ELK GROVE VILLAGE PLAN COMMISSION
Date: Wednesday, July 24, 1985

The meeting was called to order by Chairman Glass at 8:10 p.m.

Gullo - Lively, Lunt Plat of Subdivision
Following brief discussion and review, Leah Cummins made a motion
to approve the resubdivision of the Gullo - Lively & Lunt plat. George
Mullen seconded the motion. The vote for approval passed unanimously.
Willow Woods Condos: Plat of Subdivision
Chairman Glass explained the history of action previously taken
by the Village Board and the Plan Commission for annexation of the
parcel at 801 Oakton Street in 1981.
After some discussion, Orrin Stangeland made a motion to approve
the plat of subdivision and David Paliganoff seconded it. The motion
was approved unanimously.

Drexel Property
The Public Hearing was called to order by Chairman Glass at 8:33 p.m.
He explained to the audience the purpose and proceedings of the Plan
Commission and laid out ground rules for proceeding. A brief review
of the July 17, 1985 meeting was given.
The public expressed concerns regarding: the integrity of Drexel's
management staff; a proposed traffic light at Devon Avenue; the demo-
graphics of the apartment dwellers; extending Beisner Road; potential
flooding problems; decreased property values; lack of access to Drexel 's
background information; need for more single-family not multi-family
housing; and the overall impact on Elk Grove Village as a whole.
Some of the other residents were concerned about: the accuracy
of Drexel 's studies; safety; discrimination against senior citizens,
handicapped and veterans; and whether or not the Village residents
could vote on the issue. In general, the people expressed a desire
to preserve the community for families.
One resident, Cathy Duoba, also a member of the Housing Commission,
stated that she has always supported a mix of residential housing but
with careful planning in advance. She further said that she did not
feel that this project was well planned.
John Glass read a memorandum into the testimony from Ray Peterson
regarding drainage.
George Mullen inquired about the County zoning for the parcel
and was told that it was zoned R-5 (10,000 square foot lots), R-4
(20,000 square foot lots), and R-8 (29 multi-family, units/acre).
Mr. Geinosky expressed concern about the similarity of the
elevations and color of the apartment buildings. Mr. Jahns explained
that to the casual observer there will be basic differences. within
each phase, however, the petitioner desires to remain consistent.
In response to a question by Mr. Geinosky regarding elevators,
Mr. Jahns remarked that over one-third of the units were accessible
to disabled people and senior citizens. In addition, the attorney
indicated that Drexel had met with the Village staff regarding the
Fire Code and the Building Code to insure safety.
In response to Fred Geinosky's question about alternative traffic
solutions, Mr. Jahns said that Drexel was open to suggestions. He
also noted that placement of Beisner Road next to I-290 was impractical
- due to the Village well house, a necessary signal at Devon Avenue,
and lack of a right-of-way. Mr. Geinosky stated that the traffic plan
presented by Drexel was not acceptable. Michael Ives noted that they
had followed the Village's Comprehensive Plan concerning the Beisner
Road extension.
There was some concern and discussion as to whether or not the
parcel contained historical artifacts.
Concern was expressed by Mr. Geinosky regarding the consideration
whether multi-family units were the "highest and best use" of the
land. Mr. Jahns stated that an expert appraiser was present to offer
testimony on that issue.
Orrin Stangeland asked Drexel if they would specifically refuse
to allow subsidized housing. Mr. Jahns answered in the affirmative.

Mr. Stangeland asked about the screening plans. Steve Welter discussed
the setbacks and screening by indicating that a 3' - 4' berm with
extensive plant material would be on the north border, and that a
lake and a 6.2 acre parksite would be on the east border.
Responding to a question from Orrin Stangeland about follow•-
through after development, Mr. Jahns replied that in all but one
previous Drexel development they have retained management control.
He replied further that Drexel 's use of the word "quality" referred
to the landscaping, character of the management, lower density, and
orientation of the buildings.
Mr. Stangeland expressed further concerns regarding the standard
of the buildings and why Drexel asked for variation from the Building
Codes. Mr. Jahns responded that the buildings were not of lower
standard. Fire Chief Henrici explained the staff acceptance of the
variations, including sprinkler systems utilizing plastic piping and
greater separation between buildings as these changes would improve
upon Code requirements.
Chairman Glass announced that the public hearing would be continued
to August 14, 1985 at 8:00 p.m. at a special meeting of the Plan
Commission. He stated that the preferred location would be Lively
Junior High, but that permission must first be sought from the Park
District.
The meeting was adjourned at 11 :40 p.m.
