Denise Sprig, Planner and Landscape Architect with the Daly Group Vipin Patel, Civil Engineer, Patel and Associates Glen Aube1, Realtor and Real Estate Appraiser Approximately 120 people in the audience The meeting was called to order at 8:08 p.m. I I Hamilton Lakes Village - Phase I, Final Plat Following brief review of the plat, George Mullen made a motion to recommend approval subject to staff review. Leah Cummins seconded the motion. The vote for approval was unanimous. I I Revisions to the June 26, 1986 Minutes Leah Cummins requested that the minutes of June 26, 1986 be revised to include her concerns regarding traffic congestion and the adequacy of the Village water supply. Fred Geinosky motioned to approve the minutes as revised and Clark Fulton seconded it. The vote for approval was unanimous. Mark Street - 3rd Resubdivision Plat Following brief discussion and review of the plat, George Mullen motioned to recommend approval subject to review. David Paliganoff seconded the motion. .• I 1. • Plan Commission Minutes - 2 - October 15, 1986 DOCKET 86-12: Manav Seva Mandir, Inc. - Special Use Petition Suresh Mehta stated that Manav Seva Mandir, Inc. (MSM) wanted to establish a religious, cultural and educational center in the vacant Mark Hopkins School building. He stated that MSM would not alter the exterior of the building and would be making only minor alterations to the interior of the building. Mehta further stated that the existing parking lot would be sufficient to meet MSM's current needs. The organization would not have any late night activities, he said. The programs and activities at Mark Hopkins School would be spread out over the course of the day. Mehta said that during the day the peak usage time would be between 7 p.m. and 9 p.m. At this time approximately 30-40 people would be using the facility at one time. On weekends, approximately 140-160 people would use the building during the peak usage hours. Arvind Modi explained the various types of activities that would take place in the facility. Among these activities were classical dance and music lessons, language courses, worship, special services, yoga and mediation. The rooms that were not used for these purposes would be used for an office, a meeting room, a visiting pastor suite, library and reference, education, a suite for the clergy family, and a reception area. Denise Sprig stated that the proposed usage would be compatible with the surrounding area. She said that the MSM activities would be similar to the school that was previously in the building. The religious /educational center would not diminish the property values of property around the center. She noted the importance of having an appropriate use for the facility. Vipin Patel stated that there are 60 existing parking spaces available at the school. This number meets Village codes and is adequate for MSM's present needs based upon the number of people who currently come to MSM activities. Additional parking, up to 94 spaces, could be made available if needed in the future. Glen Aubel stated that the proposed use for the building would not adversely impact the neighborhood. He testified that based on studies of non-school uses of school buildings throughout Cook and DuPage Counties, property values of adjacent homes would not be adversely impacted by the center. (9:30 p.m. - 5 minute recess) George Mullen asked if there were any other groups of MSM in the Chicago area. Modi responded that there were no other MSM groups, but there are other sects of Hindus with their own facilities in the Chicago area. Modi stated that mSr1 currently has 200 families j that are members. He further noted that the area has the potential i for up to 500 families. David Paliganoff asked if other people would be able to use the facilities. Modi responded that a meeting room would be available for use by nonprofit organizations. Paliganoff inquired about an on-street parking problem. Modi stated that no problem should result. Clark Fulton inquired about the intensity of use on a daily basis. Mehta responded that the meeting rooms, language classes, library, classical dances and tutorial sessions would be open to area residents. Fred Geinosky inquired whether the facility would be used on a 24 hour basis. Mehta responded that it only would be used from approximately 7 a.m. - 10 p.m. Chairman Glass announced that the hearing would be continued on Wednesday, October 22, 1986 at 8:00 p.m. The meeting was adjourned at 11:08 p.m. Respectively submitted, / AL John M.
