MEETING MINUTES

Call to Order:
The meeting was called to order at 8 :00 p.m. Dick Penley.
motioned to approve the minutes . Marge Mahoney seconded
the motion. Motion carried.
Coordinator ' s Report : Given by Lynette Swanson
Written report is attached. Christmas donors were in
abundance. Lynette distributed a list of these donors
from the industrial park, service organizations , schools,
churches, and individual residents . A surplus of canned
goods , clothing and toys was taken to the Elk Grove
Township Community Day Care Center for their pantry.
The compendium report was attached with this month' s
board packet. It highlights the activities of 1985
and shows the information and referral statistics have
increased 5% over 1984 . Major areas of increase have
been emergency housing, senior citizen problems , home
care and legal assistance.
Lynette and Terri are working along with the Mental
Health Center to survey the residents of subsidized
apartments at the Rohlwing Grove complex. Community
Service will be interviewing about 40 families. The
results of this survey will be tabulated and ready in
about 3 months.
Community Service is working on a community-wide needs
assessment survey that will be mailed out to 3 , 000 residents.
This is the first time such an extensive needs assessment i
survey has been undertaken. This is being done in conjunction
with the United Way of Elk Grove.
The Mental Health Center ' s newsletter was shared with I
the Board. The Center has received a $40 , 000 grant
to develop school curriculum focusing on drug and alcohol
prevention throughout all grades. As this is a state
of Illinois initiative, it is expected that area schools
will be incorporating this program into the regular
school curriculum. Marge Mahoney shared an article

on a program called Impact, which has recently been
introduced to District 214 to address alcohol and drug
problems among students .
Coordination of Services : Given by Barbara Pohn
The program for January was on "The Future of Social
Service in the 80 ' s. " The four panelists included Jud
Stone, Director of Elk Grove Schaumburg Townships Mental
Health Center; Mike deZonna, Director of Youth Services
of Elk Grove Township, Pat Beck, Director of Shelter,
Inc. and JoAnn Tomey, Director of Elk Grove Township
Community Day Care Center.
The following trends were predicted :
1 . Shortage of qualified workers
2 . Business approach to administering agencies
3 . Merge agencies to lessen administration costs
4 . Stronger marketing role will be taken on by agencies
5 . Cost containment programs,
6 . More attention to cost effectiveness
7 . Short term approach to treatment
8 . Ideal human service person will have both business
and social science background
9 . Increase in volunteerism
The Park District has been asked to put Coordination
of Services on cable T.V.
Budget Committee : Given by Lynette Swanson
The 86-87 budget request was submitted at the beginning
of January. The Village Manager will review the budget
proposal on Wednesday, January 22 , 1986. Budget committee
members are invited to attend.
Intergenerational Ad Hoc Committee : Given by Dick Penley
The meeting had to be cancelled. Another one will be
rescheduled prior to our next board meeting.
Old Business :
Board Organizational Meeting - Ray Gunn reviewed the
discussion on this from our last meeting. He agreed
that the Board will stay focused on current projects.
The Living Bank Organ Donations - Harriet Dalaskey disseminated
materials on the Living Bank program. She moved that,
"the Community Service Board approve the start of a
campaign to promote and educate the community about
organ donations and to secure registration in the Living
Bank program. Among all the objects sought to be secured
by governmental laws , none is more important than the
preservation of the public health, and therefore I move
that this governmental body approve this program so
that the program can be initiated. " The motion was

seconded and carried. Harriet suggested a goal of 5 , 000
residents. The cost of printed materials would run
about $1, 500 . Harriet will initiate fund raising with
some of the service organizations . It was suggested
that Harriet contact Alexian Brothers Medical Center
to help get this program started. The Board of Health
will be contacted to gain their support of this project.
Government Surplus Food Distribution - At the last board
meeting, Lynette was asked to do .further research into
the implementation of the Title II. Federal Food Commodities
Program. She reported on how several surrounding communities
implement this program. Refrigeration of the butter
and cheese is necessary for easier planning of the distribution,
so that the food delivery and distribution do not need
to occur on the same day. The food given out is flour,
rice, dry milk, cheese, butter and honey. Possible
sites for distribution would be the Grant Wood Senior
Center and the Elk Grove Township Community Day Care
Center. Dick Penley motioned that the Community Service
Board initiate the Government Surplus Food Distribution
Project. Mary Paliganoff seconded the motion. Motion
carried. The program, hopefully, can be started by
March 1986 .
Volunteer Recognition Program - A committee needs to
be formed to review volunteer nominations . Roger Schindel, 2-1
Dick Penley and Barbara Rettberg volunteered to serve
on the committee. A meeting will be held in early March
to select several outstanding volunteers to be recognized.
New Business :
Election of Board officers in February - Ray Gunn announced
that the Board will need to elect officers at our February
meeting.
Congregate Senior Housing - Mary Paliganoff announced
that, there will be a public hearing on new senior citizen
housing in the Village on Wednesday, January 22nd.
Harriet Dalaskey motioned to adjourn the meeting. Marge
Mahoney seconded it. The meeting was adjourned at 9 : 41
p.m.
