Rummel, Village Attorney George B. Knickerbocker, Village Clerk Loretta M. Murphy 2. PLEDGE OF ALLEGIANCE INVOCATION - FATHER FRED PESEK, QUEEN OF THE ROSARY CHURCH 3. APPROVAL OF MINUTES OF MARCH 27, 2018 - Motion to approve the Minutes of the Regular Village Board Meeting held on March 27, 2018 as submitted and dispensed with the reading. Moved by Trustee Petri Seconded by Trustee Czarnik VOICE VOTE - Unanimous Approval (6-0) MOTION CARRIED 4. MAYOR & BOARD OF TRUSTEES' REPORT - Mayor Johnson - Mayor Johnson attended the following meetings: • March 29 - Tollway Board • April 5 - Ribbon cutting at RADA Auto, an auto repair and maintenance shop located at 160 Martin. Pensions There are three pension funds that most towns are a part of: one for Police Officers, one for the Firefighters and the third is the Illinois Municipal Retirement Fund for Village staff. The IMRF is now funded over 91%. The Police/Fire pensions are getting better every year as well. Gun Issues Concerns about gun laws were brought up at the last board meeting for the Village Board to consider reaching out to legislative officials to express the concerns of the Village. The Village Board reviewed the information in the newspapers and discussed the issue. When Springfield proposes laws, the Village Board generally responds to whether the law is detrimental or good for the community. The article in the paper from another municipality showed no specific issues and the information was more generic in terms. Village staff has been reviewing what we have been doing for school safety. The Police Department has had a Safety Resource Officer assigned to Elk Grove High School for years. District 54 has reached out to the Village for possibly having a Safety Resource Officer at Meade Jr. High and the Village also spoke with the Superintendent of District 59 for Grove Jr. High. The Police Department annually does a workshop to cover safety and security issues with all of the schools in Elk Grove Village. Just this year our Police Officers attended a District 54 safety meeting and discussed the options to incorporate Run -Hide -Fight for decision making if an event occurred. The Police Department also conducted lock down drills at Rupley and Stevenson schools to reinforce what they've learned. In the last two weeks Crime Prevention went out to all of the District 54 schools at their request, to double check the security system in place for entering the schools. During Spring Break the Police Department re-evaluated everything at Elk Grove High School to make sure that everything is secure. The Village has a long good working relationship with all of the schools. The Village is very comfortable with everything they are doing to address the concerns about school safety. The Village is on top of things and does everything possible to protect the residents and the students. The Mayor thanked the Police Department for all of their efforts. A resident expressed concerns about what happens all over the world not just in Elk Grove Village. The Mayor stated that the Village is doing everything we can to protect the residents and measures are in place. The Elk Grove Village Resource Officer will do their job and do it correctly. Vacancy Rate - The current vacancy rate in the business park is at a historic low at 2.87%. Tree City Award - Elk Grove Village was named a Tree City once again. Since 2012, Public Works has planted over 4,200 trees and over the next three years they will plant another 1,500 trees to take care of the Emerald Ash Borer Pagel of 8 damage and replacement of older trees in the Village. School Ratings - People talk about ratings for the local school districts. There are two different school districts in Elk Grove Village - one on the east side of Route 53 is District 59, and the other is on the West side of Route 53 which is District 54. They are both phenomenal school districts. The Mayor talked about how schools are ranked and how impressive the schools are providing the best level of education to the students of Elk Grove Village. The teachers work with students to overcome the language barrier to reach the level that they need to be at to become better students. It is discouraging to hear realtors talk about the low ranking in the schools when Elk Grove High School last school year had the Illinois Teacher of the Year. Elk Grove High School this year has the Principal of the Year for Illinois and the School District 214 has the Superintendent of the Year of Illinois and in the Nation. The Best Teacher, Best Principal and Best Superintendent are all linked to Elk Grove High School. No one can ever say that our schools are lacking. We have the best schools, teachers and administrators that provide the best education to the students. PRESENTATIONS - Mayor Johnson asked Paul Kelly and Ricky Castro from Elk Grove High School to join him at the podium. Dr. Schuler was unable to attend the meeting tonight. The Mayor read the following proclamations honoring these individuals on their accomplishments: • Dr. David Schuler for being named 2018 National Superintendent of the Year and designating April 11, 2018 as "Dr. David R. Schuler Day" in Elk Grove Village; • Ricardo "Ricky" Castro named as 2017 Illinois Teacher of the Year and designating April 13, 2018 as "Ricky Castro Day" in Elk Grove Village; and • Paul Kelly