Chairman Glass called the meeting to order at 8:25 p.m.
Mr. Byrum summarized the petitioner's request for the Plan
Commission. The petitioners are asking to change the parking
requirements in B-2 and B-3 zoning districts. The proposed text
amendment would replace the current parking requirement of one
parking stall for every 180 feet of general retail space and one
parking stall for every two employees; to four spaces per 1,000
square feet of floor area for B-2 shopping centers.
The text amendment would apply to convenience shopping centers
with four or more tenants. The petitioner is requesting the text
amendment due to the hardship he is experiencing trying to re-lease
space in the shopping centers. The current parking requirements
result in a high percentage of requests for variations. Members
reviewed two examples prepared by the petitioner of how the proposed
text amendment would affect parking at the shopping center.

Donald O'Hara presented a shopping center parking demand
study to the Plan Commission. Dave Paliganoff expressed concern
over how to control the mix of uses at the shopping centers.Lenaghan
explained that the shopping center owners can control the anchors
but cannot really control the smaller businesses and restaurants.
Chuck Byrum stated there is a lot of wasted space due to
the currrent ordinance. Donald O'Hara claimed that it is not
the quantity of parking spaces that matter, but the convenience
of the spaces.
Leah Cummins asked if the text amendment would be retroactive,
and was told it would be retroactive. Cummins also expressed
concern about making any changes in parking requirements until
the effects of the interchange are determined.
Members discussed what would happen if the text amendment
were approved and is later determined to be ineffective. Members
noted that the ordinance could be changed, however, those with
parking arrangements consistent with the current ordinance would
be protected as a nonconforming use.
Members discussed alternatives to the proposed text amendment
as well as additional conditions that could be added to a text
amendment to help ensure adequate parking.
Chairman Glass asked the Building Commissioner to review
the petitioner's proposal and make recommendations. Chairman
Glass also asked Charles Byrum to look at the current ordinance
from the petitioner's viewpoint. Glass also asked the Building
Commissioner to distribute copies of the DuPage County parking
ordinance to the Plan Commission members. Discussion on the
text amendment was , continued to February 1, 1989.
A motion was made by Leah Cummins for adjournment, and was
seconded by Dave Paliganoff. The motion . . passed unanimously
(Fulton, Geinosky, Knudsen absent) and the meeting was adjourned
at 10:15 p.m.
