MEETING MINUTES

Call to Order:
The meeting was called to order at 8 : 03 p.m. The minutes
of the September meeting were approved as presented.
Coordinator ' s Report: Given by Nancy Eike
Ms . Eike presented information on the Northwest 2001 Conference
which was exceptionally interesting, challenging and even
entertaining; for that reason she shared some details of
that conference with the Board:
1 . In School District 15 , 56 different languages are spoken.
2 . 15% of the school age population in District 15 is physically
or mentally handicapped.
3 . By the year 2020 the United States will be home to the
5th largest Hispanic population.
4 . 70% of women are in the work force.
5 . Of 30-34 year olds in 1980 , 65% owned homes while in
1988 it has dropped to 53% .
6 . The "Smart House" will be the home of the future.
7 . People will change their field of employment on an average
of 5 times in their life time.
The Suburban Health Care System is hoping to open in December.
They estimate -that they will be able to serve approximately
1 , 300 with the present funding, but the need identified
was 7 , 700 families . Additional funding is needed.

COMMITTEE REPORTS :
Elk Grove Distance Classic : Given by Barbara Pohn
Agencies which usually benefit from the financial return
of the Classic have been contacted again to indicate their
present needs and funding requirements . Ms . Pohn raised
a question about the percentages of allocation and whether
the Park District percentage should be decreased and the
agencies increased, as agencies are suffering financial
cutbacks . After discussion it was moved by Ms . Pohn and
seconded by Marge Mahoney to distribute the funds according
to the following formula: 20% for schools ; 45% for agencies;
25% for the park district; and loo to be contained in a
contingency for needs of which the office is made aware
some time during 1989 after the majority of the funds have
been dispersed. The motion was unanimously carried.
Ms . Eike described in some detail the financial element
of the Classic and presented a financial report.
Ms . Pohn described the work of Ed Jordan who provided the
sound system and his own services gratis throughout the
Classic , and suggested that the Board offer him an honorarium
of $100 . That was moved by Randy Melind, seconded by Dick
Penley and unanimously approved.
It has been suggested to the staff of the Community Services
office that the registration fee for the participants of
the Classic be reconsidered for next year so that the rates
are more competitive and also increasing the late registration
fee to encourage runners to register early.
In an effort, therefore, to allow for the registration on
the day of the race not being as burdensome as it has been
in the past, Mr. Penley moved and Mr . Melind seconded. a
proposal that for 1989 the registration fee be $9 . 00 , and
late registrants , be required to pay $12 . 00 . The motion
was carried unanimously.
Senior Citizen Concern Committee:
Members of the Board had an opportunity to review the report
and were generous in their praise and commendation of Ms .
Eike for the splendid job in synthesizing the results of
two surveys of the health and social needs of senior members
of Elk Grove Village. It was discussed that an Ad Hoc Committee
be formed to further address the issues in the report.
Therefore, Ms . Dalaskey appointed a committee of Ruth Guest,
Barbara Pohn and Marge Mahoney to review the reports together,
make recommendations, identify which needs ought to be handled
by what agency, etc; to review same with Ms . Eike and to

report on their work at the next meeting of the Board.
Also, reviewed was an article in the Herald . After some
considerable discussion Ms . Dalaskey noted that she would
communicate the Board ' s concerns which contained comments
from an official and a trustee of Elk Grove Township about
the article to Mr . Zettek before addressing them in a more
public forum.
By-Laws Committee:
Ms . Dalaskey noted that she had met with President Zettek
two weeks ago asking that he review the proposed bylaws
for the Community Service Office and present them to the
trustees of the Village for approval . She noted the advantages
to an updated set of by-laws . Discussion followed. Ms .
Dalaskey will report more on this by next meeting after
a response or further communication with President Zettek.
Intergenerational Ad Hoc Committee:
Mr . Penley reported that his group will be painting a house
this weekend, and some members of the Board suggested to
him that the more publicity he could get for that activity,
both on television and in the printed media, the better.
Mr . Penley assured us that contacts have been made.
OLD BUSINESS:
Ms . Eike has had a meeting with HAP and it appears as though
only four families from the Hamilton Court complex remain
to find housing. Because October 31st is the deadline,
Ms . Eike is optimistic that, in fact, three of the four
families who have not communicated their plans already have
arrangements made for subsidized housing elsewhere, and
she will probably need to work only with one family to help
find a solution to their problem. She pointed out, however,
that in April, 1990, the next group of HUD subsidized apartments
in that complex would also lose its present status and would
no longer be available for people of limited means , as a
result of which HAP will continue meeting to try to deal
with the matter of housing for the poor .
NEW BUSINESS:
The Community Service office is taking over . the billing
for the subsidized taxi program. The clerk ' s office will
still take the pictures of the seniors .
Discussion was held at the last Coordination of Service
meeting, the participants agreed that three times a year,
rather than monthly, would be a better arrangement for providing
for the coordination of service program. The reason being
other agencies now provide speakers free of charge, so attendance
is declining, but the need is still there for networking

and informational sessions . Mr . Melind motioned to suspend
the monthly meetings and to go to three a year for Coordination
of Service, Ms . Rettberg seconded, the motion carried unanimously.
Ms . Eike reported that the budget for 1989/90 will be prepared
in the next month and preliminary items were discussed.
After discussion and a motion by Ms . Mahoney, seconded by
Ray Gunn, it was agreed unanimously to cancel the December
meeting.
ANNOUNCEMENTS :
Because the time for review of the performance of the Coordinator
of the Community Service Department is coming soon, it was
agreed that, as a committee of one, Mr. Ray Gunn would coordinate
the documentation of the Community Service Board members
evaluations for Nancy Eike and will forward same to Mr .
Willis for his information.
The next regular meeting of the Community Service Board
will be Thursday, November 17 , 8 : 00 p.m.
ADJOURNMENT:
Marge Mahoney moved and Barbara Pohn seconded to adjourn
the meeting . The meeting was adjourned at 9 : 21 p.m.

Coordinator ' s Report -- October 1988
On November 1 , I spoke to participants of the Leadership
Academy sponsored by NSACI , the Northwest Suburban Association
of Commerce and Industry. Topics I covered were the "graying"
of the suburbs , homelessness , affordable housing and child
care issues .
The Northwest 2001 Child Care Council ' s subcommittee, Partnership,
of which I am a co-chairman, will be putting on a seminar
regarding addressing the need for child care. The seminar
will be directed towards providing information to companies/businesses
on: on-site day care, day care options , partnerships , financing
child care, determining the need in their organization and
other topics .
Community Service received 100 calls in October with 109
total service requests . The areas which were the most requested
were : agency information, 30; financial, 18 ; aged, 9 ; child
care, 9 ; housing, 5 ; etc.
Donations were received from the Fraternal Order of Police,
$500 ; Rotary Club, $500 ; and the Lions Club, $350 . These
funds will be used to purchase goods for Thanksgiving and
Christmas baskets and to have available for help after the
holidays .
Pat, my intern, left Community Service last week. She said
work, home, school, etc . was to much for her at this point,
plus her mother had just been taken ill. I have notified
the college in an effort to get a replacement, hopefully
January.
I will be gone to a youth convention sponsored by the Illinois
Township Committee on Youth from November 14 to 16 . Some
topics to be covered are: Drop-in Centers, Youth Run Volunteer
Programs , Peer Leadership Programs , Teen Recognition Awards ,
and a legislative report by Arvid Hammers on youth and family
law.
Enclosed please find a copy of the letter Ms . Dalaskey sent
to President Zettek on the Board' s behalf regarding the
Senior Citizen Concern report and other pertinent issues .
