Landscape Plan - Burger King

Chairman Glass explained that Burger King was before the Plan
Commission for approval of its landscape/screening plan only. Burger
King does not have to seek any approval to build on the proposed site
as the zoning covers their use and no variances are being requested.
The Elk Grove Village Land and Forestry Foreman had made several changes i
and recommendations to the original landscape plan submitted by Burger
Icing. Burger King had agreed to accept and implement these recommenda-
tions fully. The revised plan would cost in excess of $20,000 to
install. The restaurant will be built on the southeast corner of the
Grove Shopping Mall, along Arlington Heights Road. Although the Burger
King will have a drive-through window, it has been determined that the
drive-through will be an ancilliary use, not the main use of the
restaurant.

Residents from the Village Grove Apartments identified various
concerns including screening, litter, pedestrian traffic on private
property and noise pollution. John Glass pointed out that the shopping
center was in existence when the Village Grove Apartment complex was
built and that the proximity to shopping was one of the reasons for
the location of the complex. It was also noted that the theatre was
in operation when the Village Grove Apartments were constructed.
Additionally, the required "setback" of the building from the road
has been increased over the years to 50 feet from the previously
required 35 feet.
Scott Davidson of Chart House, Inc. (the firm which owns the
Burger King subsidiaries) related the information that the current
Burger King hours of operation are 10 a.m. to 10 p.m. and that the
peak hours are lunchtime and the 5 - 7 p.m. dinner hours. The
restaurant will seat 76 persons at capacity.
The two Burger King Managers, Stan Sobieski and Tony Kubon,
indicated that they will personally run the business with a family
concept. They further detailed their intention to constantly police
the grounds for litter. The restaurant will not sell any alcoholic
beverages nor will it have a cigarette machine or video .arcade games.
They indicated their willingness to personally handle any inquiries
or complaints from residents.
Ruth Guest noted that traffic from behind the shopping mall was
already a problem. The Manager of the shopping center, Joseph Serfecz
indicated that he would check into possible solutions.
After introducing members of the Plan Commission and staff, and
noting that all Plan Commission meetings are open meetings and that
input is welcome, Chairman Glass called a five minute recess.
Paul Levy, Vice President of M. Myers Properties, Inc. (which
manages the Village Grove Apartment complex) volunteered to pay the
cost of a landscape architect to develop a screening plan in concert
with Burger King representatives. Scott Davidson agreed with the
condition that the process not be drawn out. Approval by the Plan
Commission of a landscape/screening plan is required before a building
permit can be issued. Burger King intends to begin construction of
the restaurant in April, 1984. John Glass insisted that there be
staff review prior to Plan Commission approval.

Joe Luciani presented an updated exhibit with these changes:
(1) Cul-de-sacs and 50' right-of-ways included.
(2) An 8-unit building deleted.
(3) Two 16-unit buildings closer together.
John Glass indicated that the Plan Commission would require heavy
landscaping along Plum Grove Road and along the Golf Course. Paul
Ulatowski responded that the Golf Course will provide substantial
landscaping along that property Zine.

Centex agreed to move the tot lot from the southeast intersection
to the northern line of the development. The tot lots will be 1,800
square feet.
The retaining walls were discussed. The landscaping on top of
the retaining walls is planned to require no maintenance and the extra
timber at the bottom will make grass mowing easier. In response to
Commission members' concerns about the retaining walls deteriorating
in the future, Paul Ulatowski explained that these walls are planned,
the timbers are angled back, the timbers are specially treated, and
the walls are anchored in two different ways. Orrin Stangeland voiced
concerns over possible inquiries from falling off these walls. In
answer to inquiries by Dave Paliganoff regarding eventual deterioration
of the timbers, Paul Ulatowski reported that as the soil is stable and
the walls are a maximum of four feet high, it can be removed and replaced
without major work or equipment. Alternatives to timber retaining walls
(concrete, boulders, slopes) were discussed.
The garage entrance for Building 6 is very close to the intersection
and ackwardly placed. Centex agreed to change it.
The next point of discussion was monotony of design. Orrin
Stangeland stated his dissatisfication with the Hampton Farms product
wherein the backs are all monotonous. Joe Luciani responded that the
backs of the units in Section 26 will not be easily seen due to height
differences and angling differences. He indicated that color schemes
will be coordinated per building but developed individually. The Park
District will be putting in mature landscaping along that side which
will block the view of the backs of those units.
Plan Commission members noted that they want additional staff
review of retaining walls and some minor changes but agreed that Centex
could go ahead with their engineering plans.
The meeting was adjourned at 12:10 a.m.
