MEETING MINUTES
Thursday, April 21 , 1988

Call to Order:
The meeting was called to order at 8 : 00 p.m. by Harriet
Dalaskey, Chairperson. After review of the minutes of the
February and March meetings, it was moved and seconded to
approve the minutes as presented, and unanimously passed.
Coordinator ' s Report: Given by Nancy Eike
See copy of the coordinator' s report, dated March, 1988 .
In addition to the items identified in the report, the following
were presented by Ms . Eike. The Community Nutrition Network
will provide meals for seniors on Wednesday, Thursday and
Friday of each week beginning on May 4 , 1988 . It is sponsored
by CEDA Northwest and the Area Agency on Aging. Although
the meals are free, donations will be accepted from participants .
The meals will be served at the Al Hattendorf Seniors Center
in Elk Grove Village at 5 : 00 p.m.
District 214 Advisory Council discussed that many services
available in the community are unfamiliar to the people
who need them, therefore, an effort is being made to see
that they are better advertised and publicized. Consequently,
we are pursuing avenues to publicize services, such as in
telephone books , District 214 mailings and others .
The Executive Director of the Kenneth W. Young Centers has
informed Ms . Eike that the Centers are in need of Medicaid
payments which the state is at the present time unprepared
to make and that decreased federal funding is hurting many
social service and mental health agencies . In the event
some political force and influence needs to be exerted on
the government the Executive Director of the Young Centers
may approach the Community Service Board for some assistance
in attempting to exert that kind of influence, through letters,
etc.

COMMITTEE REPORTS
Coordination of Service: Given by Nancy Eike
The most recent presentation was on step parenting and was
very well presented by Mitchell Bruski , M.A. ; of the Kenneth
W. Young Centers . 11 persons attended.
Elk Grove Distance Classic: Given by Nancy Eike
Susan Brent is now the representative of Alexian Brothers
Medical Center in the planning of the event and she has
proved to be a substantive addition to the group. The NBD/Elk
Grove Bank has contributed $900 towards the event, $100
of which will be in a Savings Bond for one of the runners .
Bob Will from the Bank, a former Chicago Cubs Baseball player,
will be asked to be master of ceremonies . Ms . Dalaskey
has arranged for a substantial amount of food to be supplied
gratis . The sound system for presentations that follow
the race will be donated, but the Community Service Board
will lease waterproof speakers in the event of rain. Several
other prizes have been donated. Ms . Dalaskey has re-written
the registration form so that contributors of free service
or of special gifts will be identified on the form, as an
inducement to promote the contribution. of more gifts next
year, and also because donors deserve to be acknowledged
for their gifts .
Intergenerational Ad Hoc Committee: Given by Dick Penley
On Arbor Day biology students from District #214 (Elk Grove
High School) and senior citizens participated in the planting
of trees . Other possible activities through District 214
Intergenerational Program are doing home repairs on the
residence of elderly people and a "adopt" a grandparent
program. Mr . Penley thanked the Board for the contributions
made from the Elk Grove Distance Classic to send a student
to the Illinois Citizenship Experience, which is a helpful
experience for serious students ; it includes students from
all over the state, who observe the state government at
work for a week.
Paint Distribution - The committee knows of no senior who
needs their house painted -in Elk Grove Village, but Ms .
Dalaskey will approach the Board of Health for assistance
in attempting to determine at least one house. Dick says
the students are ready to do it. Channel Six will come
out.
OLD BUSINESS:
Youth Employment Service (YES) : Given by Nancy Eike
Total jobs as of April 19th were 16 , 1/3 being for summer
placements, 6 jobs were filled. YES also was busy recruiting

j the real estate company, had responded critically to the
letter written by the Elk Grove Ministerial Alliance which
had taken a public position opposed to the undoing of HUD
supported apartments . The HAP task force will be writing
Congressman Henry Hyde to inform him of the dilemma as well .
Ms . Eike noted that there was no information available on
the budget, so that no update was possible at the present
time.
Ms . Eike noted that Business After Hours , a function of
the Greater O' Hare Association was held today in the Village
Hall. About 150 people attended the event.
Executive Session:
The Community Service Board went into Executive Session
at 8 : 57 p.m. and resumed the regular meeting at 9 : 10 p.m.
Announcements:
The next regular meeting of the Community Service Board
will be Thursday, January 19 , 1989 at 8 : 00 p.m.
The Salvation Army bellringing will take place on the Fridays
and Saturdays of the first three weekends of December in
Elk Grove Village and anyone interested in participating
should contact Ms . Eike soon.
Adjournment•.
Ms . Mahoney moved and Mr . Penley seconded to adjourn the
meeting . The meeting was adjourned at 9 : 18 p.m.

