Also Present: Village Manager Raymond R. Rummel, Acting Village Attorney William J. Payne, Village Clerk Loretta M. Murphy 2. PLEDGE OF ALLEGIANCE 3. APPROVAL OF MINUTES OF MARCH 13, 2018 – Motion to approve the Minutes of the Regular Village Board Meeting held on March 13, 2018 as submitted and dispensed with the reading. Moved by Trustee Petri Seconded by Trustee Czarnik VOICE VOTE – Unanimous Approval (6-0) MOTION CARRIED 4. MAYOR & BOARD OF TRUSTEES' REPORT - Mayor Johnson – Mayor Johnson attended the following meetings:  March 15 - Japanese Exchange Student Visit to Village Hall (Thank you to Cliff Darnall, the coordinator of the program who will be retiring this year.)  March 20 - Budget Workshop  March 25 - Congratulatory letter sent to Trinity Gospel Church for their 30th Anniversary. REAPPOINTMENTS - Mayor Johnson asked the Village Board for approval to reappoint the following Boards and Commission members:  Fire & Police Commission: Butch Ehrke  Plan Commission - Fred Geinosky (Secretary), John Glass (Chairman)  Zoning Board of Appeals: Rosanna DeFrenza  Fire Pension: Bernard Goss, Timothy Sexton  Foreign Fire Insurance Board - James Denna, Jr., Erik Gambino, Jason Santeler  Police Pension Board - Warren Moody, Stephen Schmidt The Mayor thanked the committee members for their commitment to the Village and for volunteering their time to serve on the committees. Motion to approve Boards and Commissions reappointments. Moved by Trustee Lissner Seconded by Trustee Czarnik VOICE VOTE MOTION CARRIED – Unanimous Approval (6-0) TRUSTEE REPORTS: Trustee Petri – No Report. Trustee Czarnik – Received a tour of the Equinix Data Center on March 20th. The Frank J. Czarnik Memorial Scholarship Applications are available at the high schools, the website and at czarnikgolf.com. There are six (6) $1,000 awards available for graduating Elk Grove residents looking to continue their education. Applications are due April 13. Please save the date for the Frank J. Czarnik Annual Golf Outing on Friday, August 17, 2018 with a shotgun start at 1:00 PM. Trustee Feichter – EGTV recently won five (5) awards through the Wisconsin Community Media/Alliance for Community Media – Midwest Region “Best of the Midwest Media Fest 2018”. The annual meeting of Meet Chicago Northwest this year will be on Wednesday, May 9, in Schaumburg at Chandler’s. Trustee Franke – Mikerphone Brewery will host a fundraising event entitled “Smells Like a Beer Fest” and donate the proceeds to the Youth Scholarship Program. The event will be on Saturday, April 28, from 12:00 p.m. to 5:00 p.m. Tickets go on sale this evening through their website at Mikerphonebrewing.com. There is a limited amount of space so tickets will go quickly. Mikerphone helped raise money for the VFW elevator fundraiser last year and is helping the youth in the community this year by donating to the Page 2 of 5 scholarship program. Trustee Lissner – Attended the Greater O’Hare Expo on March 15th. A company in Elk Grove was there called eWorks located at 1201 Estes Avenue. eWorks accepts electronics for recycling year round and is open Monday through Friday from 9:00 AM to 4:00 PM. There was a Joint Action Water Agency Board of Directors Meeting on March 21st. The communities represented at this meeting are Elk Grove, Hanover Park, Hoffman Estates, Mount Prospect, Rolling Meadows, Schaumburg and Streamwood. An agreement was extended for another forty years. The rates from the City of Chicago will increase slightly but Elk Grove will not be raising the water rates. Trustee Prochno – The Business Expo was very well attended. The two remaining winter Farmers Markets are on April 7 and April 21 at the Christus Victor Church on Arlington Heights Road from 8:00 AM to 1:00 PM. The outdoor Farmers Market will begin on June 2 in the parking lot of the Village Hall. The VFW is promoting their April Rib Dinner on Saturday, April 14, from 5:00 PM to 8:30 PM at the VFW Hall on Devon. For reservations call 847-439-9284. This is the last week to apply for the Betty Erickson Memorial Scholarships that the Elk Grove Lioness Club is offering. There are two $1,000 scholarship