named as 2018 Illinois High School Principal of the Year and designating April 12, 2018 as "Paul Kelly Day". Ricky Castro and Paul Kelly spoke to the community and thanked the Village Board for their continued support for the public schools. Elk Grove High School is in the top ten of all open enrollment public high schools in the State of Illinois in the Washington Post Challenge Index which is a description of the most challenging high schools in the United States. In the entire state of Illinois, Elk Grove High School has been in the top ten of all open enrollment schools with mostly advanced placement coursework. Elk Grove High School was also the National Champions in the Automated Manufacturing Competition in the Skills USA Program. Whatever pathway a student needs to find and wants to find, staff will help them find it to reach their goals. Next year's graduating class will have 80% of the students leave with college credits already in their hands. There are 2,000 students at the school with 200 staff members and the entire community work: together to make things happen for the students. TRUSTEE REPORTS: Trustee Prochno - The exchange students are back from Termini Imerese and the Cultural experience went very well. Saturday, April 21St is the last indoor Farmers Market from 8:00 AM -1:00 PM at the Christus Victor Church on Arlington Heights Road. The outdoor Farmers Market will begin on June 2 in the Village Square. The VFW is having a Rib Dinner on Saturday, April 14, from 5:00 PM to 8:30 PM at the VFW Hall on Devon. For reservations call 847-439-9284. Trustee Feichter - The Community Character Coalition is offering five (5) $1,000 Scholarships this year thanks to the generosity of Shinnyo-en Foundation, a generous donation from Donna Dickson, the Friends of the Library, and funds that are raised by the CCC. The deadline to apply is April 12th at 3:00 PM. The program focuses on students that can display contributions that have been made to the Village, school and academics. Recipients will be awarded at the May 8th Village Board Meeting. The Celebration of Cultures last Friday was very successful and a great opportunity to learn about all the different cultures in Elk Grove Village. The CCC received 835 items that were donated to a homeless Veterans facility in Chicago. Trustee Franke - Mikerphone Brewery helped to raise funds last year for the VFW. This year they are helping to raise funds for the Youth Scholarship Program by hosting a fundraising event entitled "Smells Like a Beer Fest". We appreciate their support to the Village. Trustee Lissner - April is Autism Awareness Month at Amita. Trustee Czarnik -There was a Business Ambassador visit at LA -CO Industries at 1201 Pratt on April 9th. They have been in the Village for over twenty years and have expanded and are planning to expand again. Last reminder for the Frank J. Czarnik Memorial Scholarship Applications that are available at the high schools, the website and at czarnikgolf.com. There are six (6) $1,000 awards available for graduating Elk Grove residents looking to continue their education. Applications are due April 13. Trustee Petri - Attended the Rada Auto ribbon cutting on April 5th. 5. There is a sign variation request for Ridge Family Center for Learning located at 650 Ridge Avenue for a sign that exceeds 45 square feet in area and a representative was present to answer any questions from the Board. Mayor asked if the Village Board had any questions or if anyone would like to address the representative from the sign company. See none. Motion to approve Regular Agenda item a. for a sign variation for Ridge Family Center for Learning. PLAN COMMISSION - Village Manager Rummel - a. A request was submitted by F&P Hospitality for a Resubdivision from one (1) lot to two (2) lots at property located at 2550 Landmeier Road. This item pertains to separating the detention pond from the Wyndham Garden Hotel property for the Village to take ownership for the purpose of preventing flooding along Landmeier Road. The Plan Commission unanimously recommended approval. Motion to direct the Village Attorney to prepare the necessary documents for Resubdivision at 2550 Landmeier Road. Moved by Trustee Czarnik Seconded by Trustee Feichter VOICE VOTE - Unanimous Approval (6-0) MOTION CARRIED b. This item pertains to the Elk Grove Technology Park with a request submitted by GB Elk Grove 1, LLC for a Resubdivision of the western portion of the property from one (1) lot to seven (7) lots which would include five (5) industrial lots and two (2) commercial lots. The Plan Commission has seen this prior to the Annexation and has reviewed this topic with a unanimous recommendation for the Board. Motion to direct the Village Attorney to prepare the paperwork for Resubdivision for the Elk Grove Technology Park. Moved by Trustee Lissner Seconded by Trustee Czarnik VOICE VOTE - Unanimous Approval (6-0) MOTION CARRIED 9. ZONING BOARD OF APPEALS - Village Manager Rummel - There are no items for discussion under the ZBA this evening. 10. YOUTH COMMITTEE - Trustee Franke - There are four (4) $1,000 Youth Committee Scholarships available this year. Two are provided from the Elk Grove Parks Foundation and two are provided from the Village of Elk Grove. The deadline is May 4 and the winners will be notified after May 26. Information can be Page 6 of 8 found in the high school career centers, the Elk Grove Park District and Village websites. 