the older population ( 16-21 ) through outreach strategies
such as flyers , posters at stores, announcements and flyers
at a Youth Service Rock Concert.
I-Search Report: Given by Nancy Eike
It is attached, in the form of a memorandum, dated April
24 , from Commander J.G. Bantner of the Elk Grove Village
Police Department.
Ordinance for Snow Removal : Given by Nancy Eike
The draft of a letter regarding snow removal from the Board
to the Village President was discussed and consensus on
who controlled snow removal on major arteries , etc. and
whether or not there is even an ordinance on the books in
Elk Grove Village concerning snow removal. Ms . Eike was
asked to provide to the Board for its next meeting the wording
of whatever legislation exists in Elk Grove Village concerning
the removal of snow from sidewalks .
Handicapped Bus Service:
There was discussion of the matter of a handicapped lift
and why the Township seemed unwilling to pursue this matter.
As a result, it was moved by Randy Melind and seconded by
Barbara Rettberg that Ms . Dalaskey and "the staff of the
Community Service office do whatever is necessary to attempt.
to find out more about this issue and pursue avenues of
assistance in regards to transportation for the frail eld'erl'y.
The motion carried unanimously.
Board Membership:
As a result of the communication between Ms . Dalaskey and
the President of the Village concerning the resignation
of Jane Goldsmith, the President concurred that the number
of persons on the Board can remain at eleven.
Ms . Dalaskey appointed a committee, consisting of Randy
Melind as chair, Ray Gunn, and Mary Paliganoff, to review
and make recommendations for updating the Community Service
By-Laws that provides guidance to the Community Service
Board as to its function, composition, meetings, authority,
etc .
NEW BUSINESS:
Compeer Program - The Kenneth W. Young Centers is -interested
in beginning a program for the chronically mentally ill
similar to the Compeer Program from Rochester, NY. The
basic premise is having a volunteer meet with the CMI person
an hour a week.
Civil Defense - Because the State of Illinois requires that
municipalities train persons to oversee emergency- shelters,

therefore, volunteer are needed for a program to be presented
in June for this purpose. Ms . Eike will send a memorandum
to the members of the Board soliciting their willingness
to participate in a training program.
Mr . Melind proposed that the Board consider discussions
with officials of the Village about the possibility of a
bike path that would cross I-290 both at Biesterfield Road
and at Devon Avenue, since their absence is an obvious and
serious hazard, particularly when young children attempt
to peddle across those overpasses without a space reserved
for them. It was pointed out that it is veritably impossible
to plan for such an arrangement on Biesterfield because
of the plans to reconstruct the overpass when the interchange
is planned to be built beginning probably in late 1989 .
Concerning a bike path on the Devon overpass, it is clearly
not wide enough to add one at the present time in the view
of some of the persons on the Board who have a familiarity
with the overpass .
Executive Session:
The Board went into Executive Session at 9 : 10 and reconvened
at 9 : 25 .
Announcements :
Ms . Eike on behalf of the Community Service Board, nominated
Ruth Guest for an outstanding senior volunteer award by
the Area Agency on Aging and Ms . Guest was selected for
same. She will be acknowledged and honored in May in Evanston.
The next regular meeting of the Community Service Board
is to be Thursday, May 19 , 1988 .
The Coordination of Service will occur on Wednesday, May
18 , 8 : 45 a.m. to 10 : 30 . , lower level, room C.
The Elk Grove Village Banquet is to be held on April 22
at 6 : 30 p.m. in the Holiday Inn in Elk Grove Village.
The meeting was adjourned at 9 : 31 p.m.
