ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY MARCH 9, 2010 Mayor Craig B. Johnson called the meeting to order at 5:08 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri Absent: Trustee Chris Prochno Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Judith M. Keegan A quorum was present. 2. PLEDGE OF ALLEGIANCE/INVOCATION 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on February 23, 2010 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES Mayor Johnson announced that this is the second year in a row that the Village has won an award for its Tour of Elk Grove television programming. This year the Village won the MarCom Gold Award for the Alexian Brothers 2009 Tour of Elk Grove TV Program and Sports Program. Mayor Johnson displayed the award and stated that we had beat out the likes of ESPN and Fox Sports. The Tour of Elk Grove is a National Broadcast and is shown throughout the country. The award will be on display at Village Hall. Mayor Johnson thanked Dobson and Special Events and everyone involved with the Tour of Elk Grove. This year the Tour of Elk Grove will be July 301h, July 3151 and August 15` St. Baldrick's - Mayor Johnson introduced a special guest in the audience, Gino Piscopo. Gino joined the Mayor at the podium and Mayor Johnson reminded everyone that last year Gino had challenged him and Village Attorney George Knickerbocker to have their heads shaved to raise funds for St. Baldrick's Children Cancer Research Foundation. Gino explained that this was his fourth year participating in St. Baldrick's and his second year hosting an event. He stated that last year the Mayor and Mr. Knickerbocker had participated in the event and he is hoping that Trustee Franke will participate this year. Gino's mom explained that last year the event was held in Elk Grove Village and raised eighteen thousand dollars. She feels it was so successful because of the participation of the Mayor and Village Attorney. This year Gino is co-hosting with a friend from Palatine and the event will be at Photo's hotdog stand in Palatine on Saturday, March 13, 2010 from 4:00 p.m. until 8:00 p.m. Trustee Franke agreed to participate in the event. Mayor Johnson told Gino he is doing a great job and that his efforts affect many people. i 1 VBM 3-9-2010 Trustee Franke announced that this years' first Citizen Emergency Response Team training class will start April 8, 2010. Anyone interested in signing up should call the fire department at 847-734-8025. The Citizen's Police Academy is starting March 25, 2010. Applications to register can be picked up at the Police Desk in Village Hall. Both classes are held on Thursday nights. Trustee Lissner attended the February 24, 2010 Joint Action Water Agency meeting in Schaumburg on behalf of the Mayor. Trustee Lissner pointed out that this is the third year of the 45% increase from the City of Chicago. There has been a 15% increase per year for the past three years. There has been no word on an increase for next year. Another item was the overall water usage for the Agency is down 5% from the previous year. Trustee Lissner noted that it looked like Elk Grove was down 10 to 11%. Some of the reasons given for the decrease were the cost increase, the economy, a wet summer, people conserving and the rain barrels. Mayor Johnson stated that we have been watching very closely because there have been some reports that Chicago may privatize its water. If that happens there can be some major increases. We do have a few years left on our contract but will be keeping our eyes open for alternatives when our contract expires. Trustee Petri will be attending the Solid Waste Agency and Northwest Municipal Conference tomorrow night, Wednesday March 10, 2010. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the February 28, 2010 Accounts Payable Warrant in the amount of 5133,720.35. CONSENT AGENDA It was moved and seconded that the Consent Agenda of the March 9, 2010 Regular Village Board Meeting be approved as presented. Mayor Johnson pointed out that Item H. is a contract we are awarding for a feasibility report of Phase 1 for dam and water storage modifications at Busse Lake. This is the first step in looking into many years of flooding in the community. This is a preliminary study that is going to let us know if the plans submitted to us by the "Friends of the Forest Preserve'' are feasible and have the desired effects that we hope for. (Mayor Johnson asked for comments or questions from the Village Board, staff or members of the audience. There were none) I A. Sikich LLP. Aurora. REGULAR AGENDA A) Consideration of a request (attached) from Chipotle located in the Town Center to display two (2) temporary "Now Hiring' signs. Mayor Johnson asked if the Petitioner was present. The representatives from Chipotle acknowledged that they were present. Mayor Johnson asked if any of the Trustees had any questions or objections. There were none. Mayor Johnson asked the representatives to introduce themselves. The General Manager, Chassidy introduced herself and her Apprentice Manager, Tammy. Chassidy stated they were very excited to be opening a location in Elk Grove Village. Mayor Johnson welcomed them and stated that there have been many inquiries about when they would be opening. It was confirmed that the planned opening date is April 9, 2010. Mayor Johnson wished them good luck and expressed that the Village is very happy to see them opening a location in Elk Grove Village. It was moved and seconded that Item A of the Regular Agenda of the March 9, 2010 Regular Village Board Meeting be approved as presented. