MEETING MINUTES
Thursday, February 20 , 1986

Call to Order :
Barbara Pohn conducted the meeting due to the absences
of Ray Gunn and Marge Mahoney. The meeting was called
to order at 8 : 10 p.m. Ruth Guest motioned for the minutes
to be approved. Randy Melind seconded the motion. Motion
carried .
Coordinator ' s Report : Given by Lynette Swanson
Written report-is...attached for February. Data for the
�. _. Information and Referral file is currently being entered
into the computer. When complete, the computer will
be able to generate a list of all programs that address
a specific need, and perform numerous other functions
as well . The United Way Needs Assessment Survey has
been sent out to 3, 000 households , one third of all households
in Elk Grove Village. To date, 70 responses have been
returned ; statistically, 90 are expected to be returned.
A new day care ordinance has been passed which allows
background investigations of day care staff and volunteers.
However, the law is being challenged on the basis of
confidentiality. The Village will now be inspecting
day care centers four times a year and has set new infant
care regulations .
Lynette has requested leave of absence effective April
25th. She has requested a 6 month leave, however, this
has not been approved yet. The question remains as to
who will take her place while she is gone.
Elk Grove will once again receive the Salvation Army
Golden Kettle Award for raising the most money ( $3 , 015 . 00 )
during this year ' s Christmas Red Kettle Drive.
Coordination of Services : Given by Barbara Pohn
The program for February was on "Living with Death: The

Dying Process" and the speaker was Judy Deiffenbauch
from Alexian Brothers . In March, Cable TV will be filming
the Coordination of Services meeting. The meeting will
be held in the Cable T.V. Studio and will accomodate
25 to 30 people. March' s program will be a panel discussion
on the "Community Response to Domestic Violence" . The
filming is planned for the March meeting only. However,
if things run smoothly, it may continue on a monthly
basis . The Community Service Board thought that televising
the program is a good idea because the issues dealt with
are important to Village residents . Dennis Gallitano
brought up the idea of a "Latchkey Show" for kids who
are home alone after school .
Budget Committee : Given by Lynette Swanson
Lynette met with Mr. Willis in January. During that
meeting, the request for office guest chairs was put
on hold as it will be considered at a later date when
the Village purchases new furniture for the Village Hall
addition. The intern position was also put on hold at
that meeting, but was later denied by the Village Manager.
This is of critical concern as the intern position has
provided significant assistance to Community Service
during the past six months.
The budget -is to be reviewed by Villagp Board Budget...,,
' .: Committee of the Whole on March 4th at 7 :00 p.m. Community
Service is one out of five departments being reviewed
that day.
Elk Grove Distance Classic Planning Committee : Given
by Barbara Pohn
The planning committee has met twice so far this year.
Several decisions have already been made. The entry
cost has been raised from $7 . 00 to $8 . 00 , which is still
an average entry cost for such a race. The Chicago College
of Massuse will provide services for entrants, and they .
are not requiring tents for their students. The race
will also feature a live band and a Jazzercise session
before the race begins.
This year ' s committee is composed of several new members.
Only three persons, including Barbara and Lynette, have
served on the committee in the past.
The Planning Committee is considering conducting a raffle
for a membership to the Park District Leisure Center.
Possible donators of the membership are ABMC and area
businesses. Randy Melind informed the Community Service
Board that Zenith may be another possible donor. He
will contact Zenith and get back to the Board.

Lynette relayed that Dick Penley requested $100 be given

to High School Public Practicum Program at Elk Grove
High School . The money would enable the school to send
a student- to the Illinois Citizenship Experience . The
money would be taken out of the Elk Grove Distance Classic
funds. Concensus was given to allocate $100 for this
purpose. A formal motion will be made at the next Community
Service Board meeting, as there was not a quorum at the
current meeting.
Intergenerational Ad Hoc Committee :
The committee did not meet, therefore no report could
be given.
Volunteer Recognition Committee :
Ray Gunn had appointed 3 members for this committee at
the January meeting : Roger Schindel , Dick Penley and
Barbara Rettberg. So far, 5 nominations have been received.
The submission deadline is February 28th and a meeting
will be scheduled during early March in order to decide
on recipients . Mary McCarthy mentioned the program in
her column.
Old Business :
Organ Donation Program: Discussion was deferred until
next month due to Harriet Dalaskey' s absence.

_.� Food Distribution Program: Lynette and Terri visited
the Schaumburg Township site in order to see the distribution
in action. They obtained information on storage and
refrigeration and distribution procedures. A site still
has not been located; the day care center does not have
the space nor do the other options considered. Roger
Schindel had indicated a possibility of his church housing
the distribution. However, his church committee wants
to again check into the feasibility of using the day
care center.
Lynette brought up the need for the donation of a refrigerator
for the distribution. A refrigerator is needed due to
the fact that the truck delivery is not always on time
and the food -must be refrigerated. Lynette suggested
that the best system is to have the delivery a day or
two before the distribution. This way, there is no need
to worry about late delivery slowing up the distribution.
Lynette will discuss with Mr. Willis the possibility
of using the Village Hall as a site.
Senior Citizen Congregate Housing Program:
Ruth Guest will attend the Housing Commission meeting
on February 25th, during which the congregate housing
ordinance will be discussed. The Village Board of Health
will conduct an impact study, which will identify the

effects of the housing on the Village resources and services .
It was also brought up that another congregate facility
is being considered and is to be built near Alexian Brothers
Medical Center.
The Planning Commission will meet on March 5th to discuss
zoning for this congregate housing and the ordinance
to be developed to regulate it .
New Business :
Election of Board officers was to take place at the meeting,
however, it was deferred until the next meeting due to
the lack of a quorum.
Ruth Guest motioned to adjourn the meeting. Mary Paliganoff
seconded the motion. Meeting adjourned at 9 :01 p.m.

Please Note : The Village Board of Trustee ' s- will be
reviewing the Community Service budget on Monday, March
10 , 1986 at 7 :00 p.m. not Tuesday, March 4th as the minutes
indicate .
In a subsequent conversation with Mr. Willis regarding
. a site for the food distribution program, it was determined
that the Village Hall could not serve as that site due
to the limited space currently available .
