ELK GROVE VILLAGE PLAN COMMISSION

The meeting was called to order at 8:20 p.m. by Chairman Glass.

A revised site plan was submitted which relocated the fast-food-
drive-up lane to the north and indicated barrier strips in the parking
lot areas. The petitioner stated that proper signage would be used
extensively throughout the development. Dave Paliganoff raised concerns
about lack of a waiting area for the fast-food customer who places a
large order (perhaps lunch orders for his office) . The Plan Commission
decided to recommend that at least two (2) parking spaces be added to
the area east of the pick-up area. John Glass suggested that the
additional parking spaces could be angled and camouflaged by landscaping
so as to discourage incoming traffic from using those spaces. Commissioners
discussed stacking aisles at peak demand times.
The draft finding of fact was amended to include the recommendation
that the Village Board require an internal signage plan be approved by
the Plan Commission in conjunction with the final landscape and lighting
plans prior to the issuance of a building permit.
Just Pants
Chuck Byrum, attorney for Just Pants, informed the Commission
that his client remains very interested in an Elk Grove Village site
on Bonaventure Drive for the corporate headquarters of Just Pants.
The use would be 50% office and 50% warehouse with most of the deliveries
being by small van. Chuck Byrum requested that the Plan Commission
agree to a conceptual meeting on the topic and visit the current head-
quarters located in Des Plaines, Illinois. Members agreed to hold a
special meeting on Saturday, February 9, 1985 and depart from the
Village Hall at 9:45 a.m.

Public Hearing - Docket 84-9: Petition for Rezoning to R-3 Special Use
Centex Section 23B, Resubdivision 3
Persons present: Gerry Harker, Joe Luciani, Paul Ulatowski, Fred
Feinstein. No court reporter was present. The transcript from November
14, 1984 did not indicate that the public hearing would be continued.
The Plan Commission and the petitioner agreed that the public hearing
should be continued as three area residents had not been informed of
the initial hearing. A tape recorder was set up and the tape recording
will be committed to paper and preserved as testimony. There being
no public present, the public hearing was adjourned.
John Glass related to the other Commissioners that on January 15,
1985 the Village Board reaffirmed its policy to not extend Biesterfield
Road to Plum Grove Road.
Discussion ensued on the various green, open spaces on the site
plan. The Plan Commission and petitioners agreed on the following:
- lots on the east side of Vine, south of Baltimore will be
built with the Stockbridge product;
- an additional lot on Potomac Drive will be built with the
Stockbridge product;
- the open space shown north of Hampshire Drive will be open
space under private ownership;
- all other open spaces will be dedicated to the Park District;
and
- the two (2) walkways to the open space shall be improved with
four (4) foot wide concrete sidewalks by the developer.
George Mullen recommended that the Village Board approve rezoning
to a Special Use in the R-3, Residential District for Section 23B,
Phase III with the site plan changes noted above. The motion was
seconded by Clark Fulton and unanimously passed (Geinosky, Stangeland,
Cummins absent) .
Gerry Harker indicated that the subdivision plats would be sub-
mitted for review and approval in several phases rather than all at
once.
The meeting was adjourned at 11:23 p.m.
