Mayor Craig B. Johnson called the meeting to order at 7:09 p.m.

4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES
On Monday, March 18, 2010, Mayor Johnson and Deputy Village Manager Matt Roan
went to Alexian Village for the celebration of Ada's 102"d birthday and Angeline's 100'h
birthday. Mayor Johnson wished both ladies Happy Birthday and stated he and Matt had
a very good time.
Mayor Johnson asked Laura Stypka from Channel 6 to come out of the control room and
join him on the dais. After three years Laura is leaving Channel 6 to move out of state.
Laura will still be working in television but is also going to work on a farm. Mayor
Johnson thanked Laura for a good job and wished her the best.
Mayor Johnson went to the podium and explained that there were going to be a few
presentations this evening including a ceremonial signing of agreements with
representatives from two unions representing a portion of the Village's unionized
employees. Prior to the presentations Mayor Johnson stated he would like to address the
financial state of Elk Grove Village.
The Mayor presented a history of Village finances by stating our last big recession was
after 9/11 in 2001 and 2002. It was a difficult time for everyone. Many municipalities,
including Elk Grove Village, keep reserve funds. Elk Grove keeps a four month reserve
in the General Fund, a fund for day-to-day operations. By keeping a cushion, if
something happens unexpectedly the Village has the funds to take care of what is needed.
In Elk Grove that fund is around twelve million dollars. During that time in 2001 and
2002 the Village's reserve dropped to one month from four months. There was barely
anything left to run the day-to-day operations. At that time the Village Board made some
very difficult decisions, fees and property taxes were increased. The Board vowed they
would never put themselves in that position again.

After that recession, during the good years, the Village built up a "rainy day fund". A
fund whichgrew to seven million dollars above the reserve amount, approximately
nineteen million dollars was sitting in the General Fund. The Board and staff thought
that type of"rainy day fund'' would get the Village through anything.
In 2007 and 2008 we started reading about other municipalities and government entities
getting hit by the "Great Recession". At that time Elk Grove was still doing well, our
sales tax was still coming in and our revenue was holding steady. We felt very fortunate.
We were protected because our sales tax was doing so well. We don't have a large
shopping center but we are one of the biggest sales tax producers in the State of Illinois.
The business park sells a lot of products. In 2007 and 2008 when the value of the dollar
got so weak, our business park and the products manufactured there became very
attractive to companies over in Europe. They found it cheaper to purchase products in
our business park and have it shipped overseas than to buy the products in their own
country. Elk Grove Village kept getting the benefits from that while other areas were
hurting. Unfortunately, that didn't continue forever.
The sales tax the Village collects usually runs three to four months behind the actual sale.
When someone makes a purchase in December, the Village does not receive that tax from
the State until March or April. Last April the Village saw its first hit. Reason being, the
dollar started to rebound a little bit, the economy was going down in Europe and new
taxes in Cook County came into effect in January, 2009. In April of 2009 we saw a
$500,000 decrease in our sales tax revenue in one month. In May there was another
$500,000 decrease. This set off warning signs.
Mayor Johnson doesn't want to blame everything on the I% Cook County sales tax
increase, but Elk Grove Village borders DuPage County. You can cross Devon Avenue
and be in a town in DuPage County which has a three to four percent less sales tax than
here in Elk Grove Village. On a big ticket item that is a huge savings. Combine that
with the recession hitting Europe and less sales coming out of the business park, we
started to see the exact same thing as our neighboring communities had been seeing for a
long time.
We were happy we had the "rainy day fund" to rely on and hoped the bad economy
would not continue for a very long time. Over the past year we have made some
dramatic changes. Seven Village staff positions were eliminated completely through
retirement or people moving on. Eighteen positions have been left unfilled, again
through retirement or people leaving to go elsewhere, no one was laid-off. In fifty five
years of existence the Village has never laid anyone off. We are proud of that and
hopeful that will continue.
We have cut the most recent budget overall by eleven percent, over ten million dollars.
We cut our General Fund which is for day-to-day operations by eight percent. We
increased the mileage from 100,000 to 120,000 miles on a squad car before trading it out.
Changes were made with our phone service and salt purchases. We found as many ways
possible to save money.
Mayor Johnson commended the Village employees, Fire Union, Public Works Union and
Management personnel all the way up to the Mayor's office for taking a pay freeze this
coming year. The Police contract comes up on May 1St this year and the Village is still
working with them to negotiate the whole contract, not just salary issues. The Mayor is
optimistic that we will come to the same resolution with them as we have with all the rest
of the employees.
Mayor Johnson explained that the Fire Union and the Public Works Union both have
contracts that are enforced. Their contracts state they are entitled to a 3.25% raise and we
have to honor that. It is a contract that we signed, and the Village honors contracts. The
Union representatives have worked with their union members and they have agreed to a
0% increase this year. They have agreed to 0% to help the community, its residents and
businesses that they have served all these years. They are stepping up now, like we did in
2001 and 2002 when we increased the fees to help with the shortfall. Mayor Johnson
commended them for stepping up and helping.

