Eike Mario Giacomuzzi Call to Order: The meeting was called to order at 8 : 09 p.m. by Harriet Dalaskey. * Since there was no quorum, the chair did not ask for approval of the minutes of the meeting of February 18 , 1988 . Coordinator ' s Report: Given by Nancy Eike See copy of report, February, 1988 , attached. COMMITTEE REPORTS Budget Committee: Ms . Eike made reference to the fact that the budget had been approved as submitted with the addition of the new computer and of shelving for storage space for the department; one or two other items were removed from the budget at the meeting with the Village Manager. Coordination of Service: Ms . Pohn presented the report, noting that 22 persons had attended the last meeting on domestic abuse and issues related to it. Elk Grove Distance Classic: Ms . Eike presented the report, noting that the fees for registration would be the same this year as in the past and that the group planning the Classic is looking for prizes ; both the NBD Bank, Elk Grove Village Community Service, and Alexian Brothers Medical Center are expected to participate to the same degree as in previous years in terms of sponsorship. Intergenerational Ad Hoc Committee: No report was presented due to the absence of Dick Penley. CSB Minutes Page two Volunteer Recognition Committee: Ms . Eike announced that there were 20 applicants nominated for the Volunteer Recognition Award in Elk Grove Village, awarded to three persons annually. Lorry Christensen, Brian Meyer, and Veronica McVady were selected by the committee as the three volunteers to be honored by the Village at the Spring Banquet on April 22 . OLD BUSINESS: Youth Employment Service: Given by Mario Giacomuzzi As the result of vigorous recruitment, 201 applicants have indicated a willingness to participate in the program, but only about 15% have attended the requisite orientation to date. Both Mr. Giacomuzzi and Ms . Eike urged the board to approve an expenditure of $89 . 95 for the purchase of a 12 minute videotape called "The World of Work" to be used during the orientation of young people preparing to apply for jobs .. It was recommended by those present to purchase the film. In addition, it was suggested that Stan Klyber of the Greater O' Hare Association be asked to allow a verbal presentation at one of the Association' s meetings, and to provide display space as well, so as to acquaint employers of the Elk Grove Village area with the availability of youth for summer jobs . NEW BUSINESS Recommendation Regarding Board Membership: Mr. Gunn remarked that he had received a letter on March 9 , dated March 1 , from Jane Goldsmith submitting her resignation as a member of the Community Service Board. The Village President, however, indicated that he would prefer an altogether different process in the future when there seems to be a problem with a members attendance or interest. Concerning Ms . Goldsmith, Mr . Zettek will need to talk..with her and then make a decision regarding her resignation. He would like to address the individual himself as he is the one who appoints commission members . All resignations should be sent to the President. Concerning whether or not the Board should remain at 11 members (on the assumption that the President of the Village will accept Ms . Goldsmith' s resignation) , it was considered by the group to be more desirable to leave the number at 11 rather than to increase it to .12 persons . Ms . Dalaskey will write the President of the Village concerning the Board' s CSB Minutes Page three preference for 11 in the belief that is is both an odd number, in the event of a tie, and also because it is easier to obtain a quorum with 11 members as opposed to 12 . She will also ask the President to consider changing whatever written documentation these is concerning the composition of the Community Service Board being at 12 , and allow it to be reduced to 11 . The recommendation was agreed to by the Board members present. I-Search Report: Concerning this , a conversation with officials of the Police Department unearthed information about a requirement for funding by the Illinois Department of State Police to provide for such a program in each Village. A pre-requisite is a separate unit or individual dedicated to attempting to find missing children. Because the Police Department in Elk Grove Village believes its work is satisfactory in the pursuit of this matter, they do not see any advantage in attempting to develop an I-Search program. However, after discussion, it was asked if the Police Department would address the Community Service Board' s concern in this regard as to why we don' t apply for funds that are available. Nancy will talk to Cmdr. Bantner. Ordinance for Snow Removal : The Administrative Assistant to the Village Manager has pointed out that, with respect to the snow removal of snow from sidewalks , it is especially difficult to enforce, seniors find it difficult to shovel their own sidewalks (this is the very group the Board is attempting to help) , and the cost of enforcing such an ordinance would raise the operational budget of the Village. There is some substantial success in the Village with having sidewalks cleared in the first place. - This concern has been addressed before. The draft of a letter to be presented to the Village President concerning the matter of snow removal was presented and discussed because of the Board' s conviction that, despite the above, more is needed to be done concerning snow removal. The idea of sending the President such a letter was agreed to by the Board but had to be tabled until the next meeting when a quorum is present. Handicapped Bus Service: Ms . Eike contacted Elk drove Township concerning the present bus service and its limitation, specifically not having a handicapped lift. She learned that funds are provided for the bus service through taxes, the Area Agency on Aging and private donations , but that there are not enough funds nor enough interest on the part of the leadership of the Township to do any more than is presently provided. After CSB Minutes Page four discussion the chair asked Ms . Eike to write the Village President concerning same, with the understanding that the Board continues to believe that more needs to be done for providing a bus service for handicapped persons in Elk Grove Village . Announcements Service Club Fair at Village Hall, Saturday, March 19 , 11 a.m. - 3 p.m. Lower Level meeting room. Next regular meeting of the Community Service Board, Thursday, April 21 , 1988 .
