ZETTEK MUNICIPAL BUILDING, 901 WELLINGTON AVENUE ON TUESDAY APRIL 13, 2010 Mayor Craig B. Johnson called the meeting to order at 7:09 p.m. 1. ROLL CALL: Present: Mayor: Craig B. Johnson; Trustees: Nancy J. Czarnik, Patton L. Feichter, Jeffrey C. Franke, Samuel L. Lissner, James P. Petri, Chris Prochno Also Present: Village Manager Raymond R. Rummel; Village Attorney George B. Knickerbocker; and Village Clerk Judith M. Keegan A quorum was present. 2. PLEDGE OF ALLEGIANCE/INVOCATION Pastor Edward Pelrine, Queen of the Rosary Church delivered the invocation. 3. APPROVAL OF MINUTES Motion to approve the minutes of the Regular Village Board Meeting held on March 23, 2010 as submitted and dispense with the reading. MOVED: Trustee Petri SECONDED: Trustee Czarnik VOICE VOTE MOTION CARRIED 4. REPORT OF THE MAYOR AND BOARD OF TRUSTEES Mayor Johnson and Trustee Lissner attended a town hall meeting given by State Representative Mark Walker on March 30, 2010. The Mayor stated it was interesting to get the State's perspective on some of the issues that are facing the Village. Representative Walker stated his support is with local communities to fight the Governor from taking away a portion of our income tax share. It would cost the Village over eight hundred thousand dollars if our portion of the income tax gets decreased. Mayor Johnson stated he was proud to announce that all of the Village employees are on board with taking a 0% pay increase this year. All of those efforts and savings could be eaten up by the Governor basically stealing from our house to fill his budget gaps. It is good to see that our Representative is going to fight on our behalf to see that doesn't happen. Mayor Johnson thanked Tom Rodgers for his many years of dedicated service on the Zoning Board of Appeals. Mr. Rodgers' term will be expiring at the end of April and he has decided not to serve on the Board any longer. There will be an opening on the Zoning Board. Anyone interested in serving on the Board should submit an application. Contact the Board secretary, Pat Droschak at 847-357-4030 to obtain an application. All applications will be reviewed and hopefully within the next few months we will have a replacement. We will have a new member on the Board but no one can replace all the hard work Tom has done over the years. Mayor Johnson acknowledged Paul Kaplan, Chairman of the Zoning Board of Appeals in the audience. The Mayor announced the Amnesty Program, which ended on March 31, 2010, brought in over fifty eight thousand dollars. These were payments on old parking tickets, red light violations and vehicle sticker violations. Penalties and fees were waived for not paying earlier. This was just for Elk Grove Village residents. The program is going to be expanded. From June 1" through June 30`h the program is going to be open to anyone 1 VBM 4-13-2010 outside of Elk Grove. The program was initially started with Elk Grove residents to see how successful it would be. There are about twice as many tickets for those outside of Elk Grove. It cost about four thousand dollars in mailings for Elk Grove residents and will probably cost about seven to eight thousand dollars for non-residents but the return is well worth it. The Mayor gave a Census update. As of last Friday, April 91h Elk Grove is at 76% responding to the Census. We are hopeful to get 100%. The Census is very important to the community. All the financial help we get from the Federal, State and County governments are based on our population numbers. In the past we fell short of 35,000 residents by about 300. This prevented Elk Grove from qualifying for many stimulus programs. Mayor Johnson asked that everyone please turn in their forms, it will help the whole community. The more funds we get from the Federal and State governments, the less is needed from the taxpayers. If children are away at school they are still considered residents, be sure to count everyone. Mayor Johnson referenced a recent article in the Chicago Tribune about the Suburban O'Hare Commission and how it is changing. There was a meeting of the Commission today and they are looking into other issues such as the flooding of Salt Creek and roadway improvements with both the O'Hare ring road and western access. It was a very nice article that shows the Suburban O'Hare Commission has evolved into something more than just fighting the expansion. Mayor Johnson announced one of our local businesses was featured in Crain's Chicago Business. Tasty Catering was ranked one of the twenty best places to work in the entire region. Mayor Johnson congratulated Tasty Catering for being recognized and stated we are very proud to have them in Elk Grove Village. The Mayor thanked Tasty Catering for choosing to stay in Elk Grove Village. Mayor Johnson and the Village Board are pleased to announce the Police Department employees are in agreement with the Village on a new pay structure for this coming year. There was a signing ceremony at the last Board Meeting with the Fire and Public