In Elk Grove Village we work together as a family and we work together for the
betterment of everyone in the family. Mayor Johnson again commended and thanked all
the employees for their dedication to the community and for stepping forward.
The Mayor and Board are proud that for the past three years they have not raised property
taxes. Everything possible is being done with the budget cuts and pay freeze and the
hope is that the economy will turn around. The "rainy day fund" can carry us a little bit
longer. By the end of the next fiscal year we will have dipped into one to two million
dollars of our four month reserve. If things don't change, next year at this time other
sources of revenue may have to be looked at.
Mayor Johnson explained that the Village's financial future is tied to the business park.
At this time the business park has a record vacancy of almost 15%. There is a fine line
between Elk Grove Village and neighboring DuPage County. DuPage County taxes
differently than Cook County. Cook County gives a tax break to their homeowners but
hits the businesses. DuPage County gives a break to their businesses but hits the
homeowners. Every day is a struggle to keep Elk Grove's business park strong and
viable and keep businesses from moving to DuPage County.
We keep businesses in Elk Grove Village by offering the finest Fire Department, Police
Department, Public Works Department, Engineering Department and Administration.
We stress to businesses that we have the best services around. There has been over forty
million dollars invested to keep the business park running strong. It is necessary to keep
the businesses here.
People have asked the Mayor why we just don't raise taxes. We are proud that we have a
low tax rate. It is also smart to keep a low tax rate because it keeps the businesses in Elk
Grove. If we start raising taxes the businesses will say they can move across the street to
DuPage County and save money. We have to stay competitive and at the same time keep
the services we are proud of.
The Mayor also stated that we have to be careful not to become like some other towns
who have not kept up with repairs and community programs. They have let their
business parks get run down and they are suffering because of it. There are towns out
there that aren't far from bankruptcy. Mayor Johnson and Village Manager Rummel
attend monthly meetings that are held in different communities. One of the Managers did
not want to host the meeting in his town because he was embarrassed of the town. That
is not what Elk Grove is about. We want to put our best foot forward.
Mayor Johnson addressed the issue of special events stating he feels community events
create community pride. Community pride brings people together and during tough
times is when people need to come together. During good times people are able to travel
and go anywhere; during tough times inexpensive or free events are needed. The budget
for the special events was addressed by the board and was cut by over 35% or close to
$180,000.00. The cuts were done in a way that hopefully won't be too noticeable. The
events will still take place but they won't be quite as big or long, but they will still be
available for everyone to enjoy.
Mayor Johnson explained the bike race is totally funded by sponsorships and a one
percent hotel/motel tax that was initiated in 2007 with the support of our hotels to bring
people to our community. The bike race spotlights our community to the world. The
Village has won two international awards for bike race television shows. The shows are
broadcast around the world. During the broadcasts the Village is given commercial spots
which highlight the business park. This can bring potential business owners to Elk
Grove.
The Village parade is partially sponsored by businesses. The parade brings bands and
groups from throughout the region to Elk Grove. The parade is tied in with the
RotaryFest. All the money raised by RotaryFest goes back in to the Village through
scholarships to our youth and donations to civic groups.

