Chairman Glass called the meeting to order at 8:10 p.m. The two
newest members of the Plan Commission were introduced; John Meyers and
Nancy Czarnik. The new members of the Commission were brought up to
date on the Kimball Hill Project by Glenn Richmond and Chairman Glass.
TALBOT'S MILL (Kimball Hill )-Final Landscape and Screening Plan
Glenn Richmond reminded the Commission that when they last met,
the landscape plan did not show enough screening. As a result the plan
was revised to include additional screening.
Glenn Richmond then reviewed comments made by staff on the revised
landscape and screening plan.
Richmond indicated that the islands in the cul-de-sacs would be
maintained by the homeowners associations as discussed in the
annexation agreement.
Glenn Richmond also agrees to provide additional screening along
the east side of building #46 to adequately screen single family units
from the multi-family units across the lake. In addition, Kimball Hill
agreed to comply with the Village Engineer's comments to provide the
necessary screening along the southerly edge of the detention facility
adjacent to Devon Avenue. Such screening would be designated on the
entrance design drawings.

The Village Engineer recommended and Kimball Hill concurred, that
Sheet 1 ,2, and 3 of the Landscape and Screening Plan would control all
parkway tree plantings, area tree plantings, and necessary screening
with the exception of Devon Avenue and miscellaneous plantings on berms
located throughout the development. i

The Building Department's comments concerning the future
encroachment of the 10 foot line of sight due to overgrown trees was
i addressed. Glenn Richmond stated the trees would not be planted too
close together. Chairman Glass stated that the problem of an overgrown
tree is the homeowner's problem. It will be the responsibility of the
homeowners to trim the trees.
With all the comments addressed, a motion was made by George
Mullen to approve the Landscape and Screening Plan based on the
resolution of staff review comments dated May 3, 1989. The motion was
seconded by Dave Paliganoff and passed unanimously.
Alexian Brothers Unit 1-Cancer Center Subdivision

Susan Ruffer, Attorney for Alexian Brothers
Susan Ruffer explained to the Plan Commission that in order for a
hospital to have a treatment center, Illinois state law requires a
hospital to obtain a Certificate of Need, which takes a number of years
to obtain. It is easier for a non-hospital organization to receive a
Certificate of Exemption.
Ruffer confirmed by explaining that the property needed to be
subdivided in order to transfer it to the Sevelli Corporation, the
not-for-profit property management firm for Alexian Brothers. By
transferring the property to the Sevelli Corporation, the cancer care
center could qualify for the Certificate of Exemption.
The cancer care center has already been constructed, and is a
fairly large building. The center would be able to diagnose and treat
cancer patients as outpatients. The center will be staffed by doctors
from Loyola University Medical Center.
Staff comments were then discussed. The Village Engineer had
several comments. The Village Engineer recommended an easement
agreement between Alexian Brothers and the Sevelli Corporation; which
would make provisions for loading and unloading materials at the cancer
facility. Susan Ruffer stated that the petitioner was willing to
comply with all staff comments . Alan Boffice also recommended that a
water sewer license agreement should be drawn up in order for the
Village to have access to the property.
Following the review of staff comments , members listed the
following legal issues which should be addressed by the Village I

between the two buildings due to the i
proposed link?

- Due to the link, does the petitioner have
II to go to the Zoning Board of Appeals for
a zoning variation?
The Plan Commission also wanted the Village Attorney to review the
proposed special permit for the cancer center; and determine whether
this subdivision would be considered a major change and therefore,
require a public hearing. The Plan Commission did not disagree with
the concept of the subdivision, however, deferred action on the matter
until the legal issues were addressed.
A motion was made by George Mullen to adjourn. The motion was
seconded by Dave Paliganoff, and passed unanimously. The meeting
adjourned at 10: 10 p.m.