Works Unions. By contract the Unions were up for a 3.25% raise. The Unions voted and agreed to a 0% pay increase due to economic times. All non-union employees and management personnel, up to and including the Mayor agreed to a 0% increase. The Police were unique in the fact that their contract was up for renewal this year and there were other issues being looked at in addition to the pay freeze. On April 27`h we will formally adopt the new contract with the Police Union. Mayor Johnson thanked the Police Union for working with the Village and agreeing to a 0% pay increase for this year. Officer Paul Syverson from the Police Union Labor Negotiating Team joined Mayor Johnson to sign a Memorandum of Understanding Agreement between the Village of Elk Grove and the Police Union. Mayor Johnson thanked Officer Syverson and the Union. Officer Syverson stated the Police Union is happy to help the Village and the people of Elk Grove during these tough times. Trustee Franke announced it is time to sign up for the next Citizen Emergency Response Team training. The class will begin June 11, 2010. It will be a three day class over the weekend. Anyone interested in signing up should call the Fire Department at 847-734- 8025. There are twenty openings. A class just began on April 8`h and Trustee Franke asked Trustee Prochno to comment on the class. Trustee Prochno explained that she has previously taken both the Citizen Police Academy and Citizen Fire Academy. The Citizen Emergency Response Team training is like a combination and culmination of all the different emergency responses needed in the community. Trustee Prochno was very glad to see that some of the graduates of the course were volunteering and helping to teach the course. They have also helped pass out emergency information throughout the Village. It is good to see the Village is already using their services. Trustee Prochno is looking forward to learning a lot more and will give updates at future Board Meetings. Trustee Franke stated it is an important thing for the community and there are a lot of people who like to help out and get involved. 2 vsM 4-13-2010 Trustee Czarnik announced the Frank J. Czarnik Scholarship is available. Applications can be picked up at Elk Grove High School, Conant High School, St. Viator High School and the Administration Office at the Park District. Two one thousand dollar scholarships will be awarded. Applications are due May 21, 2010. Trustee Feichter announced the 17`h Annual Chefs' Fest will take place on May 11, 2010. Chefs' Fest is being sponsored by the Woodfield Chicago Northwest Convention Bureau. Elk Grove Village is a part of the organization. Unfortunately the Village Board will be unable to attend the event because there is a Village Board meeting that evening. Trustee Feichter stated it is a great event that people should attend. There will be restaurants there from all over the suburbs with wonderful food and wine for tasting. The event is on May 11`h from 5:00 p.m. until 8:00 p.m. at Arlington Race Track. The fee is $30.00. You can pay in advance at www.ChefsFest.com or you can call 847-490-1010. The Community Character Coalition is going to be at the May 11, 2010 Village Board Meeting. Student presentations will be before the Board Meeting and the students will be recognized for their volunteerism over the past year helping Elk Grove and the world at the Village Board Meeting. Trustee Prochno—announced the Elk Grove Lions and Lioness Clubs will be awarding three one thousand dollar scholarships to high school seniors that reside in Elk Grove Village. Applications are available at Elk Grove High School and Conant High School or you can call Trustee Prochno at home and she will mail you an application. Trustee Prochno's telephone number is 847-593-8738. Eligibility and selection criteria is that you have to be a resident of Elk Grove Village, a high school senior and have service to school and community including demonstration of positive leadership qualities. The deadline is April 30`h and winners will be notified by May 30, 2010. Trustee Prochno acknowledged the passing of resident Cathy Ostry. Cathy passed away in late March. She and her husband Rich have lived in the Village for many years. What is unique about Cathy is that she was an organ donor and an organ recipient. In 1987 Cathy donated a kidney to her brother David. David is still alive today and has had several more transplants since 1987. Cathy*s kidneys started to fail and her husband Rich donated one of his kidneys to Cathy. He was not a match but they took the chance and Cathy lived from 1997 until now. Cathy was very active in the U.S. Transplant Games and represented Elk Grove in many States with Scott Frank. Scott Frank passed away in 2004. Scott was a heart transplant recipient. Cathy's goal was to win a gold medal in bowling. She accomplished her goal and won the gold medal in 2004. Cathy's life was extended thirteen years by the generous donation of her husband. Trustee Prochno urged everyone to consider organ donation. Mayor Johnson stated that on Friday Secretary of State White is going to be at Alexian Brothers Hospital. Mayor Johnson and Secretary of State White will be signing a Proclamation for organ donor programs. Organ donation has grown and it is a way to save lives. Trustee Prochno reminded everyone that you can sign the back of your Drivers License and become an organ donor. Trustee Prochno thanked Rich Ostry for coming to the meeting and extended condolences. 