Fireworks are being cut back. Some of the fireworks are sponsored through donations
made by residents on their water bill. There is close to $5,000.00 a year donated to
defray the cost of the fireworks.
The Memorial Day celebration honors the people who have made some of the greatest
sacrifices on our behalf. There have been cutbacks but it is still important to hold this
celebration to remember those who have done so much for us.
There were several thousand people at the tree lighting ceremony this past year. Several
towns have stopped having ceremonies and many people came to Elk Grove to start the
holiday season. These are people from other communities that may stop in our
restaurants or purchase gas at our gas stations. That benefits our community through tax
dollars.
The concert series was new last year and attendance grew with each concert. The
concerts were partially funded through the General Fund but the majority was paid from a
cigarette tax. A cigarette tax was passed when Elk Grove Village became smoke-free.
That tax money was going to be used for television commercials promoting Elk Grove as
smoke-free to draw people to a healthy community. Through Elk Grove's leadership,
other towns and then the State of Illinois became smoke-free. The money from the tax
that would have been used for commercials was available and it was decided to celebrate
our healthy community with outdoor concerts.
Mayor Johnson addressed capital projects. He explained that projects are funded with
bond money. It is like taking out a loan or a mortgage. Bond money can only be used for
projects; it cannot be used to pay salaries, that is illegal.
The Mayor and Board have been asked numerous times about the fountain on Leicester
and Biesterfield by the hospital. Mayor Johnson explained the Village started designing
that project over three years ago. Alexian Brothers Medical Center is investing almost
one half of a billion dollars in improvements, with a majority of those improvements
being done here in Elk Grove Village. Alexian Brothers chose to invest in Elk Grove
Village and they hire thousands of people to work at the hospital and more will be hired
as expansion continues. Almost half of the employees live in Elk Grove Village, the
others come to Elk Grove daily and eat and shop in Elk Grove.
In addition, almost five hundred thousand people yearly turn down Leicester to get to the
new entrance of Alexian Brothers Hospital. That may be the first view and possibly the
only view that some people will see of Elk Grove Village. It was the Board's opinion
that Elk Grove Village should put their best face forward on that corner.
Also in question is the renovation of the Town Center. When the Town Center was
originally constructed it was done so through private developers. The fountain may have
looked nice but it was costing tens of thousands of dollars a year to maintain. It was
poorly constructed and would have cost hundreds of thousands of dollars to fix. It made
sense to reconstruct it. The money did not come from the Village's General Fund. The
area is a TIF district (tax increment finance district). The district is doing so well and
generating enough money to use the proceeds to pay for the improvements. Even with
the improvements the TIF is being paid off early, it was shortened from twenty three
years to three years. Starting last year and again this year three hundred thousand dollars
per year has been given back. That is money that goes to the School Districts, the Park
District, the Library and the Township.
There will be more projects in the future. There is money in the Capital Improvements
Fund. Now is the time to be working on projects. The Federal Government is offering
rebates to municipalities that are taking out bond money for projects. Businesses are
looking for work and construction rates are cut in half right now. Millions of dollars will
be saved by taking advantage of the lower rates that are available right now.
Mayor Johnson and the Board are hopeful that we will see a turn around and feel that we
can all get through this rough time together.

Mayor Johnson thanked the Village Board, Administration and Village employees for
their efforts and hard work and also thanked the residents and businesses of Elk Grove
Village.
The Mayor asked the union representatives from the Fire Union and Public Works Union
and Village Manager Rummel to join him. Howard Hall represented the Fire Union,
Scott Santille and Brian Misiak represented the Public Works Union. Mayor Johnson
thanked them and all the other employees for stepping forward and giving up the
promised pay increases.

