HomeMy WebLinkAboutPLAN COMMISSION - 02/15/1968 - HIGGINS ROAD COMMERCIAL SUBDIVISION #32 PLAN COMMISSION MEETING February 15, 1968 The members present were: Steve Schwellenbach, Chairman Leach Cummins Gayle Bantner Frank Dillon Jack Denny W. R. Ballard and Tom Hamilton The meeting was called to order at 8 P.M. Leah Cummins moved for the approval of the Higgins Road subdivision Unit #33 preliminary and final plats; it was seconded by Frank Denny; vote was unanimous. On the Higgins Road Commercial Subdivision, Unit #32, preliminary and final plats, W. R. Ballard moved for the approval subject to the correction of the plat showing a fifteen-foot rear easement in lieu of the ten-foot ease- ment as shown. It was seconded by Jack Denny; vote was unanimous. Leah Cummins moved for the approval of the Higgins Road Unit #31 preliminary and final plats; it was seconded by Gayle Bantner; vote was unanimous . The Chairman presented a plat of the Colebrook Subdivision and stated it was for information only. The property is located south of Section 15 on Devon Avenue. The Chairman notified the Plan Commission of the Public Hearing on Wednesday, February 28 for the comprehensive plan and official map of the Village. He stated that the official map and land use map was on file in the Village Hall and it did indicate a buffer zone between property developed residential and industrial. The Chairman stated that A.S.P.O. had been contacted to see if they would review the comprehensive plan and official map and ordinance. They informed us they did not perform such services and suggested we use a private firm. They gave us a list of such firms whom they would recommend. They stated they would only answer a specific question. The Commission then proceeded to discuss the proposed annexation and rezoning of the 100 acres. There was no question in any Commission member's mind as to the annexation of this into the Village; however, Mrs. Cummins raised many questions concerning the advisability of the proposed rezoning from R #1 to M 1. The Chairman then read a portion of the court decision on Mistretta vs Village of River Forest - a photocopy is attached to the minutes. After extensive discussion, Frank Denny moved that the Commission recommend to the Village Board the annexation and rezoning as requested by Centex. It was seconded by W. R. Ballard. - e e PLAN COMMISION MEETING -2- February 15, 1968 Chairman Schwellenbach then called for a vote. Mrs. Cummins voted "no", Mr. Hamilton abstained; the balance of five members were in favor.