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI No Report. Trustee Petri announced there will be a meeting of the Capital Improvements Committee on Friday, March 12, 2010 at 10:00 a.m. in the Chemick Conference Room. This is a follow up to the last meeting. 9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER Trustee Lissner stated that Michael Cavallini, Director of Health and Community Services has been working with the High School about the No-Idle Zone sign contest. Mr. Cavallini expects about thirty submissions from the Graphic Arts Department at Elk Grove High School. It is a very good turnout. Once the submissions are received they will be shared with the Board and a selection can be made. Mayor Johnson stated he was happy to hear about the turnout. He thought that since gas prices have gone down many people may feel that no idling isn't still an issue. No Idling is not just because of gas prices, it is the overall impact. 10. PERSONNEL COMMITTEE - CHAIRMAN FRANKS No Report 11. RECYCLING & WASTE COMMITTEE—CHAIRMAN FEICHTER Trustee Feichter announced that all residents should have received a Recycling & Waste newsletter recently. If not, copies are available at the Health & Community Services Department. Trustee Feichter noted that recycling is down in Elk Grove Village and it was in question whether it was due to the economy and people buying less or if people have become lax. Trustee Feichter asked that everyone please recycle and advised that there is important information in the newsletter about recycling, yard waste collection, bulk item pickup and numerous other things. The newsletter was not printed at the taxpayer's expense; it was the result of a prize the Village had won in the past for recycling cans. 12. INFORMATION COMMITTEE - TRUSTEE PROCHNO Trustee Prochno was absent. Trustee Franke reported that the Elk Grove Baptist Church would be having a live simulcast of"Take Control of Your Money with Dave Ramsey" on March 13, 2010 from noon until 5:00 p.m. The fee to attend is $15.00 per person or $25.00 per couple. For further information contact the Church at 847-593-8337. School District 59 Educational Foundation is holding a "Star Event". It is called "Let the Good Times Roll", a night of dancing and music performed live by Route 66. The event is on Friday, April 16, 2010 at Victoria Banquets in Mount Prospect. If you are interested in getting tickets you can email the District at www.rte66.org. Mayor Johnson reminded everyone that they will be receiving their Census form. It is only ten questions. The Mayor asked that everyone please make sure and fill out the forms. It makes a big difference. There are a lot more stimulus programs available to us if we have over 35,000 residents. If you dont fill out the form a Census taker will come to your door. The form is confidential and it can really help the community. Trustee Lissner cautioned residents to be aware of scam artists that are sending out emails and going door to door claiming to be census takers. They should never ask for a social security number and the actual census takers should all have identification. The census form will come in the mail. Mayor Johnson stated that if you are not sure and are worried that you should call the Police Department. 5 VBM 3-9-2010 13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION TRUSTEES LISSNER/PETRI Trustee Petri reported that two items on the Agenda were Class 6B's. One is large for seven hundred thousand plus to purchase the building and one hundred thousand for refurbishing. The building is going to be leased to Trust Air Cargo Corporation. They are consolidating their whole operation and moving to Elk Grove Village. The other one is a bit smaller and is on Stanley Street. There will be a meeting of the Industrial/Commercial Revitalization Commission on this Thursday, March 11, 2010 at 5:30 p.m. to discuss the Commission's budget and to get an update on the master plan for the business park. 14. YOUTH COMMITTEE - TRUSTEE FRANKE Applications are now available for the Youth Committee scholarships. One scholarship will be from Elk Grove Village and one will be from the Park District. Applications can be picked up at Elk Grove High School, Conant High School, Village Hall and the Park District administration building. There are three eligibility criteria. You have to be a resident of Elk Grove Village, a high school senior attending a college or university in the fall and service to the school or community. If you are home schooled or attend a private school you can still apply as long as you are a resident of Elk Grove. Applications are due by May 15, 2010 and winners will be announced by June 15, 2010. 15. PARADE COMMITTEE - TRUSTEE CZARNIK Trustee Czarnik announced the Parade will be Saturday, June 19, 2010 at 6:00 p.m.; Star- Spangled Salute to America is the theme. The Grand Marshals will be our Village Service people and their family currently serving in the five branches of the United States Armed Forces. Please call 847-347-4038 if you or your family is eligible to participate. Trustee Czamik thanked the Parade sponsors for 2010. So far they are A& H Plumbing, Chicago Offset, Jerry Castle & Sons, Rocco Vino Pizza& Pasta Express, Chicago Sign Design and Alpha Graphics. Trustee Czamik asked that everyone please support the businesses that support us. The next meeting of the Parade Committee will be Monday, April 5, 2010 at 5:30 p.m. in the lower level conference room of Village Hall. 16. PLAN COMMISSION - VILLAGE MANAGER No Report 17. ZONING BOARD OF APPEALS - VILLAGE MANAGER ZBA Docket #10-1 —A public hearing was duly held before the Zoning Board of Appeals for a variation request to permit the construction of a fence to enclose the parking lots of the Sheila Ray Center with a four foot high ornamental fence within one foot of the property lines along Elk Grove Boulevard, along the parking lot accessed from the street and along Ridge Avenue. The property is located at 225 E. Elk Grove Boulevard. Village Manager Rummel reported the Zoning Board of Appeals unanimously recommended to DO GRANT the request. It was noted the petitioner was present in the audience. Mayor Johnson asked whether there would be a problem with the fence for the bike race. It was noted that there would be no problem. There being no further questions of the Board, the Mayor called for a motion to prepare the necessary documents. 