Call to Order:
The meeting was called to order at 8 :08 p.m. by Harriet
Dalaskey, Chairperson. The minutes of the July meeting
were approved as presented.
Coordinator ' s Report: Given by Nancy Eike
Nancy had a meeting with members of HASP (The Housing and
Shelter Program) on Tuesday. Rev. Schindel and Ruth Guest
were also present. HASP has a contract on a house in unincorporated
Maine Township and is to close on it today. They hope to
open the doors soon. Their initial target population is
single mothers with children. The house is zoned to accommodate
9 residents .
HASP also asked our opinion about reaching the people of
Elk Grove in terms of awareness of the housing problem and
funding. Louis Tosto has specifically targeted churches.
Rev. Schindel shared suggestions on how to approach churches,
starting with awareness of the problem, and stated that
many churches had their own projects or had limited funding
available for something of this sort. It would take time
to build the interest. Mr. Tosto stated that HASP would
like to expand and have shelters throughout the Northwest
suburbs .
The HAP (Housing Assistance Plan) Task Force met Wednesday
to discuss the relocation of Hamilton Court residents .
Two of the residents spoke with Jerry Benoit (a representative
from the Federal HUD office in Washington D.C. ) . He guaranteed
that voucher funds would be available for the Hamilton Court
residents . However, we have not heard from the local HUD
office and Mr. Benoit said it could take months for the
paperwork to be processed. The concern is that there will
be lag time between their eviction on October 31 and their

receipt of the vouchers . Also, HAP is concerned about he
shortage of complexes that will accept this payment. In
the Task Force there are 4 housing counselors to which Nancy
will direct the families individually for relocation assistance.
CEDA Central has also requested emergency funds from HUD
for relocation.
Both Channel 9 and Channel 2 -have covered the housing situation
at Hamilton Court. Channel 2 is to air on Friday the 19th
at 5 : 00 p.m. Channel 9 may appear Saturday night.
There was a natural gas leak in Elk Grove Village, west
of Meacham Road near Blue Jay Circle on August 3 . The Fire
Department called to respond and to set up an emergency
evacuation shelter. The Fire Chief chose Margaret Mead
School as the site. The school was open when Nancy arrived.
Little information was known as to the numbers of people
affected but Barbara Pohn and Nancy set up registration
tables, posted signs and got things organized. The shelter
was organized by 12 : 30 p.m. at 1 : 10 p.m. we were called
and told the emergency was off .
Approximately nine months ago Mrs . Pat McHale, Chairperson
of the Health Board, reported to the Community Service Board
about a health care system for the medically indigent.
The system appears to be ready to start and more information
will follow, as it is available.
The Elk Grove Senior Center is starting up its Friendly
Visitor program once again. The idea is to have volunteers
( 18 or older) visit the seniors who may otherwise be neglected.
Previously this program had had seniors visiting seniors
and difficulties occurred due to a lack of transportation.
A training session is provided to volunteers .
COMMITTEE REPORTS:
Elk Grove Distance Classic: Given by Barbara Pohn
Details for the Classic are in place and the only concern
is that the number of runners registered for this year ' s
Classic is down. Ms . Pohn stated that no other races have
suffered a noticeable decline in runners .
Senior Citizen Concern Committee: Given by Nancy Eike
The results of a survey done by Richard Sewell and Carolyn
Trees for the Board of Health were distributed. The purpose
of the study was to provide data to assist the Board of
Health with planning for the health needs of the elderly.
A discussion about the survey is planned for the next Community
Service Board meeting. In the meantime, Ms . Eike will combine

the Board of Health survey with the Community Service office
survey and make the results available to the Board members .
The Community Service Board repeated their concern over
the lack of lift assisted transportation for seniors . The
issues of concern are: Health, safety, social services
and transportation.
By-Laws Committee:
The Board reviewed the recommended changes . The By-Laws
as revised were approved. The Board directed the Chairperson
and the Coordinator to present the approved draft to President
Zettek for approval by the Village Board of Trustees .
Intergenerational Ad Hoc Committee: Given by Dick Penley
Mr. Penley met with Northwest Services Coordination (of
Arlington Heights ) and officials of School District 214
(composed of 5 schools ) . They have agreed to develop "Serve
Our Seniors" ( SOS) . The purpose is to coordinate maintenance
job needs of seniors and students to fill them. The target
schools are Elk Grove High and Hersey High. After the initial
trial, the other three District 214 schools may be included
in the program. There will be a sliding fee schedule, dependant
on the seniors ability to pay.
OLD BUSINESS• ,
Civil Defense Shelter Training: Given by Nanc.y Eike
After discussion, the Board agreed that they should develop
their own program for Civil Defense coordination of a shelter
site. Further steps will be determined at subsequent meetings.
Organ Donation: Given by Harriet. Dalaskey
No additional update at this time. As information is available
and when a proposal can be made, the Board will be consulted.
Affordable Housing: Given by Harriet Dalaskey
Harriet and Nancy met with Karen Wirth (Chairperson of the
Elk Grove Housing Commission) and Pat McHale (Chairperson
of the Elk Grove Board of Health) . A discussion about the
Hamilton Court Section 8 assistance residents ensued. Karen
Wirth shared background information about the original federal
funding and the agreements between the developer and the
Government.
Nancy will continue to represent the Community Service office
at Task Force meeting and will share information with the
Community Service Board, President Zettek and Manager Willis .

The next regular meeting of the Community Service Board
will be Thursday, September- 15 , 8: 00 p.m. in the Community
Service conference room.

Dick Penley moved and Ruth Guest seconded to adjourn the
meeting. The meeting was adjourned at 9 : 52 p.m.
