ELK GROVE VILLAGE PLAN COMMISSION
Special Meeting
Date: Saturday, February 9, 1985
Location: Just Pants Offices
Rand Road
Des Plaines, Illinois
The meeting began at 9:45 a.m, at the Municipal Building, 901 Wellington
Avenue and proceeded by private vehicle to Des Plaines, Illinois.

Chuck Byrum, attorney representing Just Pants and others associated with
Just Pants (Bert Cohen, Charles Cohen and Marshall Freedman) , provided a
tour of the Just Pants offices in Des Plaines, Illinois. Chuck Byrum
explained that his clients want to locate in Elk Grove Village with
sufficient space for both office and warehouse uses. They may request
retail use on a limited basis for discount sales. It was stressed that
the new location would not be a distribution center and that the primary
means of transporting any goods from the site to any retail store would
be by van. Most shipments to the retail stores go directly from the
manufacturer. Items from this headquarter site would basically be stock
for stores without stockrooms. The rest of the warehouse area would be
used for storage of equipment, records, office supplies, and off-season
clothing. John Glass noted that given the size of the proposed facility,
it would be insufficient if the petitioner later decided to use it as a
distribution point.
Charles Cohen reported that medium-size trucks would be utilized perhaps
twice a week during peak months (August, November) to as little as one
every six or seven weeks. Use of large 45' trucks would be very rare.
Leah Cummins requested information on possible hours of retail sales.
Charles Cohen replied, noon - 9 p.m. on weekdays and noon - 6 p.m. on
weekends.
Bert Cohen asked the Commissioners if access from Devon Avenue, rather
than Bonaventure Drive, would allay some of their concerns regarding
traffic near the daycare center. Commissioners responded positively
and noted that an entrance on Devon Avenue would be up to Cook County
to approve.

Leah Cummins inquired about the usefulness of the building if, in five
years, Just Pants expanded into a larger facility elsewhere in Elk
Grove Village. Chuck Byrum stated that the Special Use Permit would
protect the Village. Charles Cohen noted that the proposed facility
would serve his needs for many years even with good company growth.
John Glass wondered if the building would have two stories of offices.
Charles Cohen responded that architectural plans have not been
developed and the size of the property purchased would also be a
determining factor. Office hours, he stated, would be 9 a.m. - 6 p.m.
on weekdays and perhaps a skeleton crew in the office on Saturdays.
Possible public hearing dates were discussed.
The meeting was adjourned and everyone returned to the Village Hall
at 11:50 a.m.