6 VBM 3-9-2010 Motion to concur with the recommendation of the Zoning Board of Appeals to direct the Village Attorney to prepare an Ordinance granting a variation to the Zoning Ordinance for a fence variation at 225 E. Elk Grove Boulevard, Elk Grove Village, Illinois. MOVED: Trustee Feichter SECONDED: Trustee Czarnik AYES: Voice Vote MOTION CARRIED ZBA Docket #10-2 - A public hearing was duly held before the Zoning Board of Appeals for a variation request to permit the construction of an eight foot high wrought iron, ornamental fence along the front property line of the lot and an eight foot high black, chainlink fence along the west side property line to replace an existing six foot chainlink fence with two foot barbwire extensions. The property is located at 2501 Lunt Avenue. Village Manager Rummel reported the Zoning Board of Appeals unanimously recommended to DO GRANT the request. It was noted the petitioner was present in the audience. Trustee Petri commented that this would definitely improve the property. Mayor Johnson commented that we appreciate the style of the fence. There being no further comments or questions of the Board, the Mayor called for a motion to prepare the necessary documents. Motion to concur with the recommendation of the Zoning Board of Appeals to direct the Village Attorney to prepare an Ordinance granting a variation to the Zoning Ordinance for a fence variation at 2501 Lunt Avenue, Elk Grove Village, Illinois. MOVED: Trustee Czamik SECONDED: Trustee Franke AYES: Voice Vote MOTION CARRIED Both Petitioners were advised that formal adoption of the ordinance would take place at the next Village Board meeting. The petitioners were also advised to contact the Director of Engineering and Community Development to obtain the necessary permits at which time work could begin prior to the formal approval. Mayor Johnson thanked the Petitioners for working to make the community better. ZBA Docket#08-12—A public hearing was duly held before the Zoning Board of Appeals for a variation request to permit an existing six-foot tall wood privacy fence extending approximately four feet beyond a line extended from the nearest front corner of the principal building located on the adjacent single-family lot at 781 Penrith Avenue. Mayor Johnson addressed item a. under the Zoning Board of Appeals. It has been on the docket for quite some time. It was approved by the Zoning Board of Appeals however there was a permit issue and an issue between the owner and contractor. The problem has been resolved and a fine was issued and paid by the owner. There being no further comments or questions of the Board, the Mayor called for a motion to prepare the necessary documents. Motion to concur with the recommendation of the Zoning Board of Appeals to direct the Village Attorney to prepare an Ordinance granting a variation to the Zoning Ordinance for a fence variation at 781 Penrith Avenue, Elk Grove Village, Illinois. CABLE TV COMMITTEE - TRUSTEES PETRI/LISSNER No Report b. HEALTH & COMMUNITY SERVICES BOARD -TRUSTEE CZARNIK There will be a Blood Drive on April 24, 2010 from 8:00 a.m. until 12:30 p.m. in the lower level of the Charles J. Zettek Municipal Building. Trustee Czarnik hopes there will be as good a turn out as there was in January. Immunization Clinics are held the second Wednesday of every month from 3:00 p.m. until 5:00 p.m. in Rooms A, B and C at Village Hall. Acknowledge a good deed by nominating someone for the Community Spirit Award. Forms are available at Village Hall, the Library, the Pavilion and Jarosch Bakery. The next meeting of the Health & Community Services Board will be Wednesday, March 17, 2010 at 7:00 p.m. in the lower level of the Charles J. Zettek Municipal Building. C. LIQUOR COMMISSION - MAYOR JOHNSON Mayor Johnson reported there were two hearings today. Old Chicago was found in violation of our Liquor Ordinance by selling to minors and they received a $200.00 fine and Court Reporter costs. Quick Stop Food Pantry & Liquor was also found in violation and fined $300.00 and Court Reporter costs. d. SPECIAL EVENTS COMMITTEE— MAYOR JOHNSON No Report e. TOUR OF ELK GROVE UPDATE—MAYOR JOHNSON The Tour of Elk Grove is going to take place on July 30`h, 31" and August ls` This year during the road stage there is going to be a Trustee's Sign Challenge that is being sponsored by the Elk Grove Village Bank & Trust. There will be three Visa gift cards for the winners, five hundred dollar gift card for first place, three hundred dollar gift card for second place and two hundred dollar gift card for third place. During the road stage that occurs on Saturday residents are encouraged to put out unique signs welcoming and supporting the riders as they ride through the neighborhoods. The top three signs as judged by the Trustees will win the prizes. More information will be available in future newsletters. 19. REPORT FROM THE VILLAGE CLERK None 20.