awards available to high school seniors that will be attending a college, university or trade school in the fall. Applications are available at the high schools and are due on April 1. The winners will be notified by May 1. This scholarship program is in memory of Betty Erickson, a longtime member of the Lioness Club who passed away in 2013. The purpose of the scholarship is to recognize high school seniors for their outstanding leadership, community participation and service to the community. The students in the Italian Exchange Student Program are in Termini Imerese visiting their student counterparts this week during Spring Break. They are experiencing both the school culture and the culture of the community that will include Easter Sunday in Termini. 5. ACCOUNTS PAYABLE WARRANT: Motion to authorize payment of invoices as shown on the March 27, 2018 Accounts Payable Warrant in the amount of $588,879.25. Authorization of a request from Mikerphone Brewery located at 121 Garlisch Drive to waive the fees associated for a temporary Class D liquor license ($2,100) and any additional fees required for the Smells Like a Beer Fest on April 28, 2018. b. Authorization to renew a professional service contract to Lauterbach & Amen, LLP of Naperville, IL to perform the Village's annual audit in an amount not to exceed $34,750. c. Authorization to award a contract with Americana Landscape Group, Inc. of Elgin, IL, for the 2018 Parkway Restoration contract in the amount of $43,845.00 from the Public Works Land & Forestry and Water & Sewer budgets. d. Authorization to award a contract to Peters & Associates of Oakbrook Terrace, IL for the purchase of a HP/Nimble Storage Area Network (SAN) appliance in an amount not to exceed $52,059. e. Authorization of a professional services contract to Esscoe, Inc. of Lake Zurich, IL to install video security equipment around the exterior of the Municipal Building Complex in the amount of $131,587 from the Capital Replacement Fund. f. Authorization to purchase Bulk Rock Salt through the State of Illinois Joint Purchase Contract for the purchase of 2,400 tons of Bulk Rock Salt for the 2018-19 winter season at a maximum cost of $51.62 per ton to be paid from the FY 2019 Budget in an amount not to exceed $148,665.60. g. Authorization to award a contract to the lowest responsive and responsible bidder, Arrow Road Construction for the 2018 Business Park Street Rehabilitation Project in the amount of $742,598.15 from the BLF Fund. h. Authorization to award a contract to the lowest responsive and responsible bidder, Arrow Road Construction Company of Mount Prospect, IL for the 2018 MFT Hot-Mix Asphalt Resurfacing Contract in the amount of $958,710.67 from the Motor Fuel Tax Fund (MFT). i. Authorization to approve the third quarter financial report ending January 31, 2018. j. Authorization of a request to hold a Public Hearing before the Plan Commission to consider a Petition Page 3 of 5 submitted by McDonald's USA, LLC for a Resubdivision and Special Use Permit to operate a drive-thru restaurant at 901 Meacham. k. Authorization of a request to hold a Public Hearing before the Plan Commission to consider a Petition submitted by CN Group 228 to Rezone the property at 228 E Devon from R-1 to B-3. l. Authorization to adopt Resolution No. 15-18 entitled, “A RESOLUTION AUTHORIZING THE MAYOR AND VILLAGE CLERK TO EXECUTE A FARMERS MARKET LICENSE AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND ELK GROVE FARMERS MARKET, NFP.” m. Authorization to adopt Resolution No. 16-18 entitled, “A RESOLUTION AUTHORIZING THE MAYOR TO EXECUTE A LETTER OF RECEIPT STIPULATING THE TERMS OF AN AGREEMENT FOR AN APPLICATION SEEKING A COOK COUNTY CLASS 6B PROPERTY TAX EXEMPTION STATUS PURSUANT TO THE COOK COUNTY REAL PROPERTY CLASSIFICATION ORDINANCE AS AMENDED FEBRUARY 15, 2006 FOR CERTAIN REAL ESTATE LOCATED AT 825 NICHOLAS BLVD.” n. Authorization to award a contract to KFT Fire Trainer, LLC of Montvale, NJ for the purchase of a natural gas-fueled live fire training system as part of the Training Tower Construction Project, in the amount of $353,350 from the Capital Projects Fund. Authorization