11. BUSINESS LEADERS FORUM - Trustee Petri - On Thursday, April 5, there was a Steering Committee meeting at the Enclave building. Trustee Lissner added that there was also a visit on April 6 to Champion Container that is actually located in Wood Dale. The CEO is part of the Business Development Committee for the City of Elmhurst and wanted to meet with Elk Grove to find out how we are getting the vacancy rate down so low. LA -CO Industries was another company visited that makes things out of liquid paint similar to the Crayola but crayons are wax instead of paint. They have been in business since 1934. 12. CABLE TELEVISION COMMITTEE - Trustee Lissner - No Report. 13. HEALTH & COMMUNITY SERVICES - Trustee Czarnik - The Blood Drive was on April 7 and there were 26 donations. Thank you to all who participated. 14. INFORMATION COMMITTEE - Trustee Lissner - On the website, there are currently nine (9) solicitors in the Village with permits. The Village does background checks on the solicitors but not on the companies so anyone looking to purchase something needs to do their own research on the company. The Village has No Solicitors stickers available if anyone is interested in obtaining one. If someone comes to your door without an ID, please call 9-1-1 immediately and the Police will respond. At 2:00 PM and 6:00 PM, there is a program on EGTV called Elk Grove Update that shows all of the photo IDs for current solicitors in the Village. There are some exceptions when you do not need a permit - if you are a high school student selling fundraising items like for football, someone from a religious organization or a politician running for an upcoming election. However, if it is a person in their twenties trying to sell books they should have a permit with the Village. There is a Spring Cleanup Assistance Program offered by Elk Grove High School. Residents will need to get their requests in by Friday, April 20th and students can help out seniors with any yardwork on Friday, April 27th. The large branch pickup is coming up. The east side of 53 pickup is on April 16-20, the west side of 53 pickup is on April 23-27. Anyone can call Public Works at 847-734-8800 to schedule a pickup. 15. RECYCLING & WASTE COMMITTEE - Trustee Feichter - The date for the Elk Grove Recycling Event is on Saturday, June 2, from 9:00 AM to 12:00 PM at the Oakton Fire Station. This event is hosted by Elk Grove Village and SWANCC. Paper documents and electronics will be accepted with a limit of six (6) file size boxes or paper shopping bags per vehicle. No plastic bags are allowed. There is a complete list of items that are accepted on the Village website. A second Hazardous Materials Recycling Event for Elk Grove Village residents only will be on Saturday, June 9, from 9:00 AM to 12:00 PM in the Elk Grove High School parking lot. Items that will be accepted is motor oil, paint (latex/oil), and antifreeze only. They will not be accepting spray paint, solvents, sealants or other household waste. Trustee Lissner did remind everyone that e-Waste is available during the week to take electronics in the Village but there may a small charge for some items. 16. PARADE COMMITTEE - Trustee Czarnik - The Hometown Parade will be on Saturday, June 16, at 2:00 PM. The theme is Music Through the Ages. This year the Elk Grove Food Pantry will be participating by collecting canned food donations along the parade route. The Grand Marshal, Kitty Weiner, will be leading the parade. Kitty is a member of the Elk Grove Rotary Club, Community Character Coalition and was instrumental in raising funds for the VFW elevator. A list of sponsors are: A & H Plumbing and Heating, Chicago Offset, Cross Town Electric, Grove Memorial Chapel, Jaco Tech, Jerry Castle & Son Hi -Lift Inc., RoccoVino's Italian Restaurant, Rohlig USA LLC, and the Rotary Club of Elk Grove Village. The next Parade meeting is on Monday, May 7 at 5:30 PM at the Charles J. Zettek Municipal Building in Room E. 17. PERSONNEL COMMITTEE - Trustee Franke - The Public Works Department is looking for seasonal employees to help out during the summer months. You must be a high school graduate and currently enrolled in college. The rate is $11.80 per hour and you work 40 hours a week for a total of 10 weeks. More information can be found on the Village website under the Employment section. 18. JUDICIARY, PLANNING AND ZONING COMMITTEE - Trustee Prochno - No Report. 19. CAPITAL IMPROVEMENTS COMMITTEE - Trustee Czarnik - Residents and businesses that are affected by the 2018 Street Maintenance Program have been sent letters notifying them of the work to begin in June and completed by September. The Village newsletter will have the streets listed for anyone interested in learning how the repairs may affect you in your commute. 20. AIRPORT UPDATE - Mayor Johnson - No report. 21. MID -SUMMER CLASSICS CONCERT SERIES UPDATE - Mayor Johnson - The concert lineup is as follows; • July 4 - Big & Rich - Rotary Green (near Elk Grove High School) followed by fireworks; • July 10 - Richard Marx - Village Green (near the Clock Tower); • July 17 - "Two for Tuesday" Sister Sledge and the Village People - Village Green; • July 24 - Dionne Warwick - Village Green; and • July 31- Bret Michaels - Village Green.