It was noted that both Unions had voted yes to sign the Agreements.
Public Works Union representative, Brian Misiak, and Mayor Johnson signed the
Agreement between the Village of Elk Grove and the International Union of Operating
Engineers, Local 150.
Fire Union representative, Howard Hall, and Mayor Johnson signed the Agreement
between the Village of Elk Grove and the Firefighters Association, Local No. 2340
International Association of Firefighters, AFL-CIO, CFC.
Mayor Johnson had representatives from Alexian Brothers and Dominican University
join him at the podium. Mayor Johnson read and presented a proclamation honoring the
second anniversary and the completion of the inaugural class of Dominican University at
Alexian Brothers Medical Center in Elk Grove Village.
Dean Johnson from Dominican University accepted the proclamation and introduced
Brother Val from Alexian Brothers, faculty members, Dean of Admissions and student
Brett Hall from Dominican University. Dean Johnson thanked the Mayor and Board for
the honor of naming this day `'Dominican University Day" and stated they feel privileged
to be members of this community. Dean Johnson also stated that Dominican University
is proud of their partnership with Alexian Brothers.
Dean Johnson introduced Brett Hall, Chief Operating Officer of the Alexian Brothers
Behavioral Center and inaugural student of Dominican University. Mr. Hall will be
completing his program in August of this year. Mr. Hall stated that he chose Dominican
University because of its history for excellence and their commitment to global social
responsibility. The program is rigorous and is attended by many business leaders in the
community and surrounding areas. Mr. Hall highly recommends the program.

A picture was taken of all the representatives with Mayor Johnson and the Board of
Trustees and chocolate Village logos were presented to each.
John Pruyn, President and Amber Schroeder, Vice-President of the Jaycees joined Mayor
Johnson at the podium. Mr. Pruyn explained that every year the Jaycees co-sponsor with
the Village the holiday house decorating contest. Residents submit their home and the
Jaycees go out and judge the decorations. There were five winners this year. Each
winner receives a plaque. The first award was presented to the Smith family of 1017
Florida Lane for "Best Musical Composition". This was the Smith family's third award.
The "Most Lights" award was presented to the Cook family of 1655 Hampshire Drive.
There were 11,000 lights in total and this was the Cook's first award. The winners of the
other three awards were not present.
It was announced that the Jaycees would be hosting an Easter Egg Hunt at Lindbergh
Park this Saturday. It is the 50'h annual Easter Egg Hunt.

Trustee Franke announced that the Community Emergency Response Team (CERT)
training will be starting a new class on April 8, 2010. The class will be every Thursday
from 6:00—9:00 p.m. If you are interested in attending you can contact the Fire
Department at 847-734-8025. Trustee Prochno announced that she will be attending and
there are still openings.
Trustee Lissner attended the Eagle Scout Code of Honor Ceremony on March 20, 2010
for Philip Tiritilli. Trustee Lissner said it was very interesting. A presentation was given
by a group of Marine Veterans and Fire Chief Miller and Police Commander Briggs both
gave very good presentations.
Trustee Lissner thanked Mayor Johnson for his comments this evening and
complimented him on an excellent job of presenting the current situation with the Village
budget.
Trustee Petri also commented on the Eagle Scout Code of Honor Ceremony. Trustee
Petri has attended many ceremonies over the years and this one was very interesting with
the Marine contingency present. The Marines held a ceremony and presented Philip with
a Marine knife. During the Marine ceremony they cut a cake and they each had a piece.
Trustee Petri has never seen this done at any other ceremony. The ceremony was well
attended. Trustee Petri stated that Elk Grove has a large group of Eagle Scouts. Police
Chief Schmidt stated that he believes Elk Grove has the largest number of Eagle Scouts
in the Northwest suburbs.
Trustee Petri reminded everyone that the Census is due on April 1, 2010. It is very
important that everyone sends the form in. If a Census take has to come to your door it
costs the taxpayers approximately $65.00. It is a very easy form to fill out and shouldn't
take more than ten minutes.
Mayor Johnson commented that he had read in USA Today that on average a community
gets approximately thirteen hundred dollars per resident counted. With the state of the
economy every dollar counts.
Trustee Czarnik commented that the Village missed 35,000 residents during the last
Census by about 270 residents. When you have 35,000 residents another plateau is
reached for funding.
Trustee Czarnik pointed out that the new Spring Banners are hanging. It is scholarship
time and the "Frank J. Czamik Scholarship" is available. Applications are available at
Conant High School, Elk Grove High School, St. Viator High School and the Elk Grove
Park District. There are two one thousand dollar scholarships available. If you are
unable to get an application at any of the locations named, you can contact Trustee
Czarnik. The scholarships are for any high school senior student that will be attending

