Chairman Glass called the meeting to order at 8:20 p.m.
The members of the Plan Commission were informed by Chairman Glass
that due to a job transfer to London, England, Clark Fulton would be
resigning from the Pian Commission.
BOLGER-LENAGHAN -TEXT AMENDMENT
Since the last meeting on January 18, 1989, members of the Plan
Commission and the petitioners received copies of the DuPage Zoning
Ordinance for parking. A comparison study of Nerge Center has also
been prepared and distributed by the Building Department. In the
study, the proposed text amendment is compared to the current parking
ordinance.
Leah Cummins stated that the proposed text amendment did not offer
any long term solutions. Leah Cummins also expressed concern regarding
the new PACE bus route along Arlington Heights Road. Cummins was
concerned that people would park their cars in Elks Crossing and Grove
Mall to take the bus to the River Road CTA Station. Chairman Glass
stated that PACE probably picked these two locations for pick-up due to

their easy accessibility from the road for a "kiss and ride"
operation. Leah Cummins would like to see all of the ramifications
explored, before making a decision.
The basic concern of the Plan Commission was how to maintain ample
parking for high volume uses, such as restaurants, and at the same
time, give relief to shopping center owners. Fred Geinosky stated that
it would be difficult to come up with a text amendment that would
benefit everyone. Charles Byrum suggested limiting restaurants in
shopping centers by stating that only 40% of the gross leasable area
could be restaurants. The petitioner felt that a text amendment
specifying 4-1/2 - 5 parking spaces per 1,000 square feet, with the
exception of restaurants, would be satisfactory for all parties
involved.
Chairman Glass stated the text amendment would be retroactive,
unless written to the contrary. Chairman Glass suggested that Charles
Byrum and Tom Rettenbacher discuss a compromise, and put it into
writing. He felt this was a major change to the ordinance and the uses
might need some classification. Discussion on the Bolger-Lenaghan Text
Amendment was placed on the tentative agenda for February 15, 1989.
A motion for adjournment was then made by Leah Cummins, seconded
by Dave Paliganoff, and passed unanimously (Knudsen, Fulton, Mullen
absent) . The meeting was adjourned at 10:00 p.m.
