Johnson, Trustees Nancy J. Czarnik, Patton L. Feichter,Jeffrey C. Franke, Samuel L. Lissner, James P. Petri and Christine K. Prochno ABSENT: None A Quorum was present. Also Present: Village Manager Raymond R. Rummel,Village Attorney George B. Knickerbocker, Village Clerk Loretta M. Murphy 2. PLEDGE OF ALLEGIANCE - The Girl Scouts in the audience were asked to begin the Pledge of Allegiance. 3.APPROVAL OF MINUTES OF FEBRUARY 27, 2018 - Motion to approve the Minutes of the Regular Village Board Meeting held on February 27, 2018 as submitted and dispensed with the reading. Moved by Trustee Petri Seconded by Trustee Czarnik VOICE VOTE - Unanimous Approval (6-0) MOTION CARRIED 4. MAYOR&BOARD OF TRUSTEES' REPORT - Mayor Johnson- Mayor Johnson attended the following meetings: • March 1 -VFW Elevator Project- The goal is to have the elevator installed and working by July 4th. • March 1 - New Employee Orientation • March 8 - ComEd meeting regarding a new substation going in by the Jane Addams Tollway. • March 8 - Girl Scouts Troop 40023 &40540 toured the Village Hall • March 8 - 2018 Volunteer Appreciation Dinner • March 9 - Opioid Meeting with staff and parents to discuss a startup program to assist those that are in need of help from opioid addiction. The Village is preparing a state of the art program and is looking for the community to come together to assist in combating this major problem. We hope to unveil a program in April and want to address this problem head on to make a difference. (Audience applauded) PRESENTATION: COMMUNITY CHARACTER COALITION YOUTH CELEBRATION Mayor Johnson asked representatives from the Community Character Coalition (CCC), Trustee Pat Feichter, Betsy Boswell and Birdie Bisceglie, to join him at the podium. The CCC has a mission to educate, recognize and promote volunteerism in the community. The students from each of the following organizations received a certificate this evening. 1. Stevenson Water Project 2. Robert Frost 1St and 5th Grade Buddies 3. Pop Tab Collection - Byrd School 4. Socktober- Byrd School S. Craft Kits for Hospitalized Kids 6. Earthquake Relief- Clothing Drive for Catholic Charities 7. Girl Scout Troop 55191 - Christus Victor PADS Program 8. Elk Grove Leo Club - Pet Food Drive for Almost Home Foundation 9. Estudiantes Unidos - Grove Junior High - Oasis Camp 10. Hurricane Relief- Grove Junior High - Jog-A-Thon to Raise Funds for Red Cross 11. Grove WE Day Service Club - Grove Junior High - Walk for Water Campaign to Raise Funds for Kenya 12.After Mass Youth Group - St. Julian - Raised Funds and Volunteered in the Community as well as participate in the Catholic Heartwork Camp to assist residents in different communities that may need assistance with household chores. The CCC thanked the Mayor and Board of Trustees for allowing this event to be held annually. This is a great event for the community. The Mayor thanked the CCC for all of their efforts coordinating the event. Pagel of 5 Mayor Johnson brought the attention to Dr. Homann in the audience in relation to community service. Dr. Homann has a traveling dentistry program that will allow him to bring dentistry services to homes of patients that are unable to get to his office. TRUSTEE REPORTS: Trustee Prochno -The VFW will be hosting a St. Patrick's Day dinner on Saturday, March 17, from 4:30 PM to 8:30 PM. The price is $13.50 for adults and $5.95 for children ages 10 and under. The menu is corned beef, cabbage, red potatoes, carrots, Irish soda and rye breads, dessert and coffee. There will be two Beatings at 5:00 PM and 7:00 PM. Please call Lorraine at 847-437-3383 to make a reservation. The Elk Grove Lioness Club is offering two $1,000 scholarship awards through the Betty Erickson Memorial Scholarship Program. The scholarships are in memory of Betty Erickson, a longtime member of the Lioness Club who passed away in 2013. The purpose of the scholarship is to recognize high school seniors for their outstanding leadership, community participation and service to the community. Applicants must be a resident of Elk Grove Village, a high school senior attending a college, university or trade school in the fall, proof of service to their school and community, and demonstrate positive leadership qualities. Applications are available at Elk Grove High School, Conant High School and St. Viator or call the Village Hall and we will get you an application. Applications are due April 1 and the winners will be notified by May 1. Met with the Cub Scout Pack at Queen of the Rosary on Monday, March 12th for a discussion on energy and how recycling can create energy to save the environment. Trustee Feichter- Meet Chicago Northwest will be hosting a retreat next month for their board members and members of the community to discuss goals and plans for the next three years. The Woodfield shopping center will be opening four new restaurants near Sears within the next week. Trustee Czarnik-The Volunteer Dinner was a very nice event last Thursday, March 8. This dinner is a nice way for the Village to thank all those that help by volunteering and giving their