5. APPROVAL OF WARRANT Motion to authorize payment of invoices as shown on the March 31, 2010 Accounts Payable Warrant in the amount of$757,100.85. IL — Concur with prior authorization to allow the placement of seven (7) tables and a total of eighteen (18) chairs to accommodate outdoor seating on the walkway in front of the restaurant during the summer months between April 1, 2010 and October 31, 2010. B. Civiltech Engineering. Inc.. Itasca, IL — Award a professional service contract for the Arlington Heights Road Retaining Wall Rehabilitation Project in an amount not to exceed $9.716. C. R & W Clark Construction. Frankfort. Balancing Change OrderNillage Green—Award a Final Balancing Change Order in the amount of$32,140.17 for five (5) different contractors for various trades working on the Village Green to be paid from TIF Funds. F. Sebert Landscaping Company. Bartlett. IL—Award a service contract to the low bidder to provide turf restoration of damaged parkways throughout the Village in the amount not to exceed $43,790. G. Beverly Materials, Elgin. IL—Award a professional service contract on an as needed basis to the lowest responsive and responsible bidder, to supply and deliver Grade 9 gravel and #2 torpedo sand to the Village in an amount not to exceed $44,707.50. H. Alaniz Landscape Group. Elgin. IL — Award a professional service contract to the lowest bidder to furnish and plant deciduous trees in the Village parkways in an amount not to exceed $44,655. I. SunGard HTE. Inc.. Lake Mary. FL—Award a professional service contract for support and maintenance of our HTE software applications and custom program modifications for the period from May 1, 2010 through April 30, 2011 in an amount not to exceed $46,978. J. Peters & Associates. Oak Brook Terrace, IL - Award a service contract for advanced technical support of the Village's computer networks for the period of May 1, 2010 through April 30, 2011 in an amount not to exceed $49,600. K. MQ Sewer and Water Contractors, Inc., Elk Grove Village, IL—Award a construction contract for the Oakton Fire Station No. 8 parking lot patching in an amount not to exceed $61,000 from the Capital Projects Fund. L. Northwest Landscape Services. Inc.. Elk Grove Village, IL—Award a service contract to the lowest responsive and responsible bidder, to provide annual turf and landscape maintenance throughout the Village in an amount not to exceed $94,003.66. M. Municipal GIS Partners. Des Plaines, IL—Award a professional services contract for support services in connection with Elk Grove Village's Geographic Information System (GIS) in an amount not to exceed $140,222 from the Industrial/Commercial Revitalization Fund. 4 VBM 4-13-2010 N. Itasca, IL— Authorization of the following: • Award a professional service contract for the Busse Road and Greenleaf Avenue Intersection Improvements in an amount not to exceed $172,326 from the Industrial Commercial Revitalization Budget; and • Award a professional service contract for the Busse Road and Pratt Boulevard Intersection Improvements in an amount not to exceed $167,171 from the Industrial Commercial Revitalization Budget. CAPITAL IMPROVEMENTS COMMITTEE - CHAIRMAN PETRI Trustee Petri stated the Capital Improvements list of projects was discussed and approved at the Committee of the Whole meeting. Mayor Johnson asked if the Biesterfield Road/Leicester Road Water Feature item still needed to be on the Agenda. Trustee Petri answered he was going to leave it on the Agenda until the fountain was up and running and the landscaping completed. Mayor Johnson asked if there was going to be a bench. Alan Boffice, Director of Engineering & Community Development stated a bench was not in the plan but the edge of the fountain can be used to sit on. A date for starting the fountain was discussed. The Mayor asked that it be done before the Board Meeting on April 27`h or before the second Board Meeting in May. Mr. Boffice will talk to the contractor and get back to the Board with a date. Mayor Johnson asked that the Hospital and the Condominium Association both be notified of the date. 9. JUDICIARY, PLANNING & ZONING COMMITTEE - CHAIRMAN LISSNER The Committee met this afternoon around 4:30 p.m. with the Recycling & Waste Committee. Trustee Petri was also in attendance so the full Board was there. Artwork that Mike Cavallini, Director of Health& Community Services received from Elk Grove High School was reviewed. There were thirty two or thirty three submissions for the No- Idle Zone signs. Trustee Lissner said they were all nicely done and it was very difficult making a selection. Three submissions were chosen. Winners should be announced at the next Board Meeting. Trustee Lissner thanked everyone who came to the meeting and the students, teachers and parents for being involved. No Idling is a way of saving money and helping the environment. 