Minutes ELK GROVE VILLAGE PLAN COMMISSION Date: Wednesday, June 5, 1985 Location: Multi Purpose Room Municipal Building 901 Wellington Avenue The meeting began at 8:00 p.m. Members Present: Members Absent: Leah Cummins, Acting Chairman John Glass George Mullen Orrin Stangeland Fred Geinosky Dave Palaganoff Clark Fulton Staff Present: Tom Rettenbacher, Building Commissioner The Plan Commission and others present viewed the video tape, the Exceptional Community, they were unanimous in their approval of the tape. B-2 Business property - 1000-1100 Rohlwing Road Mr. Orlando Magnelli owner of the property requested permission to cover with asphalt three small areas on his property. He has been unsuccessful in maintaining plantings in the areas. His snow plows were cutting into the areas and he requested permission to cover these locations. It was established that such action would not intensify the use of the property and would be an improvement. Permission was granted subject to a permit and inspection by the Building Department. It was noted by the Chair that the minutes are now shorter and less detailed than before. Just Pants Inc. Text Amendment- Docket 85-3 The Commission discussed the letter from George Knickerbocker, Village Attorney, dated June 5, 1985. A copy was given to C. Byrum, Attorney, for Just Pants. Mr. Byrum noted some changes made in the Text. He also stated item No. 1 was the key to the whole Amendment. The Plan Commission discussed the revised Text Amendment item by item and saw no need to make any changes. They asked the petitioner if the revisions presented any special problems to him or his clients. Mr. Byrum stated that their proposed site plan would meet all the conditions. The commissioners discussed the conditions among themselves and agreed. It was moved by Geroge Mullen and seconded by Clark Fulton that the revised Text as reviewed by the Village Attorney be approved and sent to the President and Board of trustees for adoption. Passed unanimously. I Plan Commission - 2 - June 5, 1985 The Commissioners again discussed the 8 items in the Text one by one and their application to Just Pants site plan and agreed that they provide necessary safeguards. Just Pants Inc. Preliminary Site Plan dated 2-18-85 Docket 85-4 Based on previous discussions and information submitted it was moved by George Mullen and seconded by Frederick Geinosky that the site plan submitted be approved. Under discussion the 8 items of the Special Use permit were reviewed. 1. No undue effect on the existing Day Care Center or Multi-Family residences in the rear sufficient separation. 2. Special Use for lot 2A as shown on site plan. 3. Not required by Commission. 4. Will meet requirements. 5. Will meet requirements. 6. Will meet requirements. 7. Will meet requirements. 8. No such uses proposed. After the discussion the motion was passed unanimously. Other Business A letter addressed to Commissioner, Leah Cummins from Pot Belly Stove Fire Arms Company was read along with a reply by the Building Commissioner stating that the retail sales of handguns was a prohibited use in the residential Zoning Districts. The resident wanted to receive and distribute handguns from his residence until his business crew was large enough for him to rent commercial property. The Commission saw no need to take any action. The Commission discussed changing their scheduled meeting date from July 3rd to July 10th. Since both dates presented conflicts and after reviewing their agenda it was unanimously agreed to cancel the July 3rd meeting and move any any items to the regular July 17th meeting. Section 23B-Centex was approved and signed by the Acting Chairman and Acting Secretary. Village Square Resubdivision was approved and signed by the Acting Chairman and Acting Secretary.
