glass
explained annexation procedures.
Haas stated that IDOT was building in a flood plain. Chairman Glass
noted that the facility exists now. IDOT is not building anything. The
facility falls under federal and state laws with regards to flood plains.
Flood control laws and regulations exist and IDOT must abide by those
laws. Whether the facility annexes or not, the facility is there and it is
going to be there. Boffice stated there is no displacement of the flood
plain due to the interchange work. There is no reason to debate the flood
plain.
Rose Patrelli , 1036 Martha said that IDOT leveled the trees in the
back of her yard. !DOT also regraded the land causing her property to
flood but then fixed the drainage problem.

Chairman Glass said that the interchange ramp displaced a wetland so
the wetland is being relocated to another place. Boffice confirmed that
this work was done for the interchange.
Ramsey Crawfield, 729 Parkview, owns land adjacent to the
interchange. He said Mr. Willis assured residents during a meeting on the
interchange that they would have access to water and sewer lines. Chairman
Glass said he could not comment on that. Glass further said that water and

sewer would be available, but that does not necessarily mean the Village
will supply it to unincorporated areas.
Bacon said the water and sewer main lines are available. They come
under Biesterfield and go out under the new ramp. This would make water
and sewer accessible to residents east of the ramp.
Kniep asked if Martha will be improved. Bacon said that to a point
south of the second entrance, Martha will be resurfaced. It will be
widened to 22 - 24 feet. A 4 inch gravel base and a 6-8 inch asphalt base
will be constructed. Martha will then be accessible to 70,000-80,000 pound
vehicles.
Kniep stated that Martha needed a traffic signal . Bacon agreed. He
said there was not enough traffic volume to warrant a signal at
Biesterfield and Martha.
Renee Kane, 1025 Lincoln, asked what assurances the Plan Commission
would give that the laws will be abided by. Chairman Glass stated that the
unincorporated area is under county jurisdiction. If children are
gathering to party in Itasca Meadows, then the residents should phone the
County Sheriff. The Village would not patrol the area.
Mike Johnson, 1016 Lincoln, asked since the IDOT facility ran a 24
hour operation for the Dan Ryan reconstruction, then this could happen with
the building of the new Elgin-O'Hare Expressway. Bacon said the
Elgin-O'Hare was being built on new grounds and the Elk Grove facility
would not be involved. The only possible future 24 hour operation will be
for the Kennedy reconstruction sometime within the next several years. The
reasons the facility operated 24 hours for the Dan Ryan was because the
whole expressway had to be closed and restructured overnight. The 24 hour
operation was for one day only.
Kniep questioned whether the new ramps would be annexed and the access
roads off of Martha would be annexed. Bacon replied the ramps would be
annexed. Boffice stated it would be highly unusual for the Village to
annex the access roads to the IDOT site.
Patrelli stated the south portion of the IDOT facility has no barrier
between it and the homes. The north part has the ramp to act as a sound
barrier. Patrelli wanted to know if a berme or plant screen could be
installed to screen the south part of the IDOT facility from the
residences. Bacon said he would confer with IDOT's landscape section and
would get back to the Plan Commission.
Chairman Glass said that a special use permit for a particular
location is for an industrial site. Normally industrial next to
residential usually requires screening. Screening of the site is therefore
a reasonable request. j
Commissioner Henrici stated that if the IDOT facility is asking for a
special use permit in a residential district, the recommendation to the
Village Board should include screening for the homes.

Chairman Glass adjourned the Public Hearing. The Plan Commission will
again meet to discuss the item on August 15, 1990. The hearing was closed
at 10:00 p.m.
ITEM B
Fairway Plat of Subdivision
The Fairway Plat of Subdivision is for a car wash site on Nerge and
Rohlwing. The Plat has been reviewed by staff. It meets code. The strip
of land will be used for parking by Tasty Dawg.
Commissioner Mullen moved to authorize the Chairman and Secretary to
sign the Plat. Commissioner Paliganoff seconded the motion. Upon voting,
all AYES.
Commissioner Geinosky moved to adjourn the meeting. Commissioner
Meyers seconded the motion. Upon voting, all AYES.
Chairman Glass adjourned the meeting at 10:15 p.m.