time. The Frank J. Czarnik Memorial Scholarship Applications are available at Elk Grove, Conant and St.Viator High Schools, the village website and also at czarnikgolf.com. There are six (6) $1,000 awards available for graduating Elk Grove Village residents looking to continue their education. Applications are due April 13. Save the date and plan to attend the Frank J. Czarnik Annual Golf Outing on Friday,August 17, 2018 at 1:00 PM with a shotgun start. This activity raises the funds for the memorial scholarships. Trustee Petri -The Ambassador program visited the Hudson Company on Higgins Road on March 5th which handles concessions for O'Hare and Midway airports. On March 12th we visited Stone Link which is a granite company that specializes in products from Brazil. There was also a meeting at the Bensenville Police Station on March 121h for a meeting on the I-390 Tollway. Elk Grove will host a tollway meeting on June 12 at 6:30 p.m. Trustee Lissner- Stone Link just moved into Elk Grove Village this month. Trustee Franke - The Citizens Fire Academy is now full. It is highly recommended to sign up for the classes when they are available to give you an opportunity to see how the Fire and Police Departments work. 5.ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the February 28, 2018 Accounts Payable Warrant in the amount of$2,118,766.48. Authorization of a request from the Elk Grove Park District to waive permit fees in the amount of $1,865.00 for construction of a concrete skate park at Audubon Park, 300 E. Elk Grove Boulevard. b. Authorization to award a professional services contract to Johnny Rockets Fireworks Display Corporation of Chicago, IL to design and produce fireworks displays in an amount not to exceed $62,000. c. Authorization to award a professional service contract to Rebechini Studios, Inc. of Elk Grove Village, Page 2 of 5 IL to manufacture a LED illuminated sign in the amount of$74,072 from the Business Leaders Fund. d. Authorization to award a contract for furnishing Hot-Mix Asphalt Materials with Plote Construction Inc. of Hoffman Estates, IL for the 2018 MFT Hot-Mix Asphalt Material Purchase Contract in the amount of$74,370 from the Motor Fuel Tax Fund (MFT) and the Water& Sewer Fund. e. Authorization to award a professional service contract with Rai Concrete, Inc. of West Chicago, IL, for the 2018 Village-Wide Concrete Replacement Program in the amount not to exceed $257,637.50. f. Authorization of the following: • To award a construction contract to DuPage Topsoil, Inc. of West Chicago, IL for excavation work as part of the Meacham Fire Station reconstruction in the amount of$269,000 from the Capital Projects Fund; and • To award a construction contract to L.J. Morse Construction Company of Aurora, IL for metal studs and drywall work as part of the Meacham Fire Station reconstruction in the amount of$203,906 from the Capital Projects Fund. g. Authorization to award a professional service contract with Civiltech Engineering of Itasca, IL to provide the necessary construction engineering services for various infrastructure improvements throughout the Village for the 2018 construction season in the amount of$398,472 from the Water/Sewer and BLF Fund. h. Authorization to award a professional services contract to Gary R. Weber Associates, Inc. of Wheaton, IL for the design, engineering, and construction oversight for the Arlington Heights Road gateway feature in an amount not to exceed $56,686 from the Business Leaders Fund. i. Authorization to concur with prior authorization of a request from ML Realty Partners for sign variations located at 2250 Lively Boulevard. j. Authorization to adopt Ordinance No. 3544 entitled, "AN ORDINANCE AMENDING SECTION 7E- 6:A OF THE ZONING ORDINANCE OF THE VILLAGE OF ELK GROVE VILLAGE PERTAINING TO USES PROHIBITED IN I-1 INDUSTRIAL DISTRICTS." k. Mayor asked if the Village Board had any questions or if anyone would like to address the Village Board on the Consent Agenda items tonight. See none. REGULAR AGENDA- There are no items under Regular Agenda. 8. PLAN COMMISSION -Village Manager Rummel - The Village had asked the Plan Commission to consider a resubdivision of the property at 600 Landmeier which is the existing Public Works facility. The Village is building a new Public Works facility on Devon avenue and our intentions are to transfer the existing property of the Public Works facility over to Elk Grove Township. In order to do that we need to resubdivide the property to remove the existing cellular tower from the Public Works administrative office and garage area. The Plan Commission considered the request and recommends that the Village Board move ahead with the resubdivision. If it is approved this evening, it is recommended to place a resolution on the next agenda effectuating the resubdivision on that property. Mayor Johnson asked if the Village Board had any questions for the Assistant Village Manager prior to voting. Hear none. Motion to direct the Attorney to prepare the necessary documents for a Resubdivision at 600 Landmeier. Moved by Trustee Lissner Seconded by Trustee Feichter VOICE VOTE MOTION CARRIED - Unanimous Approval (6-0) The Village is currently working with the county to finalize documents and have the transfer of the property on Landmeier and the property on Chelmsford done simultaneously the same day. The goal is before the middle of May or sooner. 