10. PERSONNEL COMMITTEE - CHAIRMAN FRANKE Trustee Franke thanked all the Village employees, union and non-union, for not accepting a raise this year. 11. RECYCLING & WASTE COMMITTEE—CHAIRMAN FEICHTER Trustee Feichter reminded everyone that yard waste pick up began on April 1, 2010. 12. INFORMATION COMMITTEE - TRUSTEE PROCHNO Trustee Prochno stated she is also a member on the Board of Directors of the Kenneth Young Center. The Kenneth Young Center is really being impacted by the State funding this year. Trustee Prochno made note of the following: The Governor's recent budget proposal eliminates State funding for all non Medicaid clients after July I"; Individuals and families in the Elk Grove and Schaumburg area who are struggling financially but not on Medicaid will be unable to access services at Kenneth Young Center; This affects over 800 clients currently receiving services at Kenneth Young Center; this is 40 to 45% of clients in the area who need services but who will be unable to access it; This change will not end up saving the State any money because, if implemented, it will most likely increase institutionalization (people going to hospitals,jails, nursing homes, etc.). The Kenneth Young Center is not sitting back. There will be a series of fundraisers. The annual "Kenneth Young Center Walk for the Mental Health of It" will be Saturday, May 8, 2010. The walk is to raise awareness about mental illness, treatment and recovery and raise funds to help Kenneth Young Center in its work. The walk will be at Busse Woods in Elk Grove,just west of Arlington Heights Road off of Higgins Road. The Walk will take place rain or shine. Check-in is at 8:00 a.m. and the walk will start at 9:00 a.m. It is a Walk/Fun Run for the whole family. Dogs are welcome. It is a three mile walk, run or amble and there will be a separate route for runners. There is no registration fee. Collect sponsorships and/or sponsor yourself. All donations should be brought the day of the walk or sponsors can donate on line. For every $100.00 in sponsorships delivered by the day of the walk you earn a ticket for a prize drawing. INDUSTRIAL/COMMERCIAL REVITALIZATION COMMISSION TRUSTEES LISSNER/PETRI Trustee Petri stated a contract was awarded for Item c. Busse Road, Greenleaf Avenue & Pratt Boulevard Intersection Projects under Item 6 N. of the Consent Agenda. Trustee Petri asked Alan Boffice, Director of Engineering & Community Development if there was a date for the start of the Devon Avenue Railroad Crossing Improvements. Mr. Boffice said there was no date but the contracts are in place and the contractor had been advised he will be coordinating with the Cook County Highway Department project. Trustee Lissner pointed out there were two Class 6B requests on the Agenda. The Board encourages people to take advantage of the opportunity. Information about Class 6B is in the Village's Business Newsletter. 14. YOUTH COMMITTEE - TRUSTEE FRANKE The Youth Committee will be awarding three scholarships. Two are from the Village and one is from the.Parks Foundation. They are one thousand dollars each. The deadline is May 15, 2010 and winners will be announced on June 15th. Applications are available at Elk Grove High School, Conant High School, Village Hall and the Park District Administration Building. 15. PARADE COMMITTEE - TRUSTEE CZARNIK The parade is Saturday, June 19, 2010 at 6:00 p.m. Star-Spangled Salute to America is the theme. The Grand Marshals are our Village Service people or their families currently serving in the five branches of the United States Armed Forces. Please call 847-357- 4038 if you or your family is eligible to participate. Parade Sponsors for 2010 so far are Bigston Corporation, Alpha Graphics, Rocco Vino Pizza & Pasta Express, A&H Plumbing, Chicago Offset, Jerry Castle & Sons and Chicago Sign Design. Trustee Czarnik asked that everyone please support the businesses that support us. The next meeting of the Parade Committee will be Monday, May 3, 2010 at 5:30 p.m. in the lower level conference room of the Zettek Municipal Complex. Mayor Johnson stated we have two Grand Marshals for the Parade this year. The second Grand Marshal is Trustee Czarnik. 16. PLAN COMMISSION - VILLAGE MANAGER No Report 17. HEALTH & COMMUNITY SERVICES BOARD -TRUSTEE CZARNIK There will be a Blood Drive on April 24, 2010, 8:30 a.m. to 12:30 p.m., in the lower level of the Zettek Municipal Building. Blood levels are down right now. Please consider donating at this time, it is always needed. The next meeting of the Health & Community Services Board is Wednesday, April 21, 2010 at 7:00 p.m. in the lower level of the Zettek Municipal Building. C.
