HomeMy WebLinkAboutPLAN COMMISSION - 01/15/1970 - ZONING CLASSIFICATIONS i • MINUTES OF A MEETING OF THE PLAN COMMISSION HELD JANUARY 15, 1970 The meeting was called to order by Chairman Stephen Schwellenbach at 8:00 P.M. Present: Gayle Bantner, Gerald Tvrdy, Thomas Hamilton, Richard Pottker, Charles Siewert, William Shannon, and Building Supervisor Tom Rettenbacher. Leah Cummins was excused. Absent: Alvin Krasnow. The proposed comprehensive zoning ordinance was the main item for consideration and the one particular problem, land coverage, which is extremely important because of developers coming into the village and is of primary concern to the Plan Commiss- ion. Observations were as follows: (1) that agreement was reached that the percentage requirement of ground coverage will not solve the parking requirements at all in the industrial areas . (2) that the sideyard requirements of 10 feet and the rear-y,a•rds: requirements of 15 feet be added to the ordinance with the understanding that the present 25 foot setback for front yards be retained in the ordinance. (3) the ordinance , as it was written, will make some existing buildings non-conforming and would be discriminatory and unfair. With this in mind, we recommend that a "grandfather" clause be written into the ordinance which would then prevent existing buildings from becoming non-conforming since they are somewhat limited already because of the usable land and because of the side and rear yard lot re- quirements . (4) it was also agreed that the restrictions calling for parking to be within 300 feet of the building, be eliminated from the ordinance . The Commission could find no rhyme or reason for this regulation in the ordinance. After a somewhat lengthy discussion on ground coverage and how it applies to various size lots in the I-1 and I-2 zoning classifications and taking into consid- eration that one could have the same size lot in both industrial zones , there was a concensus of opinion that we would have to do some additional research before we could resolve this problem. The Commission then agreed to accept the gener- ous offer of the Centex Industrial Park Association to assist us in coming up with a workable solution to the satisfaction of the entire village. The secretary of the Plan Commission was directed to contact the executive secretary of the CIPA and request that they research a minimum of nine industrial parks lying north, south and west of Elk Grove Village as to how they solved their ground coverage and parking requirements. Due to the lateness of the hour, Mr. Hamilton made a motion to adjourn and it was seconded by Mr. Tvrdy. Motion carried and the meeting adjourned at 11:30 P.M.