college in the fall. It is a leadership scholarship as well as for sports, past or present
participation. A one-page essay is required stating how you have helped your
community, the Village of Elk Grove.
Trustee Prochno announced the Lions/Lioness Scholarship awards are being offered.
Three one thousand dollar scholarships will be awarded to recognize high school seniors
for their outstanding leadership, community participation and service to the community.
The criteria is that you have to be a resident of Elk Grove Village, a high school senior
attending a college or university in the fall and service to school and the community
including positive leadership ability. A lot of the scholarships have the same
requirements. Trustee Prochno recommended taking the time to write a good essay and
the same one can be submitted for each scholarship. There are different judges for each.
Last year there were students who won multiple awards. Applications are available at
Elk Grove High School and Conant High School or you can call Trustee Prochno at 847-
593-8738 and she will mail you an application. The deadline is April 30, 2010 and the
winners will be notified by May 30, 2010.
The District 59 Education Foundation is proudly presenting "Let the Good Times Roll"; a
night of dancing to the timeless music from the 50's and 60's being performed live by
Route 66. The reception will include a Silent Auction, Cash Bar, Hors d'oeuvres, and
dinner will be served. For more information you can visit the District 59 website at

The Kenneth Young Center is presenting "A Toast to Hope"wine tasting fundraiser to
benefit the Kenneth Young Center. Tickets are $80.00. Call Cheri at 847-524-8800 for
more information. The date of the event is April 16, 2010. All the money raised goes to
the Kenneth Young Center in Elk Grove Village. Organizations like the Kenneth Young
Center need donations since the State is cutting funding. The Kenneth Young Center
touches the lives of over 18,500 people each year. They offer hope for people who are
hurting or confused, hope for families in crisis or transition, hope for elders seeking
independence, hope for people facing mental illness and hope for teens needing support
or direction.

9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER
The JPZ Committee will be meeting on April 13, 2010 at 4:30 p.m. with the Recycling
and Waste Committee to review the artwork that was submitted to Mr. Cavallini from the
High School for signage for the No-Idle Zone Ordinance. This will hopefully help
people to cut down on unnecessary idling to help save money and reduce pollution.
Trustee Lissner is of the understanding that there is some very good artwork and once the
Committee narrows down the choices they will make a presentation to the full Board.

11. RECYCLING & WASTE COMMITTEE— CHAIRMAN FEICHTER
Trustee Feichter announced it was the time of year to start thinking about rain barrels.
Several of the Trustees have rain barrels and are very happy with them. Trustee Feichter
encourages everyone to get a rain barrel. It is a way to save water and save money on
your water bill. It is very easy to assemble and disassemble. The Village Board decided
the Village is not going to subsidize the rain barrels this year. Rain barrels are still
available and can be purchased at Steiner Electric for $64.00. They are high quality rain
barrels.

13. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION
TRUSTEES LISSNER/PETRI
Trustee Petri requested that the Village Clerk remove Item b. Oakton Street & Arlington
Heights Road Intersection Improvements from the Agenda. The project is not being
done. The Master Plan to revitalize the Business Park will be reviewed at two meetings,
one on May 27`h and one on June 24`h. Those are tentative dates, further information will
be available as it gets closer.
Trustee Petri referenced Item F. on the Consent Agenda, Devon Avenue Railroad
Crossing improvements, stating that after twenty some years we are finally going to get
the work done. It is going to be a continuous track with no breaks and solid concrete all
the way across. It will be smooth and there will be no more damage to tires and cars.
Once that work is complete the approaches to the tracks will be done. The work is all in
conjunction with Cook County doing the patching and replacement of concrete on Devon
Avenue.
14. YOUTH COMMITTEE - TRUSTEE FRANKE
Trustee Franke stated the criteria for the Youth Committee Scholarship is the same as the
other scholarships mentioned earlier. There will be three $1,000.00 scholarships offered.
Two are from Elk Grove Village and one from the Elk Grove Park District. Forms can be
picked up at Elk Grove High School, Conant High School, Park District Administration
building and at Village Hall. The deadline is May 15, 2010 and the winners will be
notified by June 15, 2010.
15. PARADE COMMITTEE - TRUSTEE CZARNIK
The parade will be Saturday, June 19, 2010 at 6:00 p.m., Star-Spangled Salute to
America is the theme. Trustee Feichter and Mrs. Feichter arranged for the Marines to
bring two Humvees. Our Grand Marshals are our Village Service people or their family
that are currently serving in the five branches of the United States Armed Forces. If you
or your family are eligible and wish to participate please call 847-357-4038.
There are Parade sponsors and Trustee Czarnik asked that everyone consider supporting
the businesses that support us. This year the parade is being supported by A&H
Plumbing; Chicago Offset, Jerry Castle & Sons, Rocco Vino Pizza& Pasta Express,
Chicago Sign Design and Alpha Graphics. The next Parade Committee meeting will be
Monday, April 5, 2010 at 5:30 p.m. in the lower level conference room.

a. CABLE TV COMMITTEE - TRUSTEES PETRULISSNER
Trustee Lissner reminded everyone that a few months ago he and Trustee Petri
had brought a sample cable television converter box from Comcast to demonstrate
at the Village Board meeting. All televisions that have a cable that plugs directly
into their television will require a converter box. Without a converter box, some
channels will be lost. Trustee Lissner originally thought all channels would be
lost but channels 2 through 21 and channel 95 and channel 97 will still be

available without a converter box. Converter boxes are needed by August 3,
2010. When the box is connected you will receive a few more channels than you
are receiving at this time.
Trustee Feichter stated that he has a converter box and it was very easy to install.
b. HEALTH & COMMUNITY SERVICES BOARD -TRUSTEE CZARNIK
There will be a Blood Drive on April 24, 2010 from 8:00 a.m. until 12:30 p.m. in
the lower area of the Zettek Municipal Building. Trustee Czamik stated that
levels are down right now and urged everyone to please consider donating at this
time. Blood is always needed.
On March 10, 2010 the Immunization Clinic administered thirty vaccines to
thirteen children. Six children from Elk Grove, three from Schaumburg and the
remaining four were from surrounding communities. Immunization Clinics are
held the second Wednesday of every month from 3:00 p.m. until 5:00 p.m. in
Rooms A, B and C at Village Hall.
Acknowledge a good deed by nominating someone for the Community Spirit
Award. Forms are available at Village Hall, the Library, Pavilion or Jarosch
Bakery.
C. LIQUOR COMMISSION - MAYOR JOHNSON

Mayor Johnson asked Trustee Franke how much money he raised for the St. Baldrick
fundraiser. Trustee Franke said that he raised approximately $1,200.00 in four days and

Trustee Prochno thanked the community for their love and support over the past couple
of weeks. Her father; George Beck, passed away last week at the age of 86. He moved
his family here in December of 1956 and loved the community. On behalf of her family
Trustee Prochno thanked everyone for the love and support, telephone calls, cards, food,
flowers, hugs and sympathy. They have helped the family through a very difficult time.
Trustee Prochno also thanked the Fire Department, Alexian Brothers Hospital and
Hospice for the wonderful treatment her father received and thanked the Village Board
and staff for being there for her.

Mr. Paul Petzold complimented the Mayor on his address regarding the status of the Village and
said it was nice to see the Unions represented and signing off on everything at the meeting.