to concur with prior authorization of a request from Brennan Investment Group for sign variations at the Elk Grove Technology Park. The Community Development recommends approval. Mayor asked if the Village Board had any questions or if anyone would like to address the Village Board on the Regular Agenda items. See none. Authorization to adopt the following Ordinances and Resolutions pertaining to the annexation of Maison Du Val Subdivision. - Adopt Resolution No. 17-18 entitled, “A RESOLUTION AUTHORIZING THE MAYOR AND VILLAGE CLERK TO EXECUTE AN ANNEXATION AGREEMENT BETWEEN THE VILLAGE OF ELK GROVE VILLAGE AND THE DESIGNATED OWNERS OF PROPERTY TO BE ANNEXED TO THE VILLAGE (MEACHAM GROVE, LTD., EMERALD, INC.)” Motion to approve Regular Agenda item b. Resolution 17-18 Annexation Agreement at 751 Meacham. Ordinance 3548 annexing and rezoning certain territory to the Village of Elk Grove Village subject to various conditions and granting variations of the Village Code (Meacham Grove Ltd., Emerald, Inc.). PLAN COMMISSION - Village Manager Rummel – No Report. 9. ZONING BOARD OF APPEALS - Village Manager Rummel – No Report. 10. YOUTH COMMITTEE - Trustee Franke – There are four (4) $1,000 Youth Committee Scholarships available this year. Two are provided from the Elk Grove Parks Foundation and two are provided from the Village of Elk Grove. The deadline is May 4 and the winners will be notified after May 26. Information can be found in the high school career centers, the Elk Grove Park District and Village of Elk Grove websites. As previously mentioned, they will be donating money for the Youth Scholarship Program but there may be another surprise for Oktoberfest this year. 11. BUSINESS LEADERS FORUM - Trustee Lissner – On Friday, March 16, at 10:00 a.m. the group met at LuxRejie on Devon Avenue. This company ships in hand cut crystal chandeliers from the Czech Republic. 12. CABLE TELEVISION COMMITTEE - Trustee Lissner – No Report. 13. HEALTH & COMMUNITY SERVICES - Trustee Czarnik – The Blood Drive is scheduled for April 21 from 8:00 AM to 12:00 PM at the Village Hall. 14. INFORMATION COMMITTEE - Trustee Lissner – As previously mentioned in February, the MWRD brochure to help keep the waterways healthy and clean is on backorder. The 3rd Wednesday of the month Enclave offers a free presentation. The next one will be on April 18 at 5:30 PM. 15. RECYCLING & WASTE COMMITTEE – Trustee Feichter – The yard waste collection will begin the first week of April. This is the last month to bring in holiday lights for recycling at the Village Hall. The Village hopes to have a confirmation on the dates for upcoming recycling events by the next meeting. Mayor Johnson reminded the residents that it is okay to take the vehicle stickers off the windshields before June 1 since vehicle stickers are no longer required for the residents. Businesses will still need to purchase stickers though. 16. PARADE COMMITTEE - Trustee Czarnik – The Hometown Parade will be on Saturday, June 16, at 2:00 PM. The theme will be Music Through the Ages. This year the Elk Grove Food Pantry will be participating by collecting canned food donations along the parade route. The Grand Marshal, Kitty Weiner, will be leading the parade. Kitty is an member of the Elk Grove Rotary Club, Community Character Coalition and was instrumental in raising funds for the VFW elevator. A list of sponsors are: A & H Plumbing and Heating, Cross Town Electric, Grove Memorial Chapel, RoccoVino’s Italian Restaurant, Rohlig USA LLC, and the Rotary Club of Elk Grove Village. The next Parade meeting is on Monday, April 2 at 5:30 PM at the Charles J. Zettek Municipal Building in Room E. 17. PERSONNEL COMMITTEE - Trustee Franke – The Public Works Department is looking for seasonal employees to help out during the summer months. You must be a high school graduate and currently enrolled in college. The rate is $11.80 per hour and you work 40 hours a week for a total of 10 weeks. The information can be found on the Village website under the Jobs section. 18. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Prochno – No Report. 19. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Czarnik – The Director of Public Works has an update for the MS4 National Discharge Pollutant Elimination System Permit Program (NDPES). Vito Sammarco stated that a presentation was made last year to the Village Board discussing the program and an annual permit is required. The goal is to eliminate pollutants entering into our storm sewer system and ending up in our streams and creeks such as Salt Creek, Higgins Creek or the tributary to Willow Creek. As part of the permit process, an annual report needs to be submitted explaining to the IEPA the Page 5 of 5 steps that the Village has taken in six key areas: Public Education and Outreach; Public Participation/Involvement; Illicit Discharge Detection and Elimination; Construction Site Runoff Control, Post-Construction Runoff Control; and Pollution Prevention/Good Housekeeping for Municipal Operations. The Village has taken steps to post information about the program in the newsletters, on the website, a Public Service Announcement is airing on EGTV, and community involvement with the Salt Creek cleanup. In addition, the Sewer Department checks and monitors the discharge areas of the storm sewer system on a regular basis, all of the 2025 newly constructed buildings have been designed to incorporate detention facilities to settle out pollutants before they discharge into the storm sewer, practice construction best management practices and site checks, and the street sweeping and storm sewer structure cleaning programs. 20. AIRPORT UPDATE – Mayor Johnson – No report. 21. MID-SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson – The concert lineup is as follows:  July 4 – Big & Rich - Rotary Green (near Elk Grove High School) followed by fireworks;  July 10 – Richard Marx - Village Green (near the Clock Tower);  July 17 – “Two for Tuesday” Sister Sledge and the Village People - Village Green;  July 24 – Dionne Warwick - Village Green; and  July 31 – Bret Michaels - Village Green. 22. SPECIAL EVENTS - Mayor Johnson – The next event will be the Memorial Day Ceremony at the Pavilion at 10:45 AM. 23. LIQUOR COMMISSION - Mayor Johnson - No Report. 24. REPORT FROM VILLAGE MANAGER - No Report. 25. REPORT FROM VILLAGE CLERK – There was a total of 1,498 people that voted at the Elk Grove Village early voting site. 26. UNFINISHED BUSINESS – No items under Unfinished Business. 27. NEW BUSINESS – Trustee Lissner stated that Helen Lesky in the audience stopped him before the board meeting and asked him to discuss her concerns on the increase in school shootings. Helen would like the board to put together a Legislative letter similar to what a surrounding community placed in the newspaper. Trustee Lissner stated that nothing can be prepared this evening but he is asking if the board can consider some dialog at a future meeting. Mayor Johnson stated that the current Elk Grove ordinance prohibits anyone from purchasing hand guns in Elk Grove Village. Trustee Lissner was asked to put together a script for the Village Board to review. 28. PUBLIC COMMENT – 8:06 PM – Helen Lesky in the audience stated that the article in the Daily Herald was from a surrounding community and they were stating how concerned the community is about the increase in school shootings. Ms. Lesky was hoping to have multiple Villages come together and express their concerns similar to what the students are doing with the marches to possibly make a difference. Mayor Johnson stated that the Elk Grove Police Department provides security officers at the high schools now. Trustee Lissner will bring a reference to the Village Board for review on the matter. The key is to get people involved and educate people to try to keep control. Mayor Johnson asked if there were any additional comments. Trustee Feichter reminded everyone that the Community Character Coalition has five (5) scholarships awards available this year and the applications are due by April 14th. The scholarships are funded by Shinnyo-En and a private donor. Applications can be found in the high school career centers. 29. ADJOURNMENT - Motion to adjourn the Village Board meeting at 8:13 PM.