9. ZONING BOARD OF APPEALS - Village Manager Rummel - There are no items under the Zoning Board of Appeals for discussion this evening. 10.YOUTH COMMITTEE - Trustee Franke- There are four (4) $1,000 Youth Committee Scholarships available this year. Two are provided from the Elk Grove Parks Foundation and two are provided from the Village of Elk Grove. Information can be found in the high school career centers,the Elk Grove Park District and Village of Elk Grove websites. The deadline is May 4, 2018 and the winners will be notified after May 26, 2018. 11. BUSINESS LEADERS FORUM - Trustee Petri - The GOA Business Expo will be on Thursday, March 15, from 2:00 p.m. to 6:00 p.m. at Avalon Banquets. On Friday, March 16, at 10:00 a.m. the group will meet on at LuxRejie on Devon Avenue. This company makes crystal chandeliers. 12. CABLE TELEVISION COMMITTEE -Trustee Lissner- There was a meeting on March 6 with Comcast to discuss new technologies such as 4k television. There is a box coming out but your television has to be 4k compatible to offer an ultra-high definition viewing. 13. HEALTH &COMMUNITY SERVICES - Trustee Czarnik-A Caring Place is a respite program available from 9:30 AM to 3:00 PM on Monday,Wednesday and Thursday at Christus Victor Church. This is a socialization program for adults that is organized and supervised by trained and caring staff. Please call 847-437-2666 x24 for more information. The next Blood Drive is scheduled for April 21 at the Village Hall. 14. INFORMATION COMMITTEE -Trustee Lissner- On Wednesday, March 21, Enclave will have two presentations. There is a link on the Village website that will take you directly to the Enclave website for more information and to register. 15. RECYCLING &WASTE COMMITTEE -Trustee Feichter- There are 27 suburbs that are part of Solid Waste Agency of Northern Cook County (SWANCC). Trustee Feichter listed the number of pounds of recycled products that were collected in the area. 16. PARADE COMMITTEE - Trustee Czarnik- The Hometown Parade will be on Saturday,June 16, at 2:00 PM. The theme will be Music Through the Ages. This year the Elk Grove Food Pantry will be collecting canned food donations that day. The Grand Marshal is Kitty Weiner who will lead the parade. Kitty is an active member of the Rotary Club and the Community Character Coalition and was instrumental in raising the money for the VFW elevator-building fund. PERSONNEL COMMITTEE - Trustee Franke - The Village is looking for summer help with seasonal employees. This program runs for 10 weeks and applications are available on the Village website under Page 4 of 5 the Jobs section. 18.JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Prochno - No Report. 19. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Czarnik- The March newsletter will have information on the 2018 Street Maintenance Program with a list of residential and business streets that will be resurfaced. 20.AIRPORT UPDATE - Mayor Johnson - No report. 21. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - The concert lineup is as follows: • July 4 - Big&Rich - Rotary Green (near Elk Grove High School) followed by fireworks; • July 10 - Richard Marx- Village Green (near the Clock Tower); • July 17 - "Two for Tuesday" Sister Sledge and Village People - Village Green; • July 24 - Dionne Warwick- Village Green; and • July 31 - Bret Michaels - Village Green. 22. SPECIAL EVENTS - Mayor Johnson - The next event will be the Memorial Day Ceremony at the Pavilion at 10:45 AM. 23. LIQUOR COMMISSION - Mayor Johnson - No Report. 24. REPORT FROM VILLAGE MANAGER- No Report. 25. REPORT FROM VILLAGE CLERK- There have been 617 people that have utilized the Elk Grove Village Early Voting site. The hours are posted on the website and will continue through Monday, March 19, 2018. The polling places will open at 6:30 a.m. on Tuesday, March 20, 2018 for election day. 26. UNFINISHED BUSINESS - There were no items under Unfinished Business. 27. NEW BUSINESS - No items for New Business. 28. PUBLIC COMMENT - 8:35 PM - Mayor Johnson asked if anyone would like to address the Village Board this evening. Dr. Brian Homann stepped up to the podium and thanked Mayor Johnson for mentioning his traveling dentistry service. His service is set up to travel to hospice centers or nursing homes in the area to assist those patients that are unable to drive to his office. Dr. Homann had some suggestions to have a larger recycling bin for boxes to be recycled properly as opposed to placing boxes on the street next to the trash can. The Village will recap the recycling tips in a newsletter to assist with recyclables. Mayor Johnson noted that the Village Board will continue the Executive Session upstairs after the board meeting. 29.ADJOURNMENT - Motion to adjourn the Village Board meeting at 